Tickets – FIP Travel (Rail Staff Travel)

One of the most treasured benefits of working on the railway (for an organisation that is a member of ATOC/RDG, at least) is that after a year of employment, you qualify for your free international passes, or FIP.  This is my non-exhaustive guide!

It is, perhaps, bizarre to think that if you, like me, joined the railway after privatisation, you need to pay to travel a few miles down the road if it happens to be on another TOC’s service, but you can travel for  absolutely nothing from Calais all the way to within sight of Africa or Russia if you choose – but this is the case.

FIP comes in two forms – your annual allocation of passes (coupons) for free rail travel in each country, and your FIP “International Reduced Rate” card (essentially, an international priv card) that gives you significant discounts on walk-up fares.

How to apply

Coupons need to be requested for each country you intend to visit individually.  You select which countries you want by way of tick boxes on the online form at  this link .  Applications must be submitted between 3 months and 3 weeks before your trip – you stipulate the start date of your ticket when you apply and each coupon is then valid for four 48-hour periods within the following 3 months.  Your entitlement for each country is refreshed annually – for some countries (e.g. France, Belgium and the Netherlands) you get two coupons per year.

To request your International Reduced Rate card, fill in the form at this link .  You only need one of these, regardless of how many countries you intend to visit.  As these operate on much the same principal as our domestic priv cards, they are worth getting into your possession as soon as possible, even if they just gather dust in your wallet until it’s time for renewal.

There is no provision for FIP travel at all in Sweden, nor on many of the private railway operators in other countries – some of which have quite extensive networks e.g. ALEX in Germany or Trenord in Italy.  Additionally, there is no free coupon provision for Bosnia-Herzegovina, but there are discounted single tickets available with the FIP card.

Some single journeys within metropolitan areas, particularly in Germany, do not qualify for FIP discount, as these fares are set by the local transport authorities rather than the train operator.  This is irritating, but unavoidable.

Journeys on high-speed services such as Eurostar and Thalys are subject to special FIP fares and coupons are not valid.  There are also some individual services on which you can’t use any FIP discounts – mainly “premium” services such as the (loco hauled) “City Airport Train” (CAT) between Wien and its airport or the Airport Express services between Oslo and Gardermoen airport, etc.

It is best to refer to and keep an eye on the Rail Staff Travel section of the RDG website for updates regarding international rail staff travel and its validity.

Ticket machines

When buying a discounted ticket with your FIP card, it is far better to seek out a booking office where you can do this with a human.  In the same way as you can’t buy a priv ticket here, most ticket machines do not allow you to buy a FIP ticket directly.

There is no magnetic strip or equivalent in a FIP coupon so barriered stations can sometimes be tricky to navigate.  There is no common solution to this – for the Netherlands, your coupon arrives with a another slip containing a QR code that will open station barriers.  However, I’ve had problems on the RER in Paris, among others – despite being completely valid on the trains, I’ve had no means of opening the unmanned barriers to enter or egress the system, and with time ticking away for a flight on one memorable morning (whilst en route from Boulogne to work!), had to double-up with locals through barriers at both ends of my journey.

However, it must be seen that the pros massively outweigh the cons!

Family and Dependents

If you have family or dependents who are entitled to priv travel through you at home, then they also qualify for an element of FIP.  More info at the online form here .

Reservations

Having FIP travel documentation does not absolve you of the responsibility to purchase reservations where they are compulsory.

It is fair to say that the benefits of FIP are not well known among British railway staff as a whole (especially those who aren’t cranks), and surprisingly this does extend to some revenue staff on trains and at stations abroad.  Our hobby has a habit of taking us to places that are well away from the tourist trail, and it is not uncommon to find your ticket scrutinised from every possible angle as it is the first one they’ve come across.

One thing to really bear in mind, however, is that each box on a FIP coupon is valid for 48 hours, not 24.  Therefore, if you write a date on your ticket, say 01/06/17, then this sees you through to close of play on 02/06/17.  Many grippers seem unaware of this – it is not uncommon on the second day of a box for them to try and “helpfully” write that day’s date in the next box for you (thus depriving you of two days’ validity!) so do be vigilant of this if they take your coupon off you for a closer look.  The “two day rule” is written in four languages on your coupon so you should be able to make yourself understood.

It must be said though, that once they realise that you are fellow railway staff, many will treat you like an old friend and sit down and have a chat (even if you share no common language!).

FIP coupons –This only applies if you are eligible for these

We are trialling a temporary solution to issue FIP coupons. The postal service is experiencing delays in some areas. Once available, applications must be made a minimum of three weeks before your intended outward date of travel.

Whilst we hope we will be able to fulfil all applications, this temporary solution has a limited production capacity. If the number of applications exceeds the capacity, we may have to suspend the service. Please only apply for FIP coupons if you are certain that you will be travelling and bear in mind that there is a risk we will not be able to deliver coupons in time for your trip.

We will update the news page of our website when we are able to accept applications again.

If we post coupons to you, we will no longer accept unused ones back (including images of them cut up), even if they do not arrive in time for your travel date.

Payment for lost cards and passes

As we currently cannot accept calls, we have changed our processes for paying the replacement fee. When you submit a Replacements form (XX10) please provide a phone number. We will then e-mail you to confirm we will be calling, and  one of the RST team will take the payment over the phone.

Heritage and Leisure Railways

Heritage and Leisure railways are a big part of Britain’s tourist industry. Although mostly run by volunteers they all have fixed costs and have suffered from the disruption to the tourist industry this year. Many are starting to reopen and will want to welcome as many visitors as possible. Please consider supporting them later in the year.

Validity of my Rail Staff Leisure Pass and Duty Authority to Travel Card on London Underground services

Hi all, I just recently started as a Trainee Driver and have been sent a Rail Staff Leisure Pass and Duty Authority to Travel Card. Can someone explain what each card does and can either one be used for LUL services? Thank you.

You must carry evidence that your journey is an authorised part of your job, e.g. a driver's diagram or schedule card instructing you to travel as a passenger from A to B (aka "pass"). I don't think these are ordinarily valid on the London Underground (or DLR) either, but there may be local arrangements with certain TOCs. It's pretty poor if you haven't been given full details of what each one entitles you to do (and what it doesn't!). Misuse can land you in hot water. You really ought to raise the matter with your manager, having first of course checked that you didn't overlook something they sent you, which would be embarrassing.

The rail delivery group website staff travel section (just Google it, can't post link) will tell you all you need to know regarding leisure travel. You are classed as 'non safeguarded' when it comes to restrictions just to avoid any confusion. Depending on which TOC you work for you may get free travel on some other operators, if you want to disclose this I'm sure someone can help you.  

Be so so careful with your facilities, it's worth putting the research in. If you are caught (in person or otherwise) abusing them, or using them for the wrong purpose, the consequences can be serious - including disciplinary action or having them revoked permanently. Holders of such facilities are very privileged, so many of us on the railway are not entitled to them. Use (and enjoy! ) them with in line with the guidelines...

Where do you want to go ?

We are experiencing unprecedented demand for booking enquiries. Although the service requires 3 weeks’ notice for any booking enquiry, over the last two years whilst booking volumes were low, booking enquiry requests have been responded with less than 3 weeks’ notice. The current volume means that it is no longer possible to respond to enquiries at short notice, so booking enquiries will only be responded to where the travel date is more than 3 weeks ahead.

For the foreseeable future, we will not be able to offer an enquiry service by telephone. Please submit your enquiry using the Journey Request form below.  Please could you ensure that if you require a return or multiple legs in journey that you request it on the same form.  Please do not submit multiple requests for the same journey.

All queries will be responded to but please note that International Rail will always prioritise enquiries with the closest travel dates, so if your enquiry is for travel in several weeks’ time, you may need to wait up to 7 days before you hear back from us.

  • Number 71 – September/October 2004 PRESERVED COACHING STOCK OF BRITISH RAILWAYS AMENDMENT SHEET NUMBER 71 September/October 2004 SPECIAL AND CHARTER TRAIN COACHING STOCK 1) Old Oak Common Fire During the evening of 5 th September a fire started in Fragonset Railways Mark 1 RBR 1981 stabled at Old Oak Common. The London Fire Brigade preliminary investigation concluded that the fire had been caused as a result of the boiler in the kitchen area of the carriage having been left on and consequently boiling dry. The consequential fire then burnt through the bottom of the boiler, then through the aluminium floor of the kitchen before spreading through the whole carriage and to adjacent carriages before being brought under control by the fire brigade. In addition to the extensive damage to 1981 it is understood that Mark 2 FOs 3429 and 3300 coupled either side of it were severely damaged along with lesser damage to FO 3337 coupled to 3300. On adjacent sidings and extensively damaged were Mark 2 TSOs 5814 and 5816 on one side and Mark 2 TSOs 5389 SIR GALAHAD and 5420 LYONNESSE on the other. Other carriages close by also suffered from smoke damage. 2) Fragonset Railways Mark 1 RBR 1657 has been acquired from the Llangollen Railway (see below) and moved to the companies Derby workshops. An extensive overhaul is now taking place prior to this carriage entering service to replace fire damaged RBR 1981 (see above). 3) Riviera Trains Mark 2 TSO 5275 has been taken out of use and disposed of as shown below. All retain Virgin Trains livery but the branding is being removed prior to use. This brings the total Mark 2DEF leased to twenty- eight carriages. Mark 2F RFB 1200 that has already been painted in the companies Oxford Blue & Cream livery has now been named ‘AMBER’.   • Press Statement Somerset & Dorset Railway Trust – Press Statement 5 November 2020. It has been an interesting year for the S&D Railway Trust. The Chairman and Board of Directors have worked hard, ably supported by volunteers at Washford and, elsewhere, to continue the work of the Trust through incredibly difficult circumstances. We soon came to the conclusion that, notwithstanding the situation which prevailed at the time regarding the West Somerset Railway, this was an opportunity to review the Trust’s standing in the heritage sector and what the priorities should be. It was decided that a physical move of at least some of the artefacts away from Washford where access has always been difficult, is desirable. It must also be said that, over the considerable period in which I have been involved with the Trust, this thought has cropped up time and time again, including at AGMs. Up until now we have not displayed the courage to carry this out. It is, therefore, that our joint venture with the Watercress Line is an exciting prospect. 'The Somerset and Dorset Railway Trust (S&DRT), Mid Hants Railway Preservation Society (MHRPS) and the Mid Hants Railway Ltd (MHR) are pleased to announce that they are in detailed discussions regarding the relocation of rolling stock and artefacts belonging to the S&DRT from Washford on the West Somerset Railway to the Watercress Line in Hampshire.   • Detailed Assessment SO2 on Watercress Line HEALTH AND HOUSING DEPARTMENT Detailed Air Quality Assessment Sulphur Dioxide Levels Adjacent to Alresford Station Steam Railway (Watercress Line) February 2005 SUMMARY This report has been compiled in accordance with statutory duties under Part IV of the Environment Act 1995 and the Air Quality (England) Regulations 2000 (as amended). It is a detailed study of sulphur dioxide levels adjacent to Alresford Station, which is one end of the Alresford to Alton Steam Railway (The Watercress Line) run by the Mid-Hants Railway Preservation Society. Initial monitoring between the 26 March and 12 May 2004, on the far station platform recorded 14 exceedances of the 15 minute sulphur dioxide standard of 266µg/m3 over these 6 weeks. Upon further investigation it was concluded that this first monitoring location was too near to the plume from the steam engine and was not fully representative of public exposure at the station platform. Additional monitoring between 18 October and 2 November 2004 performed on the main platform, at head height, showed no failures occurred over the two weeks. If you are unable to submit forms online, they can be emailed to us ( How To - Send by Email ). When submitting by email do not use your NI Number in naming the form or on the email submitting the form.  If a form does not exactly fit your circumstance, e.g. for widow(er)s, please fill in the form as much as you can and submit. If you require further assistance though, please contact us directly

Family Members Forms

To prevent a delay in the issue of passes please attach a current passport style photograph to the application. ( This requirement does not apply to Safeguarded employees ).

Please allow at least 6 weeks for the application for new family members to be processed. If you apply online, you will see a green banner after pressing submit to tell you if your application has been submitted successfully and you will not get a further confirmation of this. Once processed you will receive an email from us.

  • For a Spouse - you must attach a Marriage Certificate.
  • For a Civil Partner - you must attach a Civil Partnership Certificate.
  • For a Partner - you must attach a completed and stamped Partner Declaration form XX03 (see below).
  • For a non-cohabiting partner - you must attach a completed and stamped Non-Cohabiting Partner Declaration XX04 (see below)
  • Please submit documents as a JPG, JPEG or PDF file of less than 4Mb.

Marriage or Civil Partnership certificates can be obtained from the authority that maintains the registrations of births and marriages. In England and Wales this is through the HM Gov  website, or in Scotland through the  National Records Scotland  website. Other countries will have their own processes.

  • For children aged 18 or over, you must also submit a Child Declaration .
  • For children that are adopted, fostered or subject to guardianship or residency order, you must attach the Adoption Certificate, Foster Order, Special Guardianship Order or Residency Order.

For Partner applications (if you are not married or in a civil partnership) there are two requirements:

  • You must make a statutory declaration (under the provisions of the Statutory Declarations Act 1835) as evidence you are in a meaningful relationship with your partner. You must make this declaration in front of one of types the legal officials listed below who must hear the declaration.
  • You must be co-habiting at the same address. (If you are not co-habiting at the same address, you do not meet the eligibility requirements).

The form must be fully completed (following the instructions on the rear) and must be signed and stamped by one of the following:

  • A solicitor authorised to act as a Commissioner for Oaths and regulated by the Solicitors Regulation Authority (England & Wales) or Law Society of Scotland (Scotland) or Law Society of Northern Ireland, (also requires Firm Stamp or Letterhead). Please note that not all solicitors in Scotland may be authorised to witness a Statutory Declaration.
  • A Notary Public (listed by the Notaries Society) (also requires Firm Stamp or Letterhead)
  • A Magistrate or Justice of the Peace sitting in court (also requires Court Stamp)
  • A Commissioner for Oaths (also requires Firm Stamp or Letterhead)

This form must be attached to the Add Spouse or Partner XX02a form.

For Partner applications (if you are not married or in a civil partnership) there is one requirement:

Residential Travel, Season Ticket and Flexi Season application Forms

  • Please ensure that the start date on your residential travel application gives us at least 7 business days for us to generate the authorisation.
  • Before you submit your form, please check that you are requesting a valid journey for which a ticket can be issued . You can do this using the National Rail Season Ticket Calculator
  • If approved, RST will issue either a Residential Pass or a Privilege Season Ticket authorisation.
  • You have a choice of where to purchase your season ticket, either a station ticket office or using RST Online.
  • you will then be able to buy subsequent season tickets without approval from Rail Staff Travel each time (whilst your home address and work location are unchanged).
  • you can make payment through your RST Online account. If you have your RST Season Ticket Smartcard your season ticket will be available to be fulfilled to your Smartcard.
  • you can transfer the season ticket to your Smartcard using the National Rail Smartcard Manager app and your smartphone.
  • if you would like to apply for an RST Online Smartcard, please ensure that you have registered for RST Online and please submit form XX42. Please note you will still need to submit an XX01 form. RST Online Smartcards are only available to employees and not dependants.
  • you will need to apply to RST each time you want a season ticket
  • you will be sent a Season Ticket authorisation form, you must take this to a station booking office to purchase the ticket. You must have your photo ID with you. This should be your public Photo ID card 
  • for a new season ticket, if the start date is a Saturday, Sunday or Monday (also Tuesday after a Bank Holiday), the ticket can be purchased from noon on the previous Friday. If the start date is another day, the ticket can only be purchased after noon on the previous day. Please do not try and buy one outside of these timescales.
  • for a renewal which has no break in continuity from an existing priv season ticket, you may purchase the renewal anytime up to seven days in advance.
  • You need to apply every time you need a new Priv-rate or reduced-rate Season Ticket.
  • Please apply at least 7 days in advance.
  • If approved, RST will issue a Dependant Season Ticket authorisation form.
  • Season ticket authorisation forms will be returned to you approx 7 days in advance.
  • If you are sent a Season Ticket authorisation form, you must take this to a station booking office to purchase the ticket. You must have your photo ID with you.

  • Please note that Flexi Season tickets are not available for journeys entirely within the London Fare Zones Area, so if the journey is wholly within a Travelcard Zone or Zones then ticket office staff cannot sell a Flexi Season ticket.  They are also not available on rail journeys entirely within the Scotrail network, the Transport for Wales network and the MerseyRail travel area. They are also not available for journeys wholly on London Overground or MTR Elizabeth Line. They are not available on Open Access Operators.
  • You can now purchase season tickets via RST Online and have the choice of where to purchase you season ticket.
  • If you select RST Online you can make payment through your RST Online account. If you already have your RST Season Ticket Smartcard you will see an option to have your season fulfilled to your Smartcard.
  • If you would like to apply for an RST Online Smartcard, please ensure that you have registered for RST Online and please submit form XX42. Please note that you will still need to submit an XX32 form as usual. Please also note that, at present, RST Online Smartcards are only available to employees.
  • If you are sent a Season Ticket authorisation form, you must have your photo ID with you. This can be a TOC specific smartcard with a photo incorporated, a 2021/22 Rail Staff Leisure Card or a BTP Warrant Card and you will need a public ITSO Smartcard when you go to buy your Priv-rate Flexi Season. 
  • You need to apply for a new authorisation form every time you need a new Priv-rate Flexi Season.
  • Before you submit your form, please check that you are requesting a valid journey for which a Flexi Season can be issued. You can do this using the  National Rail Season Ticket Calculator
  • Flexi Seasons can only be issued to child dependants aged 16 and over who are in full time education.
  • You will need a public ITSO Smartcard when you go to buy your Priv-rate Flexi Season. You should check the FAQs for where to get these.
  • If approved, RST will issue a  Dependant Season Ticket authorisation form.
  • If you are sent a Flexi Season authorisation form, you must take this to a station booking office to purchase the ticket. You must have your photo ID with you. This can be a TOC specific smartcard with a photo incorporated or a 2021/22 Rail Staff Leisure Card.
  • Please only use this form if you would like to apply for an RST Online Season Ticket Smartcard in order to purchase season tickets via RST Online
  • This is currently only available to active employees
  • You will be able to purchase your season ticket via RST Online and have your season ticket loaded onto your smartcard. Please note, this smartcard can only be used for the pre-approved season ticket journey, it is not possible to add leisure tickets onto the smartcard.
  • You will also need to ensure that you have registered for RST Online via www.railstafftravel.com
  • You will still be required to submit an Employee Residential Form (XX01) or Employee Priv-rate Flexi Season (XX32) form as normal.
  • Smartcards will be sent via First Class post and you will receive confirmation when your smartcard has been ordered, you will also be able to see when the card is available for use in your RST Online account.  

International Travel Forms

These forms are not valid for use by holders of the RST Online Leisure Card.

Important information for all International Travel facilities The names on the International Travel Documents must match the names on your passports. If they do not match, you may be refused travel when abroad. So, if:

  • the names on your Staff Travel Card or Rail Staff Leisure Card are different to your passport names, or
  • RST have not previously issued International Travel Documents in the correct passport name

then you must not submit this form online. Please complete the form, attach it to an email and send it to RST  confirming the passport names to be used for all family members.

  • This form is not applicable if you work for Network Rail and hold the RST Online Leisure Card.
  • Use this form to apply for a new FIP Card.
  • If you already hold an FIP Card, these will be automatically renewed by RST, so there is no need to re-apply.

Important information for International Free Coupons

Applications for coupons must be made at least 3 weeks before your outward travel date.

  • Use this form to apply for International Coupons when both the Employee and Family members are travelling. Please note that if the employee is not travelling with family members, coupons will be issued for the employee, as the annual quota of coupons applies to a family group (not an individual).
  • For a family application, coupons will be issued to all eligible family members, (subject to the allowances for family members from each carrier). 
  • If you order a large number of coupons, RST may request an outline itinerary to justify the application.
  • FIP Cards will be issued to yourself and all eligible family members if you do not already hold them
  • Coupons will be posted approximately 2 weeks before your indicated date of travel.
  • Once coupons are posted by RST, they cannot be replaced if they are lost or damaged, or if you are unable to use them, and RST cannot accept them back under any circumstance.
  • Use this form to apply for International Coupons ONLY when NO other Family members travelling
  • An FIP Card will be issued if you do not already hold one
  • If you order a large number of coupons, RST may request an outline itinerary to justify the application
  • Coupons will be posted approximately 2 weeks before your indicated date of travel
  • Once posted by RST coupons cannot be replaced if they are lost or damaged, or if you are unable to use them. RST cannot accept them back under any circumstance.
  • A minimum of 6 weeks' notice is required for most non-FIP applications (some requests will require a longer notice period, e.g. 10 weeks) as some documents are issued by external organisations.

  • The reason for the request must be documented on the form

  • If your duty travel requirements on a specific carrier exceed the facility provided by one coupon, please contact RST before making your application on this form, as we may be able to provide alternative more flexible facilities.

  • if you are a widow(er) and do not know the employee National Insurance number. 

Card and Pass Forms

If you need to pay for any item by credit or debit card:

  • You need to submit the Replacement form and wait for a response
  • Payments are made via RST Online (we will supply details if you don't already have an account).
  • Payments must be made within one month or you will need to re-submit the form
  • Use this form for lost, damaged or defaced cards and passes
  • If the pass being replaced has an annual allocation of dated boxes, the first replacement replacement in any year will have fewer boxes available. The number depends on when the replacement is requested. The second replacement will have no boxes available.

  • Payments are made via RST Online (we will supply details if you don't already have an account).
  • Payments must be made within one month or you will need to re-submit the form.
  • For faulty or stolen cards and passes, or those destroyed or damaged in a fire or flood.
  • Replacements for stolen cards and passes must have a crime number
  • Replacements for faulty cards must have clear colour images attached of the card and pass
  • You can only submit this form if you hold a Safeguarded Staff Travel Card which does not have the endorsement code "11 Valid on National Rail only" printed on the front. 
  • RST will issue you with approval to have the priv discount set on your Oyster Card.
  • RST will automatically issue an approved form for the employee - eligible family members can be requested on the form. If the employee only needs the approval form for eligible family members, please complete the form as normal. RST will be aware if the employee only requires it for family members.
  • If you already have an Oyster Card with the priv discount set there is no need to reapply for the discount each year - please take your current Staff Travel Card to a London Underground station by 30 June to have the discount renewed
  • If you do not renew the discount by 30 June each year, it expires from the Oyster card and a new approval form is required from RST
  • Adding the priv discount does not affect any credit held on the Oyster card.
  • Dependant only applications should be made via email or post
  • You can only submit this form if you hold a Safeguarded Staff Travel Card and are an active employee. 
  • Please apply at least 15 days in advance

Travel charge card/account

What is the GSA SmartPay® program? Established in 1998, the GSA SmartPay program provides payment solution services to more than 250 federal agencies/organizations and Native American tribal governments. The program has travel, purchase, fleet, and integrated business lines. 

  • Most common travel card/account.
  • Issued to an employee designated by the agency/organization in the employee’s name.
  • Used to pay for official travel and travel-related expenses.
  • Only issued to federal employees or employees of tribes or tribal organizations.
  • May be used for local travel only if authorized by written policy of the agency/organization.
  • Agencies/organizations reimburse employees only for authorized and allowable expenses.
  • Card/account holders are directly responsible for all purchases charged to the IBA account.
  • Payment may be made directly by the card/account holder, agency/organization or in the form of a split disbursement in accordance with agency/organization policy.
  • Established by the bank at the request of the agency/organization to pay for official travel charges and official travel-related expenses.
  • Generally used to purchase common carrier transportation tickets for employee official travel through third-party arrangements, such as the GSA E-Gov Travel Service (ETS) for civilian agencies, the Defense Travel System (DTS) for the Department of Defense or permissible equivalent travel system.
  • Agencies/organizations may also make purchases through their Travel Management Centers (TMCs), commercial travel offices and through other government contracts.
  • Agency is directly billed and is liable for making the payment.
  • Payment is made directly to the bank by the government.
  • Used to pay for travel and travel-related expenses.
  • Combines IBA and CBA transactions to provide tax exemption at the point of sale for rental car and lodging expenses.
  • Charges for rental cars and lodging will be automatically billed to a CBA for payment, taking advantage of the government’s CBA tax exemption status for those types of accounts.
  • Charges for other travel-related purchases, such as meals and incidentals, are billed to the IBA portion of the account and will still incur tax. The individual traveler will still be liable for payment to the bank for those charges.

What is the benefit for federal agencies? There are many benefits when customers use GSA SmartPay payment solutions, including the opportunity for agencies to earn refunds based on the dollar volume of transactions and the speed of payment. Refunds are a monetary payment provided by the contractor bank to agencies/organizations that can directly fund and support mission critical efforts.

How can travel managers make it happen? In 1998, Congress mandated that federal employees use the government travel charge card/account for all payments of expenses related to official government travel with some exceptions. 

Travel managers should ensure that all of their travelers use their government-issued travel charge card/account for all purchases of travel-related services or products such as rental cars, hotel rooms, and telephone or Internet service.

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
