How industry status has raised hopes of tourism revival in Rajasthan

The grant of industry status for tourism means that power tariff and certain taxes would be at par with other industries, as against the current commercial charges, which are way higher. Hoteliers and restaurateurs in the state had to pay hefty power bills even for minimum load through the difficult Covid lockdown periods as they were subjected to commercial rates.

Gehlot said the tariff concessions will bring a financial burden of Rs 700 crore a year on the state exchequer. He also announced the Rajasthan Rural Tourism Scheme, under which transfer of property would be exempted from stamp duty, besides other sops such as reimbursement of SGST for 10 years and loans up to Rs 25 lakh at 9 per cent interest.

To encourage conversion of heritage properties into hotels, Rajasthan will offer concessional stamp duty on purchase and lease agreement for hotels housed in buildings constructed prior to 1950. The land rates for resorts, camping sites, amusement parks and animal safari parks will be kept same as residential rates in the urban areas and agricultural rates in the rural areas.

The state budget has earmarked Rs 1,000 crore for developing tourism. The figure is based on a tourism development fund of Rs 500 crore for 2022-23 and a similar amount allocated in 2021-22. Of this, Rs 600 crore will be spent on infrastructure, including building toilets at places of tourist interest, and the rest on tourism promotion. However, there is apprehension about whether the money will be spent judiciously. “We want an advisory committee or authority to be formed that supervises how this Rs 1,000 crore will be spent. It must yield concrete results,“ says Mandawa.

Diya Kumari, the BJP MP from Rajsamand, says the funds should not be spent on stereotyped ways of tourism promotion. “It’s a huge amount which, if spent properly, can help transform tourism in Rajasthan. So many properties across the state need basic conservation and development to attract tourists,” she says.

Industry stakeholders expect tourism minister Vishvendra Singh and Rajasthan Tourism Development Corporation (RTDC) chairman Dharmendra Singh Rathore to bring in innovative changes to the sector. Hoteliers have, meanwhile, started exploring ways to attract tourists. The focus is on young travellers and creating recreational options for them. Arvind Jain of Resort Sawai Vilas in Ranthambore says that while the state government’s initiatives are welcome, the need is to promote sustainable tourism. “It’s bad to turn Ranthambore into a wedding destination that it is fast becoming. Instead, it should have eco-friendly and heritage-friendly tourism in the backdrop of the Ranthambore Fort and Chambal river,” says Jain.

Intending to attract film producers not only from India but from internationally as well, the state came out with comprehensive and lucrative provisions under the policy.

In order to boost tourism in the state, the Rajasthan government a few days back unveiled Rajasthan Film Tourism Promotion Policy-2022 to promote Rajasthan as a major film Destination in India. In a bid to leverage and make maximum out of the state's rich heritage and culture, the state government came up with one of the best film tourism policy.

“Films are an effective way of promoting tourist destinations. While there is a direct spin-off of large number of cast and crew coming, the locales in the films generate huge interest among travellers,” one government official said while unveiling the policy.

The new film tourism policy, as the government says is one of the best across India offered by any state as far as incentives and support assurances are concerned. Intending to attract film producers not only from India but from internationally as well, the state came out with comprehensive and lucrative provisions under the policy.

The film tourism promotion policy unveiled last week has provisions to provide a subsidy up to Rs 2 crore for projects qualifying the laid down criteria of the policy which includes a certain threshold of production cost and uses a minimum of 15 per cent local supporting staff in production activity. In addition to the incentive of Rs 2 crore, the policy also mentioned providing an exemption from all fees and charges at all monuments and locations under forest irrigation, PWD, Local Bodies, Police and Devasthan, and all state government properties for feature film shooting.

Just to make the process hassle-free and digital, under the new policy the state government has created a digital ecosystem for getting all clearances and permission within 15 days of application. The tourism department has created a dedicated online system that will ensure necessary approval comes on time. In addition to incentives and a single window clearance system, the policy mentioned that circuit houses, dak bungalows and government-owned guest houses located in the state will be made available to film shooting crews on pre-booking basis at official rates. 50 per cent discount on accommodation at Rajasthan Tourism Development Corporation and Rajasthan State Hotel Corporation properties shall be made available subject to a maximum discount of Rs 10 lakh.

The policy also talks about the availability of adequate manpower, for sustained growth of the ecosystem in the state. “The state government will coordinate with the government of India for opening of a branch of Film and Television Institute in Rajasthan,” the policy states.

The state government unveiled the film promotion policy at the Domestic Travel Mart organised by the government in Jaipur in which the state government welcomed tourists from India and abroad to enjoy the rich heritage of Rajasthan. Giving a fresh impetus to the tourism sector, the government had allocated Rs 1000 crore for tourism and out of which Rs 600 crore will be utilised for doing necessary infrastructure creation and 40 per cent will be utilised for branding and marketing.

Rajasthan govt to launch Rajasthan Film Tourism Promotion Policy 2022

The Rajasthan Film Tourism Promotion Policy 2022 will be launched at the inaugural session of Rajasthan Domestic Travel Mart (RDTM) 2022 on 22 July. The Policy will provide an enabling environment with subsidies and incentives up to 2 Crore for all kinds of films – be it regional, Bollywood, Hollywood, or OTT. This was stated by Principal Secretary Tourism, Gayatri Rathore. She was speaking at a press conference organised for the forthcoming RDTM scheduled to be held from 22 to 24 July. RDTM is being jointly organised by the Department of Tourism, Government of Rajasthan and the Federation of Hospitality and Tourism of Rajasthan (FHTR).

Throwing light on the marketing initiatives of the Department, Rathore further said that a 360-degree marketing and branding campaign has been started by the Government. As a part of this plan, hoardings at prominent airports and railways, in-flight advertising, bloggers and influencers in rural areas of Rajasthan, among other initiatives are being organized. ‘Rajasthan Calling’ Roadshows will also be organized in many cities across the country including Bangalore, Lucknow, Gurugram, Kolkata, and Ahmedabad, among others.

President, FHTR, Apurv Kumar said that the revival of the tourism and hospitality sector which was the worst hit during the pandemic will get a boost because of RDTM which is happening once again. The Mart will be inaugurated by Rajasthan Chief Minister, Ashok Gehlot on 22 July at Hotel Clarks Amer. Also, Minister of Art and Culture, Government of Rajasthan, Dr B.D. Kalla; Minister of Tourism, Government of Rajasthan, Vishvendra Singh; Chief Secretary, Usha Sharma; Principal Secretary of Tourism, Gayatri Rathore; President Emeritus, Indian Heritage Hotels Association (IHHA), Gaj Singh and President Honour, FHTR, Bhim Singh will be present at the inaugural session.

Kumar further said that on 23 and 24 July, around 9,000 structured B2B meetings will be held between buyers (pan-India) and sellers at the Birla Auditorium. Around 400 domestic tour operators from across the country will network with 200 exhibitors from Rajasthan who will showcase the prowess and potential of their tourism products like hotels, resorts, amusement parks, etc. He also thanked the Department of Tourism for their support and cooperation with the mega travel mart.

In September 2020 , Rajasthan Government introduced released Rajasthan Tourism Policy 2020 to reposition Rajasthan as a preferred tourism destination for both domestic as well as international tourists by offering tourists a high quality experience.

Rajasthan Tourism Policy 2020: Vision

The vision of Rajasthan Tourism Policy 2020 is to:

  • Reposition Rajasthan as a preferred tourism destination for both domestic as well as international tourists by offering tourists a high quality experience.
  • Through responsible and sustainable policies ensuring conservation of natural, historical and cultural heritage of the State while simultaneously accelerating socio-economic development by improving livelihood opportunities for the local population.

The Rajasthan Tourism Policy 2020 shall remain in operation for a period of 5 years from the date of its notification or for a period as may be determined by the Government or until substitution by another policy, whichever is earlier.

Objectives:

The objectives of Rajasthan Tourism Policy 2020 include:

  • Promote Rajasthan as a leading tourism brand in national and international markets.
  • Strengthen and diversify existing tourism products.
  • Provide innovative tourism products and services with focus on lesser known destinations especially in rural areas.
  • Improve the connectivity of tourist destinations through road, rail and air.
  • Expand tourist accommodation infrastructure.
  • Broad based promotion and marketing of tourism products.
  • Facilitate tourism specific skill development to create gainful self-employment.
  • Create suitable mechanisms to promote effective interdepartmental coordination.
  • Take steps to encourage private sector investment in the State.
  • To provide a safe and secure environment for tourists and in particular women travellers and also improve tourist grievance redressal systems.
  • To empower the department with suitable administrative structure for extending approvals for establishment of tourism units.
  • Market research and developing statistics grid development framework for better policy making and forecasting.

Rajasthan Tourism Policy 2020: Salient Features

  • The tourism department of Rajasthan will work to enhance existing tourism products and also offer new experimental tourism products like Desert Tourism, Adventure Tourism, Wild life and Eco-Tourism , Tribal Tourism, Cultural Tourism, Crafts & Cuisine Tourism, MICE Tourism, Weekend Getaway Tourism, Religious Tourism, Wedding Tourism, Wellness Tourism, Roots Tourism, Rural Tourism, Film Tourism etc.
  • Special tourism zones will be declared.
  • Steps will be taken to strengthen tourism infrastructure across state including preparing area based / circuit based tourism master plan, improving cleanliness and hygiene at tourist destinations, improving accessibility for specially abled persons and improving the drainage system of tourist destinations.
  • The department will also take steps to improve accommodation facilities in the state. A ‘Guest House’ scheme will be launched to promote establishments offering 5 to 20 rooms. Home Stays will be encouraged and a scheme for their promotion, grading and listing will be formulated.
  • Department of Tourism would work towards spreading awareness about employment opportunities in tourism sector and will start an online portal for youth, trainers and industry to interact and exchange information.
  • Suitable amendments will be made in the Rajasthan Tourism Trade (Facilitation and Regulation) Act, 2010 and Rules thereof so as to give more functional powers/ Police Act powers to Tourist Assistance Force in order to make it more effective.
  • To implement this Tourism Policy, a robust administrative mechanism will be set up in Department of Tourism. A dedicated Policy Implementation Unit (PIU) will be set-up with a nodal team responsible for implementation of this policy.
