If you are an expat employee based in Singapore and would like to bring your family or your significant other to the country, the long-term visit pass (LTVP) is your best bet. But there are certain criteria that need to be met on the part of both the applicant and the dependents.

In this Pacific Prime Singapore article, we will explain the details of the LTVP and the type of insurance suitable for its holders.

What is a Long-Term Visit Pass (LTVP)?

The Long-Term Visit Pass (LTVP) is a type of pass designed for certain family members of an Employment Pass or S Pass holder.

Foreign partners of Singapore Citizens (SCs) or Singapore Permanent Residents (SPRs) are eligible for the Long Term Visit Pass-Plus (LTVP+) system. Foreign partners of SCs who apply for LTVP will be immediately considered for LTVP+ if they’re qualified.

It provides foreign partners of SCs with an extended period of residency, increasing their chances of staying in the country. Upon approval, they can stay in Singapore for three years initially, and if their LTVP+ is renewed, they are allowed to reside for five years.

The best part is that LTVP+ holders are entitled to healthcare and employment benefits.

A foreign employee can apply for a Long Term Visit Pass for their family if they meet these requirements:

• Hold an Employment Pass or S Pass
• Earn a minimum salary of SGD $6,000
• Are sponsored by an established, Singapore-registered company (usually the employer)

Eligible applicants can then get a pass for the following family members:

• Common-law spouse
• Unmarried handicapped children above 21 years old
• Unmarried step-children under 21 years old
• Parents – only for those earning a fixed monthly salary of at least $12,000

How to Apply for a Long-Term Visit Pass

Below is a quick summary of the LTVP application procedures:

• Fill out the Long Term Visit Pass Application Form and include the supporting documents.
• Submit the application as well as the supporting documents over the counter at any SingPost branch.
• Pay SGD $105 for each application by cash, NETS, or CashCard. Remember to keep the payment advice slip as proof of submission.
• Request for the pass to be issued. You’ll have to be in Singapore to claim the pass.
• Register fingerprints and photos of your dependents. You can check the letter of notification issued to know whether you need to register the fingerprints of your dependents and have their photo taken. If you’re registering for the first time or your last registration was more than 5 years ago, you will need to register.
• Collect the LTVP card. The card should be delivered to the specified address in your application form 4 working days after you register and get your documents verified.

What Types of Insurance are Suitable for LTVP Holders

Insurance is particularly crucial to LTVP holders because they are not entitled to MediShield Life insurance coverage or the same level of government subsidies that Singaporeans and Permanent Residents enjoy.

Eligible work pass holders can bring certain family members to Singapore on a Dependant’s Pass (DP). The pass is valid for up to 2 years and is tied to the validity of the main work pass. An employer or appointed employment agent must apply on behalf of the candidate. You can apply for a Dependant’s Pass for your family if you meet all these requirements:

Employment Pass or S Pass holders can bring certain family members to Singapore on a Long-Term Visit Pass with the below criteria:

• Common-law spouse (not married)
• Unmarried handicapped children aged 21 and above.
• Unmarried step-children under 21 years old.
• Parents – only for those earning a fixed monthly salary of at least $12,000.

For Singapore Citizens (SC) or Singapore Permanent Residents (SPR), the following people can be sponsored for the LTVP:

• Foreigner, whose spouse is a SC or SPR
• Foreign born child (< 21 years old) whose parent is an SC or SPR.
• Parent whose child (> 21 years old) is an SC or SPR.
• The Long-Term Visit Pass-Plus (LTVP+) scheme is for foreign spouses of Singapore Citizen (SC) or Singapore PR. The LTVP+ gives foreign spouses of SCs a longer period of stay.
• Graduate from an Institute of Higher Learning seeking employment in Singapore
• Accompanying Mother/Grandmother Long Term Visit Pass
• Visitor seeking permission to give birth in Singapore

All other LTVP schemes give an average of 2 year’s stay in Singapore. In some cases, up to 3-5 years, but all applications are evaluated by the ICA on a case-by-case basis. LTVP holders are generally not allowed to work unless they hold a work visa or the employer applies for a Letter of Consent (LOC) – available to some Dependant’s Pass holders and LTVP holders.

What Is a Long Term Visit Pass in Singapore?

According to the Ministry of Manpower (MOM), a Long Term Visit Pass (LTVP) in Singapore is a type of visa issued to foreigners who wish to stay in Singapore for an extended period of time to visit their family members who are Singapore citizens or permanent residents, or for other long-term purposes such as employment, business, or study.

The Long-Term Visit Pass is meant for a common-law partner, step-child, or handicapped child of an Employment Pass or S Pass holder. Pass holders who earn over S$12,000 can also get a pass for their parents.

To apply for a LTVP, the applicant must be sponsored by a Singapore citizen or permanent resident who is either a spouse, parent, child or grandchild. The sponsor must also meet certain eligibility criteria, such as income and housing requirements. The application process for the LTVP can be done online or at a Singapore embassy or consulate overseas, and typically takes several weeks to process.

What Is LTVP+?

Also known as the Singapore Long Term Visit Pass Plus, the LTVP+ allows holders to stay in Singapore for three years, and can be subsequently renewed for up to five years per renewal. This is applicable to spouses of Singaporean citizens or Permanent Residents. Additionally, LTVP+ holders can enjoy health and employment benefits.

Nonetheless, LTVP+’s eligibility conditions include having at least one child who is Singaporean. If you do not have a child, you could still be eligible if you have been married for at least three years.

Types of Long Term Visit Pass

There are two types of LTVP available in Singapore – namely the ones issued by the Singapore Immigrant and Checkpoints Authority (ICA), and the MOM.

1st Type: Issued by the ICA

The ICA issues one type of LTVP. This LTVP functions like an extension of an existing Short-Term Visit Pass. This is applicable to foreign visitors who wish to stay in Singapore for over 30 days that the Short-Term Visit Pass permits .

2nd Type: Issued by the MOM

Another type of LTVP is issued by the MOM. This is applicable to the family members of foreign employees who are not eligible for the Dependant’s Pass , but wish to live with their family members in Singapore.

Who Is Eligible To Apply for a Long Term Visit Pass in Singapore?

Depending on the type of LTVP you intend to apply, the eligibility criteria differs.

According to the ICA , you can apply for a LTVP with them if you fulfill the following conditions:

• Spouse of a Singaporean citizen;
• Spouse of a Singapore Permanent Resident;
• The dependant child (below age 21) of a Singaporean Citizen or Permanent Resident;
• The parent of a Singaporean Citizen or Permanent Resident;
• Graduate from a Higher Learning institution who wishes to be employed in Singapore;
• The mother or grandmother of a young foreigner who is studying in Singapore with a Student’s Pass;
• Foreigner seeking permission to give birth in Singapore.

If you are a foreign employee and wish to bring your family member to Singapore with an LTVP, you can do so if:

• You hold a Singapore Employment Pass (EP) or S Pass
• Earn a fixed monthly income of S$6,000 based on your own income, and not the combined household income
• Your employer is a Singapore-registered, established company
• You hold a Singapore EntrePass

If you meet the above criteria, you can obtain a pass for your:

• Common-law spouse
• Unmarried step-children under 21 years old
• Unmarried handicapped children 21 years old and above
• Parents – if you earn a fixed monthly income of at least S$12,000

The Required Documents for a Long Term Visit Pass

To apply for your LTVP, your documents have to be in English and in their original copies. If they are not in English, the documents will have to be translated by a professional translator.

Documents for the ICA

To apply for your LTVP at the ICA, you will need:

• A photocopy of your passport bio-data page;
• Disembarkation/Embarkation (D/E) number;
• Recent passport-sized photo taken within the last three months, based on Singapore’s acceptable photo guidelines .

Additional required documents depending on the person travelling:

Common-law spouses

• Marriage certificate
• Document reflecting the highest level of education of both spouses
• Divorce certificate, for either partner, in the event that one of you has had a past divorce
• Letter of Long-Term Visit Pass Eligibility (LLE) (If applicable)

Parent of Singaporean Citizen or Permanent Resident

• Child’s birth certificate
• Adoption papers (if applicable)

Dependant child

• Parent’s divorce or custody documents (if applicable)

Mother or grandmother of Student Pass holder

• Divorce certificate or custody documents (if applicable)
• The student’s Pass Card
• The Student Pass holder’s passport
• Child’s birth certificate (for mother)
• Child’s birth certificate and birth certificates of parents (for grandmother)

Foreign graduate looking for employment in Singapore

• Certificate with highest level of academic achievement

Foreign visitor looking to give birth in Singapore

• Letter from local doctor stating the mother’s due date and if there are any complications
• Letter from the mother’s embassy or high commissioning, stating that the child will inherit the mother’s nationality, and a valid passport

Documents required from the Singaporean Citizen or Permanent Resident:

• Identity Card;
• Past three years of income tax Notice of Assessment;
• Central Provident Fund (CPF) Statement for the past 12 months which reflects his/her monthly CPF contributions;
• Employment letter, reflecting the start date, position, and monthly income;

For self-employed individuals:

• Valid registration certificate issued by the Accounting and Corporate Regulatory Authority (ACRA);
• Past 12 months of the company’s Profit and Loss Statement.

Documents for the MOM

To apply for the LTVP at the MOM , you can refer to the following information:

One of the following:

• A photocopy of your common law certificate
• A notarised affidavit from you confirming that you and your spouse are in a common-law relationship under your home country’s laws
• Letter from the embassy which confirmed that you and your partner are considered to be in a common-law relationship under their law

Required documents for a dependant child over the age of 21:

• Report or letter from a doctor regarding the child’s condition

Required documents for step-children under the age of 21:

• Copy from the court regarding child’s custody
• Verification of Vaccination Requirements issued from the Health Promotion Board if your child is under the age of 12
• Letter confirming the other parent does not disapprove of the child coming to Singapore

Required documents for parents:

• Your birth certificate which reflects the names of your parents

Can You Renew Your Singapore Long Term Visit Pass?

You can renew your Long Term Visit Pass Singapore, following the same process as your initial application.

• To renew your LTVP issued by the ICA, you will have to apply at least ten days before your current one expires.
• To renew your LTVP issued by the MOM, you will have to apply a maximum of six months before your current one expires.

However, renewing your LTVP renewal does not necessarily guarantee that you will obtain your new pass, since you will be assessed based on your eligibility and the existing criteria.

Differences Between LTVP, Employment Pass and S Pass

LTVP, Employment Pass and S Pass are all different types of work visas that allow foreigners to work and live in Singapore. However, they vary in terms of eligibility requirements, benefits, and validity period.

The LTVP is a long-term visit pass issued to foreigners who are married to Singaporean citizens or permanent residents, or who have children who are Singapore citizens or permanent residents. It allows them to stay in Singapore for extended periods of time of up to 2 years initially, and is renewable subsequently. However, it does not allow the pass holder to work in Singapore.

The Employment Pass is a work visa for foreign professionals, managers, executives, and skilled workers who are hired by a Singapore-registered company. To qualify for an Employment Pass, the applicant must have a job offer from a Singapore-based company, earn a monthly income of at least S$4,500, and possess relevant educational qualifications and work experience. 1 Eligibility Requirements

A Dependant Pass is issued to the legally married spouse or unmarried children (under the age of 21) of an Employment Pass or S Pass holder, while a Long-Term Visit Pass is issued to a wider range of family members, including the legally married spouse or unmarried children (under 21 years old) of a Singapore citizen, permanent resident or Employment Pass holder. The LTVP is also issued to other family members such as parents, step-parents, and handicapped children who are over 21 years old.

2 Employment

Dependant’s Pass holders can work in Singapore, but only if they secure their own work visa. On the other hand, LTVP holders are not allowed to work in Singapore.

Dependant’s Pass holders enjoy similar benefits as their main pass holder in terms of healthcare, education and access to housing. They can also apply for permanent residency. However, LTVP holders are not entitled to the same benefits as Dependant’s Pass holders, but they are eligible to stay in Singapore for a longer period of time and have more flexibility in terms of their stay in the country.

4 Validity Period

A Dependant’s Pass is usually valid for the same duration as the main pass holder's work visa. For instance, if the main pass holder has an Employment Pass that is valid for 2 years, the Dependant’s Pass will also be valid for 2 years. In comparison, an LTVP can be issued for up to 2 years initially, and is renewable thereafter.

In summary , the main difference between LTVP and Dependant’s Pass lies in the eligibility requirements, validity period and employment opportunities. Dependant’s Pass is only available for family members of Employment Pass or S Pass holders while LTVP is available for a wider range of family members, and Dependant’s Pass holders can work with a separate work visa, while LTVP holders are not allowed to work in Singapore.

The Required Steps of Applying for the Long Term Visit Pass

Gather the required documents and complete the application form . Upon submission of your application, you can expect a notification from the MOM.

Once you have successfully completed this step, you will obtain the in-principle letter of approval. Afterwards, you should bring your family members over. When you are all in Singapore, you will have to obtain a pass issued for your family members.

How to apply for a long term visit pass:

Pre-approved Letter of Consent (PLOC)

The Pre-approved Letter of Consent (PLOC) is a document introduced by the MOM, and allows the holder to work in Singapore legally.

The PLOC does not require you to have a job offer secured, yet remains effective so long as your LTVP or LVTP+ remain valid. This means that in the event that your LTVP or LTVP+ expires, your PLOC also becomes invalid.

To be eligible for a PLOC application, you are required to have a spouse or unmarried child of a Singaporean citizen or permanent resident. Otherwise, you can also have an LTVP or LTVP+ to be eligible for the application. If you are unable to apply for a PLOC but wish to work in Singapore, you will have to apply for a Letter of Consent through your company.

Letter of Consent (LOC)

Unlike the PLOC, the Letter of Consent (LOC) requires you to have secured a job offer prior to applying. Granted by the MOM, this letter provides you the right to legally work for a Singapore-registered business. There is no limit to the number of employees a Singapore-registered business can employ, which makes LOC holders appealing employment prospects.

To be eligible for a LOC, you will need to have a Dependant’s Pass that is tied to an Employment Pass holder, EntrePass, or be a holder of a Personalized Employment Pass (PEP) that is valid for a minimum of 3 months from the application date.

Alternatively, you can also possess a LTVP that is tied to a Singaporean Citizen or Permanent Resident, that is valid for a minimum of 3 months.

Employment Pass

Holders of the LTVP and Dependant’s Pass can also apply for the Employment Pass, other than their family member with the main work permit.

With an Employment Pass, there is more flexibility – in fact, the pass holder can even hold directorial roles in a Singapore-registered business.

Holders of the LTVP and Dependant’s Pass with an Employment Pass can also freely renew and cancel the pass, without being affected by the main family member.

In conclusion, the Long-Term Visit Pass (LTVP) in Singapore is an important visa option for family members of Singaporean citizens, Permanent Residents, or work visa holders who want to stay in the country for an extended period of time. The LTVP allows family members to stay in Singapore for up to two years initially, with the possibility of renewal.

Although LTVP holders are not permitted to work in Singapore, they can enjoy the country's high standard of living, healthcare, education, and other benefits. The application process for the LTVP involves determining eligibility, submitting an online application, paying a fee, undergoing a medical examination, and collecting the LTVP.

How Much Does the Application Cost?

There is a non-refundable application fee of S$30 for each submitted application. Payment can be done online using a credit card.

Once your LTVP is approved, you are required to pay S$60 for the pass itself. Additionally, you may also have to pay for other applicable fees depending on your situation.

What Does the Application Process Look Like?

The application process is relatively easy. Simply gather the necessary documents, complete the application, and submit them. In a few weeks’ time, you will either receive a notification about your acceptance or rejection. If your application is approved, you will obtain the in-principle approval letter. Subsequently, bring your sponsored family member over to Singapore, and have their pass issued with the authority.

Can I Extend or Cancel My Application?

To extend your LTVP, you will have to repeat the same process as your initial LTVP application. However, this does not necessarily guarantee that you will obtain your new pass, since you will be assessed based on your eligibility and the existing criteria.

To cancel your LTVP, log onto the Employment Pass Online portal and hover over to the LTVP section. You can then cancel your LTVP in just a few clicks. If you’re the person cancelling the LTVP, it will be immediately cancelled. If your employer is cancelling your visa, it could take some time for your LTVP to be cancelled.

In the event that your family member no longer requires the LTVP, you have to cancel it and return the card to the issuing authority. This cancellation is immediate and does not incur any fees.

How Long Is the Long Term Visit Pass Valid for?

The LTVP has a validity of up to two years, depending on your reason of application. If you wish to join a family member who is a foreign employee in Singapore, your Pass will have the same validity period as their Employment Pass.

It’s no news that Singapore records tremendous economic growth and the country’s economy is one of the fastest-growing in the world at the moment. This business environment along with good infrastructure, welcoming, and supportive government qualify Singapore as one of the most attractive business hubs in  the world.

In 2020, Singapore’s f oreign workforce stood at just under 1.23 million , out of which about 351 thousand were classified as skilled labor . The Employment Pass scheme and other similar visas offer their holders the freedom to work and live in Singapore.

However, most of them have certain limitations regarding the duration of stay or the number of family members that can come along. Singapore offers various passes to holders’ family members. The most popular one is the Dependant’s Pass , but an even better option is the Long-Term Visit Pass (LTVP).

Let’s take a better look at the LTVP and how it can be obtained.

What is a Long Term Visit Pass (LTVP)?

The Long-Term Visit Pass issued by the Immigrations & Checkpoints Authority ( ICA ) or Ministry of Manpower ( MOM ) is designed for a common-law partner, step-child, or physically-challenged child of an Employment Pass or S Pass holder.

Keep in mind that pass holders who earn more than S$12,000 can also get a pass for their parents.

The difference between LTVP and LTVP+

The Singapore Long Term Visit Pass-Plus (LTVP+) scheme has been created for foreign partners of Singapore Citizens (SC) or Singapore Permanent Residents (SPR).

Foreign partners of Singaporean citizens who have submitted applications for long term visit pass can be considered for LTVP+ if they are eligible.

This pass provides foreign partners of SCs with a better certainty of stay by granting the person a longer period of residency. If approved, they can stay in Singapore for 3 years. Once it is renewed, they will be permitted to stay in Singapore for 5 years.

Keep in mind that LTVP+ holders are eligible for healthcare and employment benefits.

Types of Long Term Visit Pass

A foreigner that wishes to stay in Singapore for more than 30 days has to get a Long Term Visit Pass.

There are two types of passes issued by different Singaporean authorities. They have different requirements and their processes are completely different.

• The first Long Term Visit Pass type is granted by the Singapore Immigration and Checkpoints Authority (ICA). It functions as an extension of a current Short-Term Visit Pass. Foreign visitors who wish to stay in Singapore for more than 30 days that are Short-Term Visit Pass holders can apply.
• The second Long Term Visit Pass type is granted by the Ministry of Manpower (MOM) and it is available to the family members of foreign workers that don’t qualify for the Dependant Pass but wish to come and live with their family member in Singapore.

Applying for a Singapore LTVP

You should know that the application process is not the same for all types of the pass. Sometimes a process can take no longer than 7 business days, but sometimes it can also take up to 6 weeks to be processed.

You can always check the progress using your Foreign Identification Number (FIN) and application status.

Eligibility?

As a potential applicant, you need to know that the long term visit pass is available to the Employment Pass and S-Pass holders. To be precise, the holders will be the sponsors of all members that decide to apply for a Long Term Visit Pass.

But not every family member can apply. These are the family members that can be sponsored for a Long Term Visit Pass:

• Spouses or foreign spouses
• Physically-challenged children above 21 years of age if they are unmarried
• Step children under 21 years of age if they are unmarried

The Immigration and Checkpoints Authority (ICA) also adds the following categories of people who can apply for the Long Term Visit Pass:

• Visitors holding foreign-issued educational degrees and searching for a job in Singapore
• Visitors who are students of educational facilities and are looking for a job in Singapore
• A female visitor whose child/grandchild is studying in Singapore on a student’s pass
• A visitor whose spouse (or common law spouse) is a Singapore Permanent Resident (SPR) or a Singapore citizen (SC)
• A visitor whose child (over the age of 21 years old) is an SPR or SC
• A visitor who is seeking permission to deliver a child in Singapore
• A visitor who is looking for a long-term stay

Long term visit pass allows holders up to 2 years of stay in the country based on the type of application. The LTVP holders cannot work unless they obtain a work permit, S Pass, or a Singapore work visa.

Documents Required

Collecting the information and details related to your personal life and your family is a must. These are the documents you need if you want to obtain the pass successfully:

• Current Short Term Visit Pass or immigration pass
• Passport details
• Residential address in Singapore
• A local address where the card can be delivered
• Contact details of one or more authorized recipients to receive an email or SMS notification containing delivery details

Just to be sure, it would be wise to prepare and submit these documents too:

• A completed medical examination from a health center
• Disembarkation or embarkation card
• A completed declaration form attached with the in principle approval notification letter

Application process

Step 1 : Submit the application – Complete the application form and gather the necessary documents. Then, submit the application and you should expect a notification from the Ministry of Manpower .

If you go through this process successfully, you shall receive the in-principle letter of approval. Then, you should bring over your family members. These are the ones that you will sponsor.

Once you are all in the country, you need to go and get a pass issued for members of your family.

Step 2 : Get issued pass – Once the essential and additional documents are submitted, the Ministry of Manpower will issue the in-principle approval letter.

Step 3 : Registering member’s finger print and photo – 

Bring your family member to Singapore before the pass can be issued. A dependant of EP holder must arrive within 6 months while a dependant of an S Pass holder has to arrive within 2 months.

Keep in mind that the pass will be issued once the family member is in the country. The member has to be present when you make the request for the pass to be created.

Step 4 : Issuance of digital LTVP: With effect from 27 February 2023, a digital Long-Term Visit Pass (LTVP) will be issued in place of a physical LTVP card.

The digital LTVP can be viewed directly on the Singpass app, or downloaded from MyICA or FileSG website in PDF or OA format.

LTVP holder can work in Singapore by applying for either of the two letters from MOM Singapore.

Pre-approved Letter of Consent (PLOC)

The Ministry of Manpower (MOM) introduced the Pre-approved Letter of Consent (PLOC) which is a document that allows its holder to legally work in Singapore.

However, the PLOC and the LOC are different. The latter requires that you already have a job offer before you actually apply, while the PLOC doesn’t require you to secure a job offer first.

The PLOC remains effective for as long as your LTVP/LTVP+ are valid. In other words, if your LTVP/LTVP+ expires or is canceled, the PLOC also becomes invalid.

But in the scenario that you cannot apply for a PLOC and you want to work in Singapore, you would have to apply for a Letter of Consent through the company.

To be able to apply for a PLOC, you need to have a partner or unmarried child of a Singapore citizen or permanent resident. Another option is to possess an LTVP or an LTVP+.

Letter of Consent (PLOC)

This letter is granted by the Ministry of Manpower and it provides the legal right to work for a Singaporean business. No requirements exist regarding the number of workers a Singapore business can hire under LOCs and that makes the LOC holders attractive employment prospects to Singapore companies.

A person is eligible for a LOC if they have a DP which is tied to an Employment Pass holder, EntrePass, or a holder of a Personalized Employment Pass (PEP) valid for a minimum of 3 months from the application date.

Another option is if a person has a Singapore Long Term Visit Pass tied to a Permanent Resident or Singapore Citizen that is valid for a minimum of 3 months.

Finally, you can get an LOC if you have a valid job offer from a Singapore business.

The application for an LOC is done through an appointed employment agent or the prospective employer on behalf of the holder of the LTVP or DP. It is necessary to hand in the written consent.

To renew your LTVP, you need to repeat the same procedure you have gone through when you first applied.

If you need to renew an LTVP issued by the ICA, you need to do it ten days before your current one expires. And in case you’re doing it with the MOM, you have to do it at least six months before the expiration date.

Keep in mind that applying does not guarantee that you will receive a new pass.

Extending LTVP?

To extend your long term visit pass, you need to follow the same procedure you had to go through to obtain the LTVP in the first place.

This does not guarantee that you will be approved once again.

Cancelling LTVP?

It’s important to know that you have to cancel the LTVP if the family member no longer needs it. The card has to be returned to the issuing authority. The cancellation is immediate and does not involve any fees.

If you are the one canceling it, it will be canceled immediately. If the employer is canceling the sponsor’s visa, it may take some time for your long term visit pass to get canceled too.

To cancel it, log into EP online and just find the section on the LTVP and you’ll be able to cancel the pass with a few clicks.

DP and LTVP holders can also apply for the Singapore Employment Pass (EP) aside from that of their family member who has the main work permit.

It is necessary to pay a fee of S$105 through a valid card and then wait for the LTVP to be processed.

Things to Know When Applying for a Long-term Visit Pass in Singapore

Foreign employees based in Singapore who wish to bring their family or dependents in the country will need to be assessed for eligibility to apply for a long-term visit pass.

A long-term visit pass is usually availed upon request by a foreign employee based in Singapore through their employer (sponsor) to bring in their family/dependents to stay with them in the medium or long term. However, there are certain criteria that need to be met on the part of the applicant as well as their dependent/s. Continue to read below to find out more.

How to Apply for a Long-Term Visit Pass (for Employees) in Singapore

A foreign employee may apply for a Long Term Visit Pass for their family if they meet these eligibility requirements, as stated by the Ministry of Manpower:

• Holder of an Employment or S Pass
• A fixed monthly salary of at least SGD 6,000.
• Under the sponsorship of an established, Singapore-registered company (usually the employer)

Eligible applicants can get a pass for the following family members:

• Common-law spouse
• Unmarried handicapped children above 21 years of age
• Unmarried step-children below 21 years of age
• Parents (only for those earning a fixed monthly salary of  at least $12,000 )

Requirements :

• Long-term visit pass application for each dependent
• Copies of passport details
• Birth or marriage certificates (where applicable)

Additional Requirements per Category:

• Copy of the common law marriage certificate
• A letter issued by the embassy acknowledging the common law relationship of the work pass holder (WPH) and their spouse, as recognized under the laws of their country
• An affidavit from the WPH declaring that the WPH and spouse are in a common-law relationship under the laws of their country. The affidavit must also be notarised in that same country.
• Unmarried handicapped children above 21 years of age : A letter or report from a medical practitioner on the child’s condition.
• A copy of the court order sanctioning the child’s custody
• A letter from the other biological parent stating there is no objection to bringing the child to Singapore
• Aged 12 years and below
• Applying for a new LTVP (including those whose LTVPs have expired or have been cancelled for more than 30 days)

Note : Existing Dependent Pass (DP), LTVP, and Student’s Pass Holders are not required to submit this document (c) .

• Parents : A copy of the work pass holder’s birth certificate that states the names of the parents.

Procedures :

STEP 1 : Fill out the Long Term Visit Pass Application Form and include the supporting documents indicated in the document.

STEP 2 : Submit the application along with the supporting documents over the counter at any SingPost branch.

STEP 3 : Pay SGD 105 for each application. You can pay by cash, NETS, or CashCard. Remember to keep the payment advice slip given to you as proof of your submission.

STEP 4 : Request for the pass to be issued. For this step, the applicant must be in Singapore to claim the pass.

• Log in to EP Online to make the request and submit the supporting documents.
• SGD 225 for each pass
• SGD 30 for each Multiple Journey Visa (where applicable)
• The letter has to be given to the foreigner. This will allow them to travel in and out of Singapore while they wait for their pass card to be issued.
• The letter will specify whether or not the foreigner needs to register their fingerprints and have their photo taken.
• The letter is valid for 1 month from the date of issue.

What You’ll Need for the Pass to be Issued:

• The foreigner’s passport details
• Details of the foreigner’s current Short Term Visit Pass or immigration pass.
• The foreigner’s residential address in Singapore
• A local address where the card can be delivered by post
• Contact details of at least one authorised recipient to receive an SMS or e-mail alert with delivery details.
• Disembarkation/Embarkation card (immigration white card)
• Completed medical examination form or health declaration form
• Completed declaration form attached with the foreigner’s in-principle approval letter

STEP 5 : Register fingerprints and photo. Check the letter of notification issued to know whether the foreigner needs to register fingerprints and have their photo taken. First-time applicants or those whose last registration was more than 5 years ago will need to register.

• For the registration process, the foreigner must set an appointment first to know when and where they will visit the designated MOM centre.
• Original passport.
• Appointment letter.
• Notification letter
• Documents listed in the IPA letter and notification letter.

STEP 6 : Collect the LTVP card. Expect the card to be delivered to the specified address in the foreigner’s application form 4 working days  after the foreigner registers and gets their documents verified.

Note: If the foreigner does not need to register (Step 5), the card will be delivered four working days after checking the documents.

The authorized recipient will be notified via SMS or e-mail with the delivery details at least a day before the scheduled delivery.

Parent of a Singapore Citizen or Singapore Permanent Resident (PR)

You will need to provide original documents and official translations (for documents in languages other than English), as well as copies of the documents for ICA to retain.

ICA accepts:

• Translations provided by the embassy of the country that issued the document
• Translations produced by a notary public in Singapore or the country that issued the document
• Privately created translations attested by the embassy of the country that issued the document, or notarised by a notary public in Singapore or the country that issued the document.

ICA does not endorse any private translation companies or entities. Insufficient documentation may result in non-acceptance of your application. You may be required to provide additional documents to support your application.

Please refer to the checklist on the documents required for your application. You will need to provide original documents and official translations (for documents in languages other than English).

• Parent of a Singapore citizen or Singapore Permanent Resident (PR)
• Parent of a minor (under the age of 21) Singapore citizen or Singapore Permanent Resident (PR)
• If your Singapore citizen/PR child is aged 21 and above, he/she will need to log in to ICA e-Service using Singpass to sponsor your application.
• If your Singapore citizen/PR child is aged below 21, a local sponsor who is a Singapore citizen or PR aged 21 and above is required. He/She can log in to ICA e-Service using Singpass to sponsor the application.

Note : Applicants who are eligible to apply multiple products (for e.g. Long-Term Visit Pass and Permanent Residence) within a single application will pay an application fee of S$130. This option (if applicable) will be made known to the applicant at the start of the application.

All fees are non-refundable. Payment has to be made online using:

• Visa or MasterCard credit/debit card,
• American Express (AMEX) credit card,
• Internet Direct Debit (DBS/POSB, OCBC, UOB and Standard Chartered Bank internet banking accounts in Singapore), or

Successful applicants will be notified of other applicable fees subsequently.

Applications will be processed within 6 weeks , provided all the required documents are submitted and in order. For multiple products applied for within a single application, the processing time will be based on the product with the longer processing time. Some applications may take longer to process.

Work passes for holders of Long-Term Visit Passes issued by ICA

If you are holding a Long-Term Visit Pass (LTVP) issued by Immigration and Checkpoints Authority (ICA), you can work in Singapore only if you get a work pass.

• You are not allowed to work in objectionable occupations such as a dance hostess or a masseur.
• Your LTVP should have a validity of at least 4 months remaining if you wish to apply for a Work Permit.

Spouses and children under 21 years old of Singaporeans and PRs

Holding ltvp or ltvp+.

If you are holding a Long-Term Visit Pass (LTVP or LTVP+) issued by ICA, you can work in Singapore if you get a Letter of Consent (LOC) .

You first need to find a job in Singapore and get the employer to apply for an LOC for you.

LTVP and LTVP+ holders are not affected by the changes to the work arrangements of Dependant’s Pass holders .

Apply or renew LTVP or LTVP+

If you are applying for, or renewing, your LTVP or LTVP+ with ICA, you will be given the option to apply for a Pre-approved Letter of Consent (PLOC).

The PLOC allows LTVP or LTVP+ holders to work in Singapore without the need to find a job first.

Note: PLOC holders are not allowed to work in some restricted occupation such as journalist, editor, sub-editor, producer, or in any religious occupation. To work in these occupations, your prospective employer need to apply for an LOC .

Other family members of Singaporeans and permanent residents

Parents of Singaporeans and permanent residents who are holding an LTVP can work in Singapore on a Work Permit . They will only be counted under the employer's overall quota.

The rest of family members who are not holding an LTVP will need to qualify for an Employment Pass , S Pass or Work Permit on their own merit to work in Singapore.

Parents accompanying a child studying in Singapore

If you are a Long-Term Visit Pass holder accompanying a child who is studying in Singapore, you are not allowed to work during your first year here.

This is to encourage you to spend more time with your child and help him or her adjust to Singapore's education system.

After you have been in Singapore for a year, you can find a job and your employer can apply for a Work Permit for you. Your employer needs to apply for the permit using WP Online .

Under the Work Permit, you are:

• Able to work in any sector.
• Not subject to source country restriction.
• Only counted under your employer's overall quota.
• Subject to the foreign worker levy .
• Not allowed to work in objectionable occupations (bar or dance hostess, masseur, etc.).

You will need these documents to apply for a Work Permit :

• Copy of the child’s student pass.
• Copy of the child’s birth certificate.
• Letter from the child's school indicating your child's current education level.
• Copy of your current LTVP.
• Copy of your passport personal particulars page.
