Culture and Etiquette

Uganda has been determined as a  low-risk zone for Covid-19 . Covid vaccines are not required, but recommended, especially in conjunction with other vaccines for the listed problematic diseases. The country has no official closure or lockdown in effect preventing travel due to Covid-19.

If you are symptomatic, it is advised to delay any travel plans until full recovery with negative tests. No testing is required before or after arrival in Uganda.

If you are a resident in Uganda, your passport must be valid for 6 months from the date you arrive.

Check with your travel provider to make sure your passport and other travel documents meet their requirements.

Most foreign passport holders need a tourist or business visa to enter Uganda. Uganda has introduced an ‘e-visas’ system through which applications can be submitted and approved online in advance of travel.

Uganda’s currency is the Ugandan Shilling (UGX). When traveling to Uganda, it is advisable to have some local currency on hand for daily expenses and transactions. The Ugandan Shilling is widely accepted throughout the country.

Exchanging foreign currency into Ugandan Shillings is relatively easy, and you can do so at banks, authorized Forex bureaus, and some hotels in major towns and cities. It’s recommended to exchange your currency at official establishments to ensure fair rates and avoid counterfeit notes.

While the Ugandan Shilling is the primary currency, US Dollars are widely accepted in Uganda, especially in larger hotels, tour operators, and some tourist areas. It is advisable to carry small denomination US Dollar bills, preferably in good condition, as larger bills may not always be accepted, or you may receive a lower exchange rate for them.

Credit cards with Visa or Mastercard logos are generally accepted in larger hotels, restaurants, and major businesses in urban areas. However, it’s important to note that smaller establishments, local markets, and rural areas may primarily operate on a cash-only basis. Therefore, it is recommended to carry some local currency for day-to-day expenses, especially when venturing into remote areas.

ATMs are widely available in major cities and towns, allowing you to withdraw cash in the local currency. Inform your bank in advance about your travel plans to ensure that your cards are authorized for use in Uganda. It’s also advisable to carry a backup payment method, such as cash or a second card, in case of any issues with ATMs or card acceptance.

Uganda is a culturally diverse country with a rich heritage, and it is important to respect and appreciate local customs and traditions while visiting. Ugandans are generally friendly and welcoming, and showing an interest in their culture will be highly regarded.

When interacting with locals, it is customary to greet them with a handshake and use appropriate titles such as Mr., Mrs., or Doctor when addressing someone. Polite and respectful language is expected in conversations, and taking the time to learn a few basic phrases in the local language, such as greetings and simple expressions, can go a long way in establishing a positive connection.

Modest clothing is generally recommended, especially when visiting rural areas or religious sites. Both men and women should avoid wearing revealing clothing and opt for attire that covers the shoulders and knees out of respect for local customs and traditions.

Public displays of affection should be kept to a minimum, as they may not be well-received in Ugandan society. It is important to exercise cultural sensitivity and be mindful of local norms and expectations regarding personal interactions.

When visiting someone’s home or a local community, it is customary to remove your shoes before entering as a sign of respect. It is also common to be offered food and drink during visits, and it is polite to accept these offers to show appreciation for local hospitality.

Uganda is known for its delicious cuisine, and trying traditional dishes is a great way to experience the local culture. When dining, it is customary to eat with your right hand, as many Ugandans traditionally eat with their hands. However, it is also acceptable to use utensils if you prefer.

There are up to 3 different types of passports in Uganda.

If you are ready to start the process of applying and obtaining your Uganda travel document, this article will guide you.

Passport types in Uganda include ordinary, official, and diplomatic Passports. In order to get any of the above passports, the applicant is required to visit the Uganda passport application website and apply.

By filling in the new Uganda passport application form G , attach all required documents and submit to the Directorate of citizenship and immigration control offices opposite the Uganda police garage off Old Port bell road, or at any of their regional offices countrywide.

Also known as the official traveling document, applying for an e-Passport in Uganda is a process which involves a series of steps with each of them having different requirements. Some of the steps are completed online, others are completed offline while others require an intervention of a third party for example the person who acts as a recommender.

Types of passports in Uganda

  • Ordinary passports
  • Diplomatic passports
  • Official passports.

Ordinary e-Passport

This is a kind of traveling document which is issued to ordinary individuals. Such individuals may include citizens and aliens who quality including students, workers, business people and etc.

Diplomatic e-Passport

This is a kind of travelling document which is issued to government officials and other diplomats as recognized by the state.

Official e-Passport

Just like the name suggests, this is a kind of travel document which is issued to other officials like those in the permanent secretaries, the church leaders and etc.

Requirements to obtain a Ugandan passport

Previously, obtaining a passport in Uganda was something which required one to first go to the Internal Affairs ministry for a BRAF or payment slips, Obtain local council stamps, Giso and RDC stamps, etc,  but now, thanks top the New URA e-Tax and ePassport which made things a lot more easier.

So far it is possible to make a passport payment for example from anywhere and in any bank without the need for Brafs and the hectic local council stamps and etc. Take a look below for the lost of requirements as quoted directly from the immigration portal.

Requirements for new Uganda epassports 1. Dully filled Passport application form G 2. 3 Colored Passport size photographs with a white back ground. 3. Recommender must attach a copy of their National ID 4. Applicant must attach a copy of National ID or National Identification Number 5. Attach copies of academic documents for proof of profession(where applicable) 6. Attach proof of payment of prescribed fees 7. Attach a copy of birth certificate, adoption order consent letter from parents/guardians in case of minors 8. Attach any other information that may be relevant to the application 9. When the passport is ready, the applicant will be alerted to proceed and pick up their passport. 10. Attach bank payment receipt. Requirements for renewal of Uganda passports 1. Fill in Passport Form G. 2. Recommendation letter from a Professional known to the applicant, e.g, a teacher, Doctor Lawyer, Civil Servant. The covering letter should be addressed to the Passport Control Officer; Ministry of Internal Affairs; Kampala 3. Recommender must attach a photocopy of his/her National ID and sign on it 4. Attach photocopies of the old passport, Pages 45 and 47. 5. In the event you are making any changes, change of profession, names due to marital status, you will be required to attach the relevant legal proof of changes. 6. Attach payment proof of associated fees Requirements for lost Uganda passports • Present dully the completed form G. • Applicant should attach own and detailed written explanation addressed to the Passport Control Officer explaining circumstances under which loss of passport occurred. • Complete Questionnaire form. • Complete Affidavit in lieu of lost passport. • Attach Police report confirming loss of passport. • Attach 3 coloured passport size photos taken against a white background. • Attach Copy of Identification documents. • Where copy of lost passport is available please attach the same • Attach payment receipt issued after payment from the bank. • Obtain your new passport after ten working days. Requirements for replacement damaged or mutilated Uganda passports • Applicant should present to Passport Control Officer, written explanation for circumstances under which passport was damaged / mutilated. • Obtain and fill Form G. • Attach 3 colored passport size photos taken against a white background. • Attach Copy of Identification documents. • Present damaged passport. Attach payment receipt issued after payment from the bank. • Obtain your passport after ten working days. Requirements for certification of passports • Present 4 scanned copies of bio-data of passport to be certified. • Attach Original passport for which certification is sought. • Attach written request for certification addressed to the Passport Control Officer. • Attach 2 passport size photos. • Obtain bank payments forms for certification fees. • Pay fees to the prescribed bank. The certification fee is UGX 30,000 (Uganda Shillings) per copy, Bank Charges exclusive. • Attach bank return to application for certification. • Present application for certification to Passport Supervisor in Room 9. • Pick certified copies within two working days. Requirements for change of passport names or particulars • Present written explanation for change of names addressed to the Passport Control Officer. • Attach Supportive documents i.e deed poll, marriage, certificate etc • Attach a copy of the National ID with the name clearly appearing • Complete and attach Passport Form G. • Attach payment receipt issued after payment from the bank. • The fee is UGX 250,000 (Uganda Shillings), Bank Charges exclusive for replacement of your passport. Requirements for passport application for minors • Obtain and fill Form G. • Attach written consent letter from parents addressed to the Passport Control Officer. • If child is adopted, attach adoption order from High Court of Uganda. • Attach copy of child’s birth certificate. • Attach copy of parent’s passport and National ID. • Attach 4 colored passport size photos taken against a white background. • Attach payment receipt issued after payment from the bank. • Pick minor’s passport after ten working days. Requirements for student passports • Obtain and fill Form A and B including LC endorsement from area of residence or locality of study. • Attach Covering letter addressed to the Passport Control Officer from institution of learning. • Attach copy of school Identification. • Attach 4 colored passport size photos taken against a white background. • Recommender on form A should be either head, or lecturer or administrator in institution of learning. Requirements for Temporary movement permits Temporary Movement Permits are recognized travel documents intended to ease the cross border movement of border communities. TMPs may be obtained at all ports of Entry and Exit in Uganda. Requirements for TMPS • Letter from Local Council 1 • Two passport size photographs taken against white back ground • Copy of valid Identification documents • Pay a fee of UGX 10,000/=Uganda Shillings Requirements for certificates of identity Certificates of identity are issued to Ugandans and non Ugandans who cannot readily access Travel documents in emergency situations. Requirements for emergency travel documents • Fill forms A and B • Attach 2 passport size photos • Attach covering letter from Area Lc 1 • In the case of applications by non nationals, applicant should justify why he/she doesn’t have or can’t obtain your national travel document • Pay UGX 40,000 Uganda Shillings

EMERGENCY TRAVEL DOCUMENTS

1.       Q: Can I use an Emergency travel document to travel to any other country besides Uganda?

A:   Emergency travel documents are one way travel documents used in lieu of a passport. An Emergency Travel Document can only be used to travel to Uganda. In order to leave Uganda and return to the US, South America, Canada or the Carribbean, you will need to process a replacement passport before exiting Uganda.  Click here  for passport application.  

2.       Q :  How long does it take for the Embassy to process an Emergency travel document?

A: It takes the Embassy 2 Business days to process an Emergency travel document.  Please make sure that all the supporting documents listed on the Embassy website  washington.mofa.go.ug  are mailed in. 

*          Completed Application Form G for Ugandan travel document

*          A Letter explaining why the applicant does not possess a valid Ugandan passport

*          Two (2) colored passport-size photographs

*          US$50.00 processing fee. Only Money Orders or cashier's checks are accepted.

*          A travel itinerary or a copy of the applicant's ticket

*          A self-addressed priority or overnight/express return envelope (the Embassy will not send documents by regular mail)

Navigating Uganda’s Red Tape: Entry visa requirements like where to get it, passport validity, vaccinations, customs, and travel restrictions.

Uganda’s entry visa requirements have not changed much in the last decade, but a few changes like the application process have come up to control pandemics and make it easier for all travelers.

We all want to get out there alive a bit, get wild and stretch our minds. An African savanna is a great place for that. Open wide spaces, clean air, new cultures, and quiet noise. All we needed before the Covid pandemic hit us was a passport, a visa, an air ticket, and a few bucks, and that’s it!

A few star-gazing nights under the African sky are suitable for everyone. Now, you will have to tolerate a couple of things to have a marvelous safari trip to Uganda , like many other destinations are doing it. To keep you and everyone, including the animals , protected.

Uganda’s borders remain open to tourists and anyone visiting the country either by land or air. But most travelers need a passport and a visa to enter Uganda and we will tell you the entry visa process below.

Uganda Entry Requirements

  • Covid 19:  Effective March 7th, it is no longer necessary to present proof of vaccination or a negative COVID-19 PCR test certificate upon arrival. However, if you are transiting or departing, you must be mindful of the entry requirements at your final destination.
  • Passport validity:  To enter Uganda, it is necessary to have a valid passport for at least six months from the date of arrival.
  • Visas:  To obtain a visa for Uganda, you can either visit a Uganda Consulate in your country or apply for an ‘e-visa’ online. 
  • East African Visa  (one visa for Uganda, Rwanda, & Kenya) :  You can also apply for a 90-day East African Tourist Visa. 
  • Yellow fever certificate:  You will need a Yellow Fever vaccination certificate to enter Uganda.

Uganda Visa Requirements

Nationals of most countries require a visa to enter Uganda. They must apply and pay for the Uganda entry visa in advance electronically online at https://visas.immigration.go.ug/ .

Entry visa rulings are prone to change, so all visitors must check the current situation with their travel agent or a Ugandan diplomatic mission before they travel.

The following are the requirements for Uganda entry visa:

  • You must have a valid passport issued by your government. Your passport must be valid past the date of your expected departure from Uganda (6 months)
  • Green card holders must provide a copy of their green card
  • Duly filled Visa Application Form
  • You must have an international Inoculation Certificate against Yellow Fever.
  • You must obtain a Uganda Government VISA before entry into Uganda.
  • It is mandatory to have the following to obtain a Uganda Government entry visa: (a) Application forms are available online. Visa Application Form (b) Submit your passport and one (1) recent passport–size photograph. (c) Pay applicable Fees, by money order or (cashier’s cheque) only. (d) In a secure envelope, enclose your passport, the one photograph, and the money order (or cashier cheque) to Uganda Mission. (e) Allow five (5) working days for your visa application to be processed for an application submitted by mail or in person.
  • Applications for entry visas may be submitted by mail, in person, or by E-visa. Applications by post must be accompanied by a stamped, self-addressed USPSExpress Overnight envelope only for shipping your document(s) back to you. Any other courier service with traceable delivery methods like FedEx and DHL is recommended.
  • Entry visa applications should be submitted one month before travel, at the earliest, and not later than four days before travel.
  • Correct visa fee ( USD 50 for a single entry visa). All travelers should pay visa fees online.
  • Letter of invitation/introduction, if traveling on business.
  • Applicants may be requested to submit additional supporting documentation.

Which Country Doesn’t Require a Visa To Travel To Uganda?

Citizens of the following countries do not require visas to enter Uganda—but they should have a valid passport:

  • Italy (Diplomatic Passport holders only)
  • Sierra Leone
  • The Solomon Islands
  • St. Vincent and Grenadines

Things you must know traveling to Uganda

Valid passport.

Check well in advance that you have a valid passport and that it won’t expire within six months of the date you intend to leave Uganda. Should your passport be lost or stolen, it will generally be easier to get a replacement if you have a photocopy of the important pages.

Yellow Fever Vaccination Certificate

There is a risk of yellow fever transmission all over Uganda, all travelers entering the country have to be vaccinated to protect themselves, including travelers from the UK, USA, and Australia. You will be asked at the border or international airport for an international health certificate showing you’ve had a yellow fever shot . Fortunately, the Yellow Fever shot currently can last a lifetime, so you can do it once.

Cost of a Uganda Entry Visa

  • A standard Uganda single-entry visa, valid for three months, costs USD 50 .
  • Student entry visas cost USD 20. Multiple-entry visa valid for 12 months, costs USD 100 .
  • 24 months visa costs USD 150 .
  • 24-36-months visa costs USD 200 .

Travelers with a single-entry visa intending to leave and return to Uganda (e.g., to trekking gorillas in Rwanda or visiting nearby Kenya) may find it more useful to apply for an East African Visa (cross-border joint visa).

The East African visa allows entry into all three countries (Kenya, Uganda & Rwanda) on a single visa which costs USD 100.

Uganda Entry Visa Extension

Immigration authorities now generally only stamp your passport for a maximum of one month upon arrival. Immigration can extend your entry visa without charge to three months at any immigration office. You’ll be charged USD 100 per day if you overstay your visa .

In Kampala , you may be asked to provide an official letter from a sponsor or the hotel where you are staying. In Jinja and Mbarara, recent reports suggest you are more likely to have your stay extended to three months without any paperwork.

Valid Driving License

If there is any possibility you’ll want to drive or hire a vehicle in Ugand a, bring a valid driving license . Your domestic (home country) driving license will suffice for a period of up to three months.

If you intend to drive in Uganda for longer, you can either obtain a Ugandan Driver’s license or (this is far cheaper and simpler) bring an international driving license with your domestic license. Rather than carrying the originals, a photocopy will suffice.

Keeping your documents safe

For security reasons, it’s advisable to detail all your important information on one sheet of paper, photocopy it, and distribute a few copies in your luggage , your money belt, and amongst relatives or friends at home.

The sort of things you want to include are your identification and address details and refund information, travel insurance policy details and 24-hour emergency contact number, passport number, details of relatives or friends to be contacted in an emergency, bank and credit card details, camera and lens serial numbers, etc.

Entry requirements for pets

Cats and dogs must have a certificate of good health from a registered veterinarian in the area of origin, which must be issued, signed, and stamped no earlier than 10 days before arrival in Uganda. You will also need a certificate confirming the animal is free of rabies and has been inoculated as necessary.

Dogs require vaccinations against distemper, parvo-virus, rabies, hepatitis, and leptospirosis , not less than 30 days before arrival. Cats should be vaccinated against rabies and feline enteritis, not less than 30 days before arrival.

Uganda Boarder Customs

When crossing the border into Uganda, you can bring in certain items without having to pay customs duty. These include 400 cigarettes or 500g of tobacco, one bottle of spirits and wine, 2.5 liters of beer, and a 1oz bottle of perfume.

If you’re leaving Uganda and want to take home some souvenirs, there are no restrictions on what you can export. However, if you plan on taking game trophies like teeth, bones, horns, shells, claws, skin, hair, feathers, or other durable items, you’ll need to obtain an export permit.

Uganda travel documents may only be held by citizens of Uganda. They are processed and issued  only  by Government of Uganda through the Directorate of Immigration Control (DCIC) and at three Ugandan Missions abroad: Washington DC (United States of America), London (United Kingdom) and Pretoria (Republic of South Africa).

UGANDANS RETURNING HOME TO COME BACK ON OLD PASSPORTS

The Ministry of internal Affairs (Directorate of Citizenship and Immigration Control) wishes to inform all Ugandans living in the diaspora that after the phasing out of the Machine-Readable Passports (MRP) on 4th April, 2022, MRPs will only be used by citizens returning to Uganda. They will not be usable to travel to other countries.

Ordinary Passport

A passport serves as a travel document issued to Ugandan citizens for the purpose of traveling abroad. Applications are done online through the  DCIC Passport Portal .

Step 1:  Go to the  Passport Portal

Step 2:  Accept the terms and conditions displayed in the  Disclaimer.

Step 3:  Answer simple security questions

Step 4:  Complete the passport application form

Step 5:  Print  Passport Application Payment Advice Form .

Step 6:  Make payment for the selected type of passport using the selected payment method in the selected bank.

Step 7:  Schedule appointment for a date of your convenience using the  scheduled appointment link  on the home page.

Step 8:  Print  Passport Application Appointment Form .

Step 9:  Report to the selected passport Centre with the  passport appointment form  with the appropriate application requirements displayed on the website, for enrollment.

Ordinary Passports cost  250,000 UGX .

Express Processing Fee an extra  150,000 UGX  paid separately in a bank.

Requirements For RENEWAL OF UGANDAN PASSPORT

National ID

Present your old Passport.

Recommendation letter from a Ugandan national of good understanding in society who knows your citizenship. The recommender should provide a copy of his/her National ID

In the event you are making any changes, change of profession, names due to marital status, you will be required to attach the relevant legal proof of changes.

If you have a profession or making changes in your profession, ensure that you attach a photocopy of your academic transcript or certificate

The fee is  UGX 250,000 , Bank Charges exclusive for replacement of your Passport

Express fee is an extra  UGX 150,000 , Bank Charges exclusive.

Requirements for REPLACEMENT OF DAMAGED OR MUTILATED PASSPORT

Applicant should present to Passport Control Officer, written explanation for circumstances under which Passport was damaged / mutilated.

Payment of  100,000 UGX  fine

Dependant Pass

The dependant pass is granted to children (less than 18 years), spouse and other relatives of a foreign resident with proof of legal stay (student pass, work permit, certificate of residence) in Uganda.

It can also be issued to a foreign dependant of a Ugandan citizen and this can be a child, spouse or other relative

Steps For Application

Step 1:  Log into the  Immigration Portal  and select start new application

Step 3:  Select the visa or permit type, category and sub category

Step 4:  Complete the application form

Step 5:  Upload the required documents; a six-digit application ID eg.  (234790123)  is automatically generated as the reference number

Step 6:  Make payment for applications that require prepayment.

Step 7:  Upon approval, for application that don’t require top up payment, an approval letter will be generated and emailed to the applicant on the home page

Step 8:  Upon approval, make a top up payment for applications that require a top up payment. After payment an approval letter is generated and emailed to the client

Step 9:  Report to the immigration office/ border for biometric capture with all documents uploaded, payment receipts, approval letter and passport

Entry requirements

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of Uganda’s current rules for the most common types of travel.

The authorities in Uganda set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Ugandan High Commission in the UK .

COVID-19 rules

Uganda’s Port Health Authority may check your temperature on arrival. If your temperature is above normal or you display COVID-19 symptoms, they may ask you to take a COVID-19 test.

Passport validity requirements

Your passport must have an ‘expiry date’ at least 6 months after the date you arrive in Uganda.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen. 

Visa requirements

You must have a visa to enter Uganda. Check which visa best fits your needs .

Applying for a visa

You apply online to Ugandan Immigration , attaching the required documents and certificates including, in most cases, a yellow fever vaccination certificate. The immigration authorities will email you a letter of authorisation including a barcode. You print out the letter to present on arrival, where border officials will issue your visa.

Alternatively you can take the letter to a Ugandan embassy and they will issue the visa.  

You can also apply online for an East African Tourist Visa . This costs 100 US dollars and allows multiple entries into Kenya, Rwanda and Uganda over 90 days.

Airport entry restrictions

Only passengers with valid tickets and airport officials are allowed into Entebbe International Airport’s terminal building.

Vaccine requirements

You must bring the yellow fever vaccination certificate you used to get your visa.

Ugandan government urged to streamline e-passport use

Kampala, Uganda | URN |  Travel experts say that Ugandan new passport has attained the highest form of security that is recognizable in any country.

The new Electronic Machine-Readable Travel document, the e-passport was designed with enhanced security features, including fingerprint, facial, and iris recognition.

But what makes it even more secure is not just those features and the watermarks, but the fact that these features are actually stored in a ‘global store’ at the International Civil Aviation Organisation (ICAO), or the Public Key Directory (PKD).

ICAO Public Key Directory (PKD) is a central repository for exchanging the information required to authenticate electronic Machine Readable Travel Documents (eMRTDs) such as ePassports, electronic ID cards, and Visible Digital Seals.

Currently, the ICAO PKD has 88 members including 13 in Africa, with Uganda having joined in 2019.

Mario Wiesen, the Head of the Passport, Visa and Legalization Service at the Ministry of Foreign Affairs, Luxembourg, who is also the ICAO PKD Board Chairman, says it is impossible to beat passport security.

The database caters for any travel document including national Identity Cards (IDs) provided they have the required features, and one of the aims is to make travel quicker since verification is easier and faster.

However, ICAO says the e-passport is only an advantage over the previous documents when border personnel decided to authenticate the chip embedded therein.

“The security and facilitation advantages of e-passports are grounded in the presence of an integrated closed circuit chip. However, if the chip is not authenticated at border control, the e-passport has little advantage over a traditional, non-electronic passport,” it says.

Another advantage is that for the border control of a receiving state to authenticate the e-passport of a foreign traveler, the receiving state must have access to certain information from the issuing state, and this system makes it easier because all the information can be accessed from the database.

“Should states only have the option to exchange the necessary information bilaterally, the volume of information being exchanged would result in a highly complex and ineffective system that would be susceptible to errors. The ICAO PKD provides an efficient means for states to upload their own information and download that of other states,” says ICAO in an explanatory brief.

The Permanent Secretary, Ministry of Internal Affairs, Lt Gen Joseph Musanyufu, says this will help Ugandan authorities by easing the verification of passports, but also travelers will find it easier to have their passports authenticated when in other countries.

Musanyufu was speaking on Tuesday 15, November 2022 after the opening of the 27th board meeting of ICAO PKD in Kampala, the first to be held on the African continent.

When a feature of the passport is entered into the verification system, the official is given access to the database at ICAO, and authentication is done in real-time.

Simon Peter Mundeyi, the spokesman at the Ministry of Internal Affairs, says that they are aware of the effort that fraudsters have put in, to the extent that it is hard to even for a migration official to tell that a document has been faked.

However, he says that this is one system that they will never beat because they cannot make the chip that gives access to the ICAO database.

By playing the role of central broker for this information, the ICAO PKD ensures that information adheres to the technical standards required to achieve and maintain interoperability.

Wiesen, the Board Chairman says if all the countries, at least all 199 members of ICAO signed up for the PKD, it would go a long way in making travel faster and quicker.

In East Africa, only Rwanda and Tanzania are the other members of the PKD. Wiesen says they will use this chance in Uganda to engage the other countries in the region to join.

He adds that they are in the process of allowing private organizations that deal with travel documents to access the PKD, as the document counterfeiting industry is also stepping up its game.

These organizations include banks, insurance companies, and airlines which, Wiesen says are demanding for the service to be extended to them, adding that this is already being piloted with some airlines.

Uganda phased out the old passport in April this year, ahead of the East African Community (EAC) deadline of November 30th, 2022.

Kenya also set November date as the deadline for her citizens to switch to the new e-passport, while Rwanda implemented hers in June 2022 and Tanzania.

The main complaint about the e-passport was the cost, which was put at 250,000 shillings, more than double the cost of acquiring the previous document.

Mundeyi said the cost of the Ugandan new passport is worth it because of the safety measures involved, though it is comparably cheaper than in the other EAC countries.

INTRODUCTION OF THE INTERNATIONAL EAST AFRICAN e-PASSPORT

The Uganda Embassy wishes to announce that the Republic of Uganda is set to introduce an International East African e-Passport to replace and eventually phase out the current East African and International Machine-Readable Passports and would like to inform as follows:

1. The new e-Passport will be presented in the following colours: Slay Blue (Ordinary Passport), Green (Service Passport) and Red (Diplomatic Passport).

2. Distinct features:  The new International EAC e-passport will be a physical passport like the current ones but will be embedded with a secure electronic chip that will contain more details including a bio data page that will have special security features. The new passport will also have more security features like the Coat of Arms, the Crested Crane, the Mountain Gorilla, the Independence Monument, Murchison Falls and the fishing man.

3. How it works: The new passport will ease clearance at the entry/exit points. It will facilitate use of e-gates for self-clearance, automated issuance of Boarding Passes, and quicker processing across airports worldwide where e-passport reader equipment is installed.

4. The e-passport is expected to comply with guidelines set by the International Civil Aviation Organisation, making it acceptable around the world.

5. The phase out of the current Passports shall be as follows:

i. Government of Uganda has designated a two-year transitional period to allow for a gradual phase out of the current passport.

ii. During the transitional period all citizens with valid Machine Readable Passports will continue to use them for international travel until January 2021.

6. All passports will be printed in Kampala by the Directorate of Citizenship and Immigration until new machinery to print the new passports is installed in some Missions (Embassies/High Commissions). The Uganda Embassy in Berlin is currently not in position to collect passport applications. You will be advised when this will be possible.

Applicants may therefore, at their own expense, send their applications to the Passport Control Office, Directorate of Citizenship and Immigration Control, Kampala for processing. However, they need to obtain forwarding letters from their closest Ugandan Embassy/High Commission.

APPLICATION PROCESS 

Following the completion of integration of online applications and URA with the e-Passport System (IMAGO), the Directorate of Citizenship & Immigration Control has issued the following guidelines to help Ugandan living abroad and the Missions/Embassies process online applications.

What is required of the Applicant?

1. Navigate to the passport portal:  www.passports.go.ug .

2. Click the Start New Application link to start a new application.

3. Accept the terms and conditions displayed in the Disclaimer.

4. Answer simple security questions.

5. Complete the passport application form.

6. Print the Passport Application Payment Advice Form.

7. Make payment for the selected type of passport using the selected payment method.

8. Schedule an appointment with the nearest Mission/Embassy for face-to-face interviews.

What is required of the Mission Staff?

1. The Immigration/Consular Officer conducts the interview and records or documents the results on the Passport Interview Record Form.

2. The Passport Interview Record Form is signed by the applicant and the interviewing officer.

Applicants without National Identity Cards:

Government is aware that a number of Ugandans in the diaspora have not yet acquired National ID cards due to geographical challenges. Therefore, an applicant who has not yet acquired a National ID will not be required to provide his/her National Identification card.

The applicant will, however, be required to schedule an appointment with our Embassy in Berlin for a face-to-face interview so as to enable the Consular Officer ascertain the applicant's nationality. The applicant MUST also bring along a copy of a Recommender's National ID when coming for the face-to-face interview at the Embassy.

Passport application fees

1. The fees for the International East African e-Passport shall be as follows: 

� Ordinary passport (48 Pages) - UGX 250,000

� Service Passport (64 Pages) - UGX 400,000

� Diplomatic Passport (64 Pages) - UGX 500,000

� Express Processing Service - UGX 150,000

� Courier Service for Applicants Abroad - UGX 10,000

� Certification of Passport - UGX 30,000

� Fine for Replacement of lost or damaged Passport - UGX 100,000

Documents Sent to Passport Control Officer:

1. The Applicant attaches the following documents to the Passport Interview Record Form for onward transmission to the Passport Control Officer:

� Copy of National Identity Card or NIRA confirmation letter. (Those without National IDs see previous sub-heading above)

� Copy of Bio data page and File No page (page 45) of the current passport.

� Copy of Police Report or Sworn in Affidavit for lost passport.

� Copy of Marriage Certificate for change of name due to marriage.

� Deed poll and gazette for change of name.

� Citizenship certificate where applicable.

� 2 passport photos. One must be stamped by the interviewing officer as indicated on the Passport Interview Record Form.

� Proof of profession.

� Copy of Recommender's National ID who is not a Mission staff.

2. The Applicant meets the cost of sending the above documents by courier to:

What happens at the Passport Control Office?

1. The Enrollment Officer enrolls and scans the Passport Interview Record Form and the other relevant attachments for passport processing.

2. The new Passport is dispatched by Courier to the respective Mission/Embassy from where the applicant can arrange for pick up or delivery.

APPLICATION FOR AN EMERGENCY TRAVEL DOCUMENT

1. Fully completed Form G. Incomplete forms may cause delay to the travel document application process. (Applicant may omit Local council endorsements)

2. Two (2) identical passport size photographs. Must be coloured and show all facial features and both ears. The photographs must have a clean white background. Applicants are advised NOT to take their photos in a photo booth.

3. Formal written request for an Emergency Travel Document including one contact in Uganda. 

4. Letter from the German immigration authorities clearing you to leave the country voluntarily.

5. Fee of Euro 30.00 to be paid directly to the Embassy Account shown below and a slip sent to this Embassy.

Demonstrations in Kampala

Since July 24, 2024, anti-corruption demonstrations are occurring in Kampala. More protests are likely in the coming days.

Local authorities have warned against “illegal demonstrations and inconsiderate processions.” There are reports of security forces arresting protesters.

Demonstrations can turn violent at any time. Clashes between protesters and security forces could result in arrests and casualties. Demonstrations can also lead to disruption to:

  • public transportation
  • telecommunications, including Internet access

Authorities may impose curfews and restrict movement without notice.

If you are in Uganda:

  • avoid areas around government buildings, especially the parliament and its surroundings
  • avoid areas where demonstrations and large gatherings are taking place
  • avoid areas where security forces are present
  • expect heavy security measures and increased security presence
  • follow local media to stay informed on the evolving situation
  • follow the instructions of local authorities

Border with the Democratic Republic of Congo

The volatile security situation in the eastern part of neighbouring Democratic Republic of Congo (DRC) could lead to possible incursions into western Uganda by armed rebel groups from the DRC.

At the end of November 2021, Uganda and the Democratic Republic of Congo started a joint military operation against the Allied Democratic Forces (ADF) in North Kivu and Ituri provinces of the DRC, near Virunga National Park.

Ugandan military troops are present on both sides of the border. There is also a risk of banditry in this area.

Border with South Sudan

The border with South Sudan is porous and banditry and criminality are a concern. Inter-communal tensions and clashes are common in this area. Given the security situation in South Sudan, we recommend that you avoid travelling to areas within 50 km from the border.

Karamoja Province

Clashes between tribal groups occur, especially in districts north of Kate Kyoga. There is also a risk of banditry.

Western Uganda

Western Uganda has a history of inter-ethnic violence.

Due to political tensions between Uganda and Rwanda, the land border may be closed without notice. Be sure to check that it’s open before trying to cross.

There is a threat of terrorism in Uganda. On October 17, 2023, an attack occurred near the Queen Elizabeth National Park in south-west Uganda and resulted in three casualties. On October 15, 2023, the Ugandan police foiled a bomb attack on churches in the central Butambala district, west of Kampala. The Ugandan police also located and disabled improvised explosive devices (IED) in three locations in Kampala and on its outskirts in September 2023.

Terrorists have previously carried out attacks, including in June 2023 on a school in Mpondwe, near the border with the Democratic Republic of Congo, resulting in several casualties.

Further attacks cannot be ruled out. While the attacks do not appear to have targeted foreigners, exercise increased caution in and around Kampala.

Targets could include:

  • public areas such as tourist attractions, restaurants, bars, coffee shops, shopping centres, markets, hotels and other sites frequented by foreigners
  • government buildings, including schools
  • places of worship
  • airports and other transportation hubs and networks

Always be aware of your surroundings when in public places. Expect a heightened presence of security forces in Kampala. They may conduct increased security checks in public areas.

National Parks

There are several national parks in Uganda, including near the border with the Democratic Republic of Congo. Local authorities have enhanced security measures in these areas; however, tourists have been involved in security incidents in the past.

If you are visiting a national park:

  • only use reputable and professional guides or tour operators
  • don’t take any tours that will bring you into the Democratic Republic of Congo
  • closely follow park regulations and rangers’ advice
  • stay informed of recent developments in the security situation in the area before travelling as it can change quickly

Uganda’s National Parks and Reserves - Ugandan Wildlife Authority

Armed banditry, car thefts, muggings and kidnappings occur throughout Uganda and foreigners have been targeted.

Petty crime, including pickpocketing, purse and jewellery snatching and theft from hotel rooms and vehicles, occurs regularly.

If attacked, don’t resist, as offering resistance may result in violence.

  • Maintain a high level of personal security awareness at all times and in all places
  • Take appropriate security measures, particularly on roads linking a city centre to residential areas
  • Refrain from travelling at night
  • Never leave your bags unsupervised at a ticket office or a registration desk
  • Ensure that your personal belongings, including passports and other travel documents, are secure at all times, and that your credit and debit cards, cash and any other financial resources are not all kept in the same place
  • Don’t show signs of affluence
  • Don’t carry large sums of money
  • Travel in groups if possible

Armed robberies

Armed robberies are perpetrated against pedestrians, even during day time.

Armed robberies also occur along roadways, particularly at night.

Keep your vehicle doors locked at all times, windows closed and personal belongings, including handbags, safely stored.

  • Don’t leave items such as laptops and briefcases in unattended vehicles
  • Don’t display jewellery or electronics when walking
  • Remain vigilant when using public transportation or walking along deserted streets
  • Avoid walking and driving at night

Taxi and matatu (minibus) operators have robbed their passengers and stranded them far from their destination. Avoid taking taxis or matatus that have only one or two passengers, and ensure that your personal belongings are secure at all times when using public transportation.

Demonstrations

Demonstrations may occur. Even peaceful demonstrations can turn violent at any time. They can also lead to disruptions to traffic and public transportation.

  • Avoid areas where demonstrations and large gatherings are taking place
  • Follow the instructions of local authorities
  • Monitor local media for information on ongoing demonstrations

2SLGBTQI+ persons

2SLGBTQI+ persons have been attacked and harassed based on their identity and sexual orientation. Violent incidents have increased since the Parliament passed an “anti-homosexuality” bill in March 2023.

Women travelling alone may be subject to some forms of harassment and verbal abuse.

Advice for women travellers

Spiked food and drinks

Never leave food or drinks unattended or in the care of strangers. Be wary of accepting snacks, beverages, gum or cigarettes from new acquaintances. These items may contain drugs that could put you at risk of sexual assault and robbery.

Identification

Carry a photocopy of your passport’s identification page and the page containing your visa, and keep the original in a secure place.

Tourist facilities and infrastructure are adequate in Kampala, Jinja and larger national parks, but limited elsewhere in the country.

Wildlife viewing

Wildlife viewing poses risks, particularly on foot or at close range.

  • Only visit game parks and reserves with a reputable tour company
  • Always maintain a safe distance when observing wildlife
  • Only exit a vehicle when a professional guide or warden says it’s safe to do so
  • Only use reputable and professional guides or tour operators
  • Closely follow park regulations and wardens’ advice

Road safety

A lack of traffic signs, reckless driving habits, wandering animals, pedestrians and poor road conditions pose risks. Pedestrians should exercise caution when crossing roads. There are many fatal road accidents in Uganda. The Jinja–Kampala and Maska–Kampala roads are of particular concern. Alcohol is often a contributing factor to accidents, particularly at night. Highway travel is dangerous, especially after dark, because of banditry and poor visibility. Avoid driving outside major cities after dark.

If travelling to Uganda by road, you should get information from the appropriate border police station regarding the security situation at your next destination.

Public transportation

Avoid intercity buses (especially overnight long-distance buses) and vans. Fatal accidents caused by reckless driving, excessive speed and poor vehicle maintenance have occurred in the past.

Exercise caution when using other forms of public transportation, such as matatus and boda-bodas (moped taxis), and ensure that the vehicle is in good condition before departure. If you opt to travel by boda-boda, wear a helmet at all times.

Ferry accidents are not uncommon, due to overloading and poor maintenance of some vessels. Do not board vessels that appear overloaded or unseaworthy.

Every country or territory decides who can enter or exit through its borders. The Government of Canada cannot intervene on your behalf if you do not meet your destination’s entry or exit requirements.

We have obtained the information on this page from the Ugandan authorities. It can, however, change at any time.

Entry requirements vary depending on the type of passport you use for travel.

Before you travel, check with your transportation company about passport requirements. Its rules on passport validity may be more stringent than the country’s entry rules.

While the Government of Canada issues passports with an “X” gender identifier, it cannot guarantee your entry or transit through other countries. You might face entry restrictions in countries that do not recognize the “X” gender identifier. Before you leave, check with the closest foreign representative for your destination.

While you can obtain a visa on arrival, you should first attempt to get a visa online. Apply as far in advance of your trip as possible, as delays could occur. You may need proof that you first attempted to apply online, before being granted a visa on arrival.

Some travellers without an e-visa have been refused entry, even though they technically qualified for visa on arrival.

Canadians intending to work in Uganda should insist that the employer ascertain what type of permit will be required from Uganda’s Directorate of Citizenship and Immigration Control.

This section contains information on possible health risks and restrictions regularly found or ongoing in the destination. Follow this advice to lower your risk of becoming ill while travelling. Not all risks are listed below.

Consult a health care professional or visit a travel health clinic preferably 6 weeks before you travel to get personalized health advice and recommendations.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

There is a risk of hepatitis A in this destination. It is a disease of the liver. People can get hepatitis A if they ingest contaminated food or water, eat foods prepared by an infectious person, or if they have close physical contact (such as oral-anal sex) with an infectious person, although casual contact among people does not spread the virus.

Practise  safe food and water precautions and wash your hands often. Vaccination is recommended for all travellers to areas where hepatitis A is present.

Yellow fever   is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

  • There is a risk of yellow fever in this country.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada * It is important to note that  country entry requirements  may not reflect your risk of yellow fever at your destination. It is recommended that you contact the nearest  diplomatic or consular office  of the destination(s) you will be visiting to verify any additional entry requirements.

Malaria is a serious and sometimes fatal disease that is caused by parasites spread through the bites of mosquitoes.

Malaria is a risk to travellers to this destination.   Antimalarial medication is recommended for most travellers to this destination and should be taken as recommended. Consult a health care professional or visit a travel health clinic before travelling to discuss your options. It is recommended to do this 6 weeks before travel, however, it is still a good idea any time before leaving.    Protect yourself from mosquito bites at all times: 

  • Cover your skin and use an approved insect repellent on uncovered skin.
  • Exclude mosquitoes from your living area with screening and/or closed, well-sealed doors and windows.
  • Use insecticide-treated bed nets if mosquitoes cannot be excluded from your living area.
  • Wear permethrin-treated clothing. 

 If you develop symptoms similar to malaria when you are travelling or up to a year after you return home, see a health care professional immediately. Tell them where you have been travelling or living. 

In this destination, rabies is commonly carried by dogs and some wildlife, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. While travelling, take precautions , including keeping your distance from animals (including free-roaming dogs), and closely supervising children.

If you are bitten or scratched by a dog or other animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. In this destination, rabies treatment may be limited or may not be available, therefore you may need to return to Canada for treatment.  

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who are at high risk of exposure (e.g., occupational risk such as veterinarians and wildlife workers, children, adventure travellers and spelunkers, and others in close contact with animals). 

Polio (poliomyelitis) is an infectious disease that can be prevented by vaccination. It is caused by poliovirus type 1, 2 or 3. Circulating vaccine-derived poliovirus 2 (cVDPV2) is present in this country.

Polio is spread from person to person and through contaminated food and water. Infection with the polio virus can cause paralysis and death in individuals of any age who are not immune.

Recommendations:

  • Be sure that your polio vaccinations are up to date before travelling. Polio is part of the routine vaccine schedule for children in Canada.
  • One booster dose of the polio vaccine is recommended as an adult .

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.

This destination is in the African Meningitis Belt, an area which has the highest rates of meningococcal disease in the world. Meningococcal disease is a serious and sometimes fatal infection. 

Travellers who are at higher risk should discuss vaccination with a health care provider. High-risk travellers include those living or working with the local population (e.g., health care workers) or those travelling to crowded areas or taking part in large gatherings.

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

 The best way to protect yourself from seasonal influenza (flu) is to get vaccinated every year. Get the flu shot at least 2 weeks before travelling.  

 The flu occurs worldwide. 

  •  In the Northern Hemisphere, the flu season usually runs from November to   April.
  •  In the Southern Hemisphere, the flu season usually runs between April and   October.
  •  In the tropics, there is flu activity year round. 

The flu vaccine available in one hemisphere may only offer partial protection against the flu in the other hemisphere.

The flu virus spreads from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Clean your hands often and wear a mask if you have a fever or respiratory symptoms.

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

  • Learn more about food and water precautions to take to avoid getting sick by visiting our eat and drink safely abroad page. Remember: Boil it, cook it, peel it, or leave it!
  • Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
  • Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Cholera is a risk in parts of this country. Most travellers are at very low risk.

To protect against cholera, all travellers should practise safe food and water precautions .

Travellers at higher risk of getting cholera include those:

  • visiting, working or living in areas with limited access to safe food, water and proper sanitation
  • visiting areas where outbreaks are occurring

Vaccination may be recommended for high-risk travellers, and should be discussed with a health care professional.

Travellers' diarrhea is the most common illness affecting travellers. It is spread from eating or drinking contaminated food or water.

Risk of developing travellers' diarrhea increases when travelling in regions with poor standards of hygiene and sanitation. Practise safe food and water precautions.

The most important treatment for travellers' diarrhea is rehydration (drinking lots of fluids). Carry oral rehydration salts when travelling.

Typhoid   is a bacterial infection spread by contaminated food or water. Risk is higher among children, travellers going to rural areas, travellers visiting friends and relatives or those travelling for a long period of time.

Travellers visiting regions with a risk of typhoid, especially those exposed to places with poor sanitation, should speak to a health care professional about vaccination.  

There is a risk of schistosomiasis in this destination. Schistosomiasis is a parasitic disease caused by tiny worms (blood flukes) which can be found in freshwater (lakes, rivers, ponds, and wetlands). The worms can break the skin, and their eggs can cause stomach pain, diarrhea, flu-like symptoms, or urinary problems. Schistosomiasis mostly affects underdeveloped and r ural communities, particularly agricultural and fishing communities.

Most travellers are at low risk. Travellers should avoid contact with untreated freshwater such as lakes, rivers, and ponds (e.g., swimming, bathing, wading, ingesting). There is no vaccine or medication available to prevent infection.

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

  • Use insect repellent (bug spray) on exposed skin
  • Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
  • Minimize exposure to insects
  • Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

There is a risk of chikungunya in this country. The level of risk may vary by:

The virus that causes chikungunya is spread through the bite of an infected mosquito. It can cause fever and pain in the joints. In some cases, the joint pain can be severe and last for months or years.

Protect yourself from mosquito bites at all times.

Crimean-Congo haemorrhagic fever is a viral disease that can cause fever, pain and bleeding under the skin.  In some cases, it can be fatal.  It spreads to humans through contact with infected animal blood or tissues, or from the bite of an infected tick.  Risk is generally low for most travellers. Celebrations which include the slaughtering of animals and contact with their blood and/ or tissues may increase the risk of exposure to the virus.  

Protect yourself from tick bites and wear gloves or other protective clothing if you are in contact with the blood and tissues of  animals, particularly livestock. There is no vaccine available for Crimean-Congo haemorrhagic fever.

  • In this country, risk of  dengue  is sporadic. It is a viral disease spread to humans by mosquito bites.
  • Dengue can cause flu-like symptoms. In some cases, it can lead to severe dengue, which can be fatal.
  • The level of risk of dengue changes seasonally, and varies from year to year. The level of risk also varies between regions in a country and can depend on the elevation in the region.
  • Mosquitoes carrying dengue typically bite during the daytime, particularly around sunrise and sunset.
  • Protect yourself from mosquito bites . There is no vaccine or medication that protects against dengue fever.

African trypanosomiasis (sleeping sickness)  is caused by a parasite spread through the bite of a tsetse fly. Tsetse flies usually bite during the day and the bites are usually painful. If untreated, the disease is eventually fatal. Risk is generally low for most travellers. Protect yourself from bites especially in game parks and rural areas. Avoid wearing bright or dark-coloured clothing as these colours attract tsetse flies. There is no vaccine available for this disease.

Rift Valley fever is a viral disease that can cause severe flu-like symptoms. In some cases, it can be fatal. It is spread to humans through contact with infected animal blood or tissues, from the bite of an infected mosquito, or eating or drinking unpasteurized dairy. Risk is generally low for most travellers. Protect yourself from insect bites and avoid animals, particularly livestock, and unpasteurized dairy. There is no vaccine available for Rift Valley fever.

Onchocerciasis (river blindness)   is an eye and skin disease caused by a parasite spread through the bite of an infected female blackfly.  Onchocerciasis often leads to blindness if left untreated. Risk is generally low for most travellers. Protect yourself from blackfly bites, which are most common close to fast-flowing rivers and streams. There is no vaccine available for onchocerciasis although drug treatments exist.

Zika virus is a risk in this country. 

Zika virus is primarily spread through the bite of an infected mosquito. It can also be sexually transmitted. Zika virus can cause serious birth defects.

During your trip:

  • Prevent mosquito bites at all times.
  • Use condoms correctly or avoid sexual contact, particularly if you are pregnant.

If you are pregnant or planning a pregnancy, you should discuss the potential risks of travelling to this destination with your health care provider. You may choose to avoid or postpone travel.

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Closely supervise children, as they are more likely to come in contact with animals.

Anthrax is a serious infectious disease caused by bacteria. People can get sick with anthrax if they come into contact with infected animals or contaminated animal products. Anthrax can cause severe illness in both humans and animals. Travellers to areas where anthrax is common or where an outbreak is occurring in animals can get sick with anthrax if:

  • they have contact with infected animal carcasses or eat meat from animals that were sick when slaughtered
  • they handle animal parts, such as hides, wool or hair, or products made from those animal parts, such as animal hide drums.

If you are visiting these areas, do not eat raw or undercooked meat and avoid contact with livestock, wildlife, animal products, and animal carcasses.

There is a risk of   plague   in this country. Plague is a bacterial disease that can cause serious illness, and if left untreated, death.

The occurrence of cases in areas where the plague bacteria are known to circulate can be influenced by weather and environmental conditions. In some countries, this results in seasonal outbreaks. Travellers to areas where plague routinely occurs may be at risk if they are camping, hunting, or in contact with rodents.

Plague is spread by:

  • bites from fleas infected with the plague
  • direct contact with body fluids or tissues from an animal or person who is sick with or has died from plague

Overall risk to travellers is low.   Protect yourself   by   reducing contact with fleas  and potentially infected rodents and other wildlife.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

  •   washing your hands often
  • avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
  • avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Tuberculosis is an infection caused by bacteria and usually affects the lungs.

For most travellers the risk of tuberculosis is low.

Travellers who may be at high risk while travelling in regions with risk of tuberculosis should discuss pre- and post-travel options with a health care professional.

High-risk travellers include those visiting or working in prisons, refugee camps, homeless shelters, or hospitals, or travellers visiting friends and relatives.

Sporadic outbreaks of Ebola disease occur in this country.

Ebola disease can be caused by 6 different viruses, including Sudan virus and Ebola virus, which spread through contact with infected bodily fluids (from people or animals). It is very serious and often fatal.

Practise good hygiene (frequent and proper hand washing) and avoid contact with the body fluids of people with Ebola disease or unknown illnesses. Avoid contact with wild animals.

Of the different viruses that cause Ebola disease, there is only a vaccine to prevent disease caused by Ebola virus. It is available under certain circumstances; however, it is not authorized for sale in Canada. There are currently no approved vaccines or effective treatments for Ebola disease caused by the other viruses, including Sudan virus.

HIV (Human Immunodeficiency Virus)   is a virus that attacks and impairs the immune system, resulting in a chronic, progressive illness known as AIDS (Acquired Immunodeficiency Syndrome). 

High risk activities include anything which puts you in contact with blood or body fluids, such as unprotected sex and exposure to unsterilized needles for medications or other substances (for example, steroids and drugs), tattooing, body-piercing or acupuncture.

Medical services and facilities

Medical facilities are extremely limited outside Kampala. Serious illness or emergencies may require evacuation by air ambulance at the patient’s expense. 

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

Health and safety outside Canada

Medications

Ensure you have sufficient prescription medicine and medical supplies for the duration of your trip.

Keep in Mind...

The decision to travel is the sole responsibility of the traveller. The traveller is also responsible for his or her own personal safety.

Be prepared. Do not expect medical services to be the same as in Canada. Pack a   travel health kit , especially if you will be travelling away from major city centres.

You must abide by local laws.

Penalties for possession, use or trafficking of illegal drugs are strict. Convicted offenders can expect jail sentences and heavy fines.

Drugs, alcohol and travel

Photography

Photography of security forces, diplomatic sites, government installations, airports and the Owen Falls Dam (at the source of the Nile River, near Jinja) is prohibited. Always ask for permission before photographing individuals.

Camouflage clothing

Wearing military-style or camouflage clothing is prohibited and may result in a jail sentence.

The laws of Uganda prohibit sexual acts between individuals of the same sex. In May 2023, the President of Uganda approved the 2023 Anti-Homosexuality Bill. If enforced, it would increase penalties for convicted offenders up to the death penalty for certain cases. It would also impose:

  • up to 20 years’ imprisonment for recruitment, promotion and funding of same-sex activities
  • 14 years’ imprisonment for those convicted of “attempted aggravated homosexuality”

Societal discrimination based on identity and sexual orientation is widespread. 2SLGBTQI+ persons are routinely harassed by the police. Incidences of blackmail and extortion directed against 2SLGBTQI+ persons and their families are common.

2SLGBTQI+ persons should carefully consider the risks of travelling to Uganda.

Dual citizenship

Dual citizenship is legally recognized in Uganda.

If you are a Canadian citizen, but also a citizen of Uganda, our ability to offer you consular services may be limited while you're there. You may also be subject to different entry/exit requirements .

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. It does not apply between Canada and Uganda.

If your child was wrongfully taken to, or is being held in Uganda by an abducting parent:

  • act as quickly as you can
  • consult a lawyer in Canada and in Uganda to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children's Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country's judicial affairs.

Traffic drives on the left.

An International Driving Permit is recommended.

Drivers must always carry:

  • a valid driver’s license in English or with a certified translation
  • vehicle registration documents
  • proof of valid insurance
  • a valid vehicle inspection certificate

These documents must be produced on demand by a police officer.

You must be at least 18 years old to drive a private motor vehicle in Uganda.

If you are over 18, you may drive using a Canadian driver’s licence for up to 90 days from the date of entry into Uganda.

In the event of an accident, Ugandan law requires drivers to stop and exchange information and assistance. There is a possibility of mob anger if the accident has caused serious injury. In such cases, remain in your vehicle and drive to the nearest police station to report the accident.

Penalties for driving under the influence of alcohol include immediate imprisonment.

International Driving Permit

Traffic violations

If you are stopped for a traffic violation, the police officer may ask you to pay an on-the spot fine. Police, however, are not permitted to accept cash on the spot without issuing an official receipt. If you disagree with the traffic ticket, you have the right to ask for due process. The officer should provide you with information on when and where you can go to be properly charged, and then you may pursue that process.

The currency is the Uganda shilling (UGX).

Credit cards are accepted only by major hotels, airlines and some car rental agencies. You will find a foreign exchange (forex) bureau at most border posts and in all major cities. Most shops, banks and forex bureaus do not accept or exchange U.S. dollars printed before 2007.

Monsoon seasons

The rainy (or monsoon) seasons extend from March to May and from October to November. Weather-related events such as floods and landslides occur throughout the country during these months. Stay informed of regional weather forecasts and pay careful attention to all warnings issued.

Certificate of Identity / Emergency Travel Document

An Emergency Travel Document/Certificate of Identity is available to Ugandan Nationals for travel from the UK to Uganda if needed to travel urgently and a Ugandan Passport cannot be used.

It is only valid one way.

Submissions are walk in, Monday - Friday between 12pm - 1pm.

Emergency travel documents are only issued within 7 days of your arrival date to Uganda. 

Applicants must have all documents printed out - 

1.  Fully completed  Form G .

2.  Two (2) identical passport size photographs (taken within the past 6 months, coloured, strictly on a plain white background, full front face view and a neutral facial expression with both eyes open and both ears visible).

3.  Present expired passport/copy of expired passport/Ugandan National ID

4.  If passport is lost, a Sworn Affidavit notarized by a solicitor, dated within six months.

Reconsider travel to Uganda due to  crime, terrorism , and  anti-LGBTQI+ legislation . Some areas have increased risk. Read the entire Travel Advisory.

Country summary:  There remains a threat of  terrorist attacks  in Uganda and throughout the region. Numerous terrorist attacks have occurred in Uganda, to include religious venues, schools, and areas frequented by tourists, resulting in the deaths of Ugandans as well as foreign visitors.  U.S. citizens should remain alert and avoid large public gatherings. In October 2023, ISIS-Central Africa claimed responsibility for killing two international tourists and a Ugandan driver within Queen Elizabeth National Park.

Violent crime , such as armed robbery, home invasion, and sexual assault, presents a serious threat to those visiting and residing in Uganda and can occur at any time, especially in larger cities, including Kampala, Jinja and Entebbe, in the Karamoja region, and along Uganda’s western and northern borders. Local police may lack appropriate resources to respond effectively to serious crime in most areas.

The May 2023 Anti-Homosexuality Act raises the  risk that LGBTQI+ persons, and those perceived to be LGBTQI+, could be prosecuted and subjected to life imprisonment or death based on provisions in the law , and may be subject to mandatory reporting to the police if they are suspected of committing or intending to commit acts in violation of the law, and could face harassment or attacks by vigilantes. Those perceived to support the dignity and human rights of LGBTQI+ persons (including those of youth under the age of 18) could be prosecuted and imprisoned for multi-year sentences.   Even an unsubstantiated accusation of supporting the LGBTQI+ community can create risks from police and vigilantes.  Read the country information page for additional information on travel to Uganda.

If you decide to travel to Uganda:

  • Remain alert and avoid large public gatherings.
  • Keep a low profile.
  • Be aware of your surroundings.
  • Do not display signs of wealth, such as expensive watches or jewelry.
  • Use caution when walking or driving at night.
  • Remain with a group of friends in public.
  • Do not physically resist any robbery attempt.
  • Do not open your door for people at your hotel/residence unless you know who it is.
  • Do not leave food and drinks unattended in public, especially in local clubs.
  • Stay alert in locations frequented by foreign tourists.
  • Be extra vigilant when visiting banks or ATMs.
  • Carry a copy of your passport and visa (if applicable) and secure originals in your hotel safe.
  • Provide your itinerary to a family member or friend.
  • Enroll in the Smart Traveler Enrollment Program  (STEP)  to receive Alerts and make it easier to locate you in an emergency.
  • Be mindful that any public identification with the LGBTQI+ community, as either a member or supporter, could be grounds for prosecution, and that even private consensual same-sex relations are illegal.
  • Follow the Department of State on  Facebook  and  Twitter .
  • Review the  Country Security Report  for Uganda.
  • Prepare a contingency plan for emergency situations.  Review the Traveler’s Checklist.

Certificates of Identity

Certificates of identity are emergency travel documents issued to Ugandans and non-Ugandans who cannot readily access Travel documents in emergency situations.

They are issued at Foreign Missions, Border points, Regional Passport Centers, Headquarters Immigration Offices.

Requirements

  • National ID for Ugandans
  • Duly filled Application Form.
  • Attach 2 passport size photos.
  • Attach covering letter from Area LC.
  • In the case of applications by non-nationals, applicant should justify why he/she doesn't have or can't obtain their national travel document.
  • Attach travel booking or itinerary.
  • Payment of UGX 40,000 fee.
  • Validity of Certificates of Identity is up to 2 years. Applications for this Travel Documents shall be made personally at the designated Passport Office referred to in 11.6.

Junta-led West African states to launch new passport

Three West African countries run by military juntas will be launching a new biometric passports “in the coming days” as part of their withdrawal from the wider regional bloc Ecowas.

Mali, Burkina Faso and Niger, whose military leaders took over power in series of coups between 2020 and 2023, announced their plan to leave the bloc in January.

Following the coups, West African countries sanctioned the juntas, aiming to push them to quickly restore civilian rule.

But the three nations that now form the Alliance of Sahel States have so far resisted the calls, opting to cement their alliance.

"In the coming days, a new biometric passport of the [alliance] will be put into circulation with the aim of harmonising travel documents in our common area," Malian junta leader Col Assimi Goïta said in a televised address on late on Sunday.

Col Goïta, who is the acting president of the Sahel alliance, spoke a day before the military governments were due to mark the first anniversary since they made a decision to create their own alliance.

He said they were also planning to launch a joint service that would promote a “harmonious dissemination of information in our three states”.

Burkina Faso had earlier revealed its decision to launch a new biometric passport without the Ecowas logo.

It remains unclear how the new passports will affect the travel of their nationals to other Ecowas states where they enjoyed visa-free movement as holders of a 15-nation regional passport.

In July, the junta chiefs said they were “irrevocably” turning their backs on Ecowas.

They said they wanted to build a community of sovereign peoples based on African values and "far from the control of foreign powers”.

The latest announcement comes as Ecowas is engaged in efforts to get the three Sahel nations to return to the bloc.

Ecowas recently warned that formalisation of the breakaway group posed a risk of regional disintegration and worsened insecurity.

The three countries created the Sahel alliance last year to boost military co-operation. In July they formed a confederation to broaden the nature of their work together beyond security.

The Sahel region has been battling jihadist violence for decades, which is estimated to have killed thousands and displaced millions across the region.

Tackling the insurgency is one of the reasons that the military leaders gave for the takeovers, although they have so far failed to quell the violence.

The three military-led countries have all expelled French soldiers who were there helping to fight jihadist groups and turned towards Russia for military assistance.

Gogoro CEO resigns as subsidy fraud investigation continues

Gogoro, the Taiwanese electric scooter manufacturer and battery-swapping giant, said its CEO and chairman Horace Luke has stepped down amid subsidy fraud allegations, according to a regulatory filing. Gogoro allegedly used Chinese parts for e-scooters to reduce manufacturing costs, despite reporting that it used locally made parts to qualify for government subsidies. In a filing, Gogoro said internal investigations identified “certain irregularities” in the supply chain that caused it to “inadvertently incorporate certain imported components in some of its vehicles.”
