All passengers traveling to the Philippines must complete an electronic travel declaration both ahead of their journey and before departing the country.

The Philippine One-Stop Electronic Travel Declaration (previously called eTravel) replaces the eArrival Card ( originally the One Health Pass ) and the paper-based departure card.

The one-stop declaration requires less information and simplifies the process of authorizing your arrival in and departure from the Philippines and providing your health declaration.

Note that the eTravel declaration is not a visa or eTA . Passengers who require a visa or Philippines eTA must have both a visa/eTA and one-stop authorization. Visa-exempt travelers will still need to complete the One-Stop Electronic Travel Declaration .

What Is the One-Stop Electronic Travel Declaration for the Philippines?

Electronic travel registration includes providing a health declaration and information about the trip.

The data collected from eTravel enables Filipino authorities to perform contact tracing in the event that a traveler is found to have an infectious disease. In this way, it is an important measure to protect public health for both residents and visitors.

You must register with eTravel online before any trip to the Philippines , as well as before departure from the country . Once completed, you will receive a QR code or barcode to present on arrival or departure.

The declaration is the latest iteration of the Philippines’ digital health form. It has replaced the eArrival Card, which, in turn, replaced the One Health Pass. The original name for the form was the e-CIF. It also replaces the paper-based departure card.

The one-stop registration is now the only required health form . The eArrival Card, One Health Pass, and e-CIF are no longer in use.

How to Complete eTravel Declaration for the Philippines

Passengers register the Philippines eTravel declaration online. This is done through a web-based portal rather than a mobile app.

The registration involves completing a short online form with the requested information.

This can be done using a personal computer, laptop, smartphone, tablet, or other device connected to the internet.

Who Needs the Philippines eTravel Declaration?

All passengers entering or departing the Philippines must present a QR code or barcode from the one-stop declaration.

This includes:

• Foreign residents of the Philippines
• Filipino nationals

Travelers of all nationalities are required to complete a declaration for the Philippines. It is required for all purposes of travel, including transit through the country, and is also needed for departure.

Each traveler must complete a separate form . It is not possible to include multiple individuals on one form.

Do children need the one-stop declaration for the Philippines?

Traveling to the Philippines With the One-Stop Declaration

After completing the online form, print or take a screenshot of the QR code or barcode . This is required to board a flight to or from the Philippines and must be shown to a Bureau of Quarantine (BOQ) officer on arrival or departure.

Passengers may present their QR or barcode in one of the following ways:

• Printed copy
• Digital copy on a smartphone or device

eTravel QR code or barcode?

The passenger will be issued with a QR code as long as the information provided:

• Is complete
• Meets the entry protocols

Travelers with a QR code will be able to use the "Express Lane" on arrival or when departing. This means that all they need to do is scan the code on arrival/departure. There is usually no further interview or checking of health-related documents.

The individual will be issued with a barcode in the following circumstances:

• The information provided during one-stop registration is incomplete
• The individual’s details or health documents require further checks

Upon arrival in the Philippines, they will be interviewed by a BOQ officer . Here, the information and documents will be checked. It may be determined that the individual will need to quarantine or undergo other measures.

What is IATF?

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is a task force organized by the Government of the Philippines to respond to affairs concerning emerging infectious diseases in the country. The IATF-EID convened in January 2020 to address the growing viral outbreak in Wuhan, China which was eventually called COVID-19. What does Booster mean?

“Booster” shot shall refer to doses administered to a vaccinated population that has completed a primary vaccination series.

Why do I need to register to the eTravel?

Starting 01 September 2021, all incoming travelers to the Philippines are advised to use the eTravel registration system as mandated by IATF Resolution No. 135 dated 26 August 2021.

What is the official website of the eTravel?

Do I need to pay for the registration of eTravel?

eTravel registration is FREE OF CHARGE and does not collect or require any form of online payment. BEWARE of fake, fraudulent, or scam websites and entities which require payment upon registration.

Do I need to download an application to use the eTravel?

No. eTravel is an information system that is mobile responsive, and a web based online platform. To use the eTravel, all you need is a smartphone or tablet or laptop or personal computer. You can open the eTravel using a mobile or computer internet browser.

Do I need an internet connection to use the eTravel?

Yes. eTravel is an online platform and therefore can only be used when you have an internet access. It is highly recommended to use eTravel while you have good and stable internet connection.

Can I register few days before the flight (before I travel)?

Yes. You may only register within 3 days (or 72 hours) prior to your arrival in the Philippines. Travelers are enjoined to present their proof of valid eTravel registration prior to flight boarding. It is important that your recent declaration of health condition is within 72 hours before arrival.

Is all information asked in the eTravel relevant to Health Declaration Checklist requirement?

Yes. Although some questions were added so that the system can determine your category based on the IATF requirements such as age, traveler classification, itinerary, etc. so you can be categorized and easily assisted/guided by the health border authorities when you arrive at the airport or seaport.

What is eHDC?

It stands for "electronic Health Declaration Card". This is the same yellow paper form which was previously used to be filled out manually by all arriving travelers in the Philippines and submitted to BOQ upon arrival. Instead of this, the eTravel replaces it digitally and your proof of registration and submission is the QR Code form that you receive upon successful registration with the eTravel.

What is the difference between the Green QR Code and Red QR Code of eTravel?

The GREEN QR Code is issued by the eTravel system when your submission of the required information and attachments are complete and complies with the IATF latest entry protocols ( IATF Resolution No. 2, s. 2022 ) . On the other hand, you will be issued a Reg QR Code in case you have missing requirements and you will be interviewed upon arrival at the airport by a BOQ personnel to manually verify and determine if you will be required to undergo facility-based quarantine and RT-PCR Testing.

What do I need to do after I register?

Take a screenshot or Download of your personal QR Code before closing or exiting the eTravel webiste or application. You will be required to show this QR code to an airline representative before being allowed to board your flight. Upon arrival in the Philippines, you must present this QR code to the BOQ Quarantine officers for verification.

What happens if I have a QR Code issued upon successful registration with eTravel?

If you received a QR Code upon registration with eTravel, you are pre-qualified for the express lane upon your arrival at the airport/seaport. This means that there’s no need to show the other documents to the Quarantine Officer. However, the data are still reviewed and verified by the BOQ before your actual arrival at the airport in case you have submitted wrongful information and/or the supporting documents you have submitted or uploaded, such as the vaccination or COVID-19 test, is incomplete or incorrect, you will be flagged by the BOQ and may still be required to undergo manual verification upon arrival. Therefore, ensure that you have properly filled out your information and submitted the correct document.

What happens if I have a Red QR Code issued upon successful registration with eTravel?

You will be manually verified by the Quarantine Officers and determine if you are compliant with the entry protocol set by the Philippine Government. It is necessary to show the specific documents which will be asked from you by the officer.

What is “Express Lane”?

Express lane has been included in the eTravel process to provide further convenience to the health protocol compliant international inbound travelers. When you are issued a Green QR Code and the information and supporting documents you have submitted during online registration has been approved, you are qualified in the express lane where your Green QR Code will be scanned and tagged for your arrival date and time. There may be no further interview or need for submission of any documents.

What is Manual Process?

Manual process is required for travelers issued with a Red QR Code. This is to verify and determine if you are compliant with the health protocol requirements of entering the Philippines. This also happens when your submitted information or uploaded documents needed evaluation upon arrival.

Does it automatically mean that I will be quarantined if I am manually processed upon arrival by BOQ?

No. If BOQ is able to verify your information and found you to be compliant based on the entry requirements, you will be advised to proceed to Immigration without the need for facility-based quarantine.

Can I print my eTravel personal QR code instead of screenshot?

Yes. You can print this for presentation at airport/seaport of origin and upon arrival in the Philippines. Yet again, for your convenience, you may as well take a screenshot or click download to save your eTravel personal QR code in your smartphone for presentation at the airport/seaport and upon arrival in the Philippines.

I lost the screenshot of my personal QR Code, what do I do?

If you registered within 72 hours prior to your arrival to the Philippines, you may retrieve your personal QR Code and view some of your details using the "Edit Registration” tab in the eTravel website. To open my profile, go to the eTravel etravel.gov.ph/search and enter your reference number and date of birth then press the CONTINUE button as shown in the blue box below.

I made a mistake. Can I still edit my information after I have successfully registered?

For as long as you have not been processed, verified, and tagged as arrived by the border health authorities (BOQ) in the eTravel you may still change some of your information in the eTravel through the “Edit Registration” tab in the eTravel website. You will not be able to edit your data once you have arrived, verified and tagged as arrived by the Quarantine Officer. The editable information are mainly the data that is needed during the issuance of your quarantine certificate (i.e. arrival date, address, other personal info).

I have registered more than once in the eTravel for my travel, which QR code should I use?

You may use either of the QR Code but you should only choose one to present upon your arrival. Only the verified QR Code by BOQ upon your arrival at the airport/seaport is valid for your travel. Presenting different QR code during the process may cause delay or inconvenience for you.

Why can I not use the same QR Code next flight?

In compliance with the Republic Act No. 10173 (otherwise known as the “Data Privacy Act”), all sensitive personal information is immediately deleted from the eTravel database after you have been completely processed based on the quarantine and health protocol set by the Government in response to the COVID-19 pandemic and for disease surveillance and response. Your personal eTravel QR Code is therefore issued per transaction in the system and new registration is required for each travel.

How many days is the quarantine period?

1. FULLY VACCINATED- 7 days 2. PARTIALLY/UNVACCINATED- 10 days

What if the result of my COVID-19 RT-PCR is positive?

You will receive a call from the BOQ Operation Center to give instructions on your isolation procedure.

Which COVID-19 laboratory will test me?

There are twelve (12) accredited laboratories for testing of international inbound traveler to ensure service level agreement. These laboratories are required to visit and conduct testing at your quarantine hotels and are mandated to release the result within 24 hours from the time of testing. Can I select which laboratory I will be tested?

Yes, but you may only choose from the list of accredited laboratories. You can select the laboratory when you are processed by the BOQ at the airport/seaport of your arrival. You will be asked by BOQ to choose from the list your preferred laboratory.

What will I present as proof that I have completed the quarantine requirement?

You will need the BOQ Quarantine Certificate as proof of your quarantine completion. You will not be allowed by the Hotel to check out unless you are able to show valid Quarantine Certificate from BOQ.

How do I get the BOQ Quarantine Certificate?

You are only able to get the BOQ Quarantine Certificate if you have been tested by an accredited COVID-19 laboratory and you are found NEGATIVE from COVID-19. BOQ Quarantine Certificate will be issued by the BOQ Medical Team in charge at the isolation facility. Your Quarantine Certificate will only be available if your test is NEGATIVE.

Called the eTravel Pass , this form asks you for all your personal and travel details, while also incorporating the health declaration checklist, before providing you with a QR code that you may need to show to authorities prior to boarding.

eTravel registration is completely free of charge and must be accomplished online, preferably on your mobile phone to make downloading the QR code much easier.

Here’s a step-by-step guide on how to accomplish the form:

1. Go to the eTravel website.

To answer the online form, access the eTravel website at https://etravel.gov.ph/ . Note that you can already complete the form three (3) days (or 72 hours) prior to your departure and/or arrival to the Philippines at the earliest.

Make sure that all the information you enter is accurate and complete.

3. Complete the health declaration form.

After submitting your personal and travel information, you will then be asked for your vaccination details. If you are asked about whether you have a negative antigen test result taken within 24 hours prior to departure, click “No.”

4. Download or take a screenshot of your QR code.

And you’re done! Download or take a screenshot of the QR code once it is supplied to you before exiting the eTravel website. You may also choose to print it if you want a physical copy.

This QR code is only valid for one departure from or entry to the Philippines. If you are coming back or leaving the country, you must complete this eTravel form again to get a new QR code.

What happens if I make a mistake on my form? You can conveniently edit your details by clicking the “Update Existing Record” button for as long as you have not been processed, verified, and tagged as arrived by the border health authorities.

Country Summary:  Terrorists and armed groups have carried out kidnappings, bombings, and other attacks targeting public areas like tourist sites, markets, and local government facilities in the Philippines.  Violent crimes are also common in the Philippines such as robbery, kidnappings, and physical assaults. Protests happen in the Philippines and could turn violent and/or result in traffic jams and road closures with limited capacity of the local government to respond.

Entry, Exit and Visa Requirements

If you remain in the Philippines beyond the “admit until” date stamped in your passport by immigration authorities, you may be subject to fines and detention by the  Philippine Bureau of Immigration (BI).

Certain foreigners must apply for an  Emigration Clearance Certificate  (ECC) from BI before they may depart the Philippines.

The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors or foreign residents of the Philippines. 

We advise all U.S. citizens against traveling with potentially prohibited items, such as firearms, on their person or in their checked baggage. While at the airport or traveling in country, possession of prohibited items such as live or spent ammunition or firearms, or anything resembling such items -- whether it be a souvenir, gift, or artifact – may subject the traveler to prosecution and stringent penalties by local authorities.  Learn more about how to avoid problems when traveling abroad with firearms.

Safety and Security

Terrorism:  Terrorist groups, and those inspired by such organizations, are intent on attacking U.S. citizens abroad. Terrorists are increasingly using less-sophisticated methods of attack – including knives, firearms, and vehicles – to target crowds more effectively. Frequently, their aim is unprotected or vulnerable targets, such as:

• High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)
• Hotels, clubs, and restaurants frequented by tourists
• Places of worship
• Shopping malls and markets
• Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

U.S. citizens should remain alert to the potential for explosions and bombings as part of pre-planned attacks, as well as the threat of kidnapping.

Terrorist and armed groups continue plotting possible kidnappings, bombings, and other attacks in the Philippines. Terrorist and armed groups may attack with little or no warning, targeting tourist locations, markets/shopping malls, and local government facilities.

Crime:  Confidence games (con games), pickpocketing, Internet scams, and credit/ATM card fraud are common. Be wary of unknown individuals who attempt to befriend you, especially just after you arrive in country. Do not accept food, drinks, or rides in private vehicles from strangers, even if they appear to be legitimate. Solo travelers have been drugged and robbed by strangers after accepting an invitation to visit a tourist destination.

Kidnappings, physical assaults, murder-for-hire, and other violent crimes occur in the Philippines. Philippine government law enforcement agencies are engaged in a nationwide counter-narcotics campaign that has resulted in a sharp increase in violence between police and individuals suspected of involvement in the drug trade. As part of this campaign, law enforcement is engaged in aggressive search and buy-bust operations that could affect foreigners.

Taxis or ride-sharing applications are the recommended form of public transportation. However, taxi drivers and/or individuals using stolen taxi cabs have committed robberies. Ask the hotel, restaurant, and/or business establishment to call a reliable taxi service for you.

• Do not enter a taxi if it has already accepted another passenger.
• Request that the taxi driver use the meter to record your fare.
• Wait for another cab if the driver is unwilling to comply with these requests.
• Make a mental note of the license plate number of your taxi, or text it to someone, should there be a problem.

When driving in the city, make certain that vehicle doors are locked and windows are rolled up.

Travelers have been stopped and robbed shortly after leaving Manila Ninoy Aquino International Airport in a taxi or private vehicle. 

One common form of credit/ATM card fraud involves an illicit electronic device attached to ATM card readers that retrieves and records information, including the PIN, from a card's magnetic strip. Refer to the Overseas Security Advisory Council (OSAC) website for more  information .

Internet romance and financial scams are prevalent in the Philippines. Scams are often initiated through Internet postings/profiles or by unsolicited emails and letters. Scammers almost always pose as U.S. citizens who have no one else to turn to for help. Common scams include:

• Romance/online dating
• Money transfers
• Lucrative sales
• Gold purchase
• Contracts with promises of large commissions
• Grandparent/relative targeting
• Free trip/luggage
• nheritance notices
• Work permits/job offers
• Bank overpayments

Victims of Crime:   U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance.

Report crimes to the local police at the 911 hotline and contact the U.S. Embassy at +(63)(2) 5301-2000. Remember that local authorities are responsible for investigating and prosecuting the crime.

• Provide general information regarding the victim’s role during the local investigation and following its conclusion.

Domestic Violence:  U.S. citizen victims of domestic violence are encouraged to contact the Embassy for assistance.

Tourism:   Please check with the  Philippine Department of Tourism  before traveling. The safety standards you might expect of transport and tour operators, including adventure activities such as diving, are not always met. Sufficient safety equipment may not be provided, and recommended maintenance standards and safety precautions may not be observed. Always use available safety equipment, such as lifejackets or seatbelts, even if others do not. If appropriate safety equipment is not available, use another provider. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . If you are planning to dive, the  Diver’s Alert Network (DAN)  provides information on diving accident management. 

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

The judicial process in the Philippines typically is lengthy, extending for years rather than weeks or months, and individuals charged with a crime can be held in indefinite pre-trial detention as their case makes its way through the judicial system. Penalties for possessing, using, or trafficking in illegal drugs in the Philippines are severe.

Convicted offenders can expect long jail sentences and heavy fines.

If a traveler is found to have any amount of drugs on his or her person, or nearby, when arriving or departing from the Philippines, he or she will be charged with trafficking. Trafficking is a non-bailable charge, and the maximum penalty is life imprisonment. If you intend to enter the Philippines with a prescribed controlled substance (e.g., medical marijuana), obtain clearance from the Philippine government first. 

Since June 2016, Philippine authorities have conducted a public campaign against illegal drugs. This has resulted in armed confrontations between authorities and suspected drug dealers and users.

Always carry a copy of your passport in the event that you are asked about your citizenship. You may be questioned by authorities if you take pictures of certain buildings, especially government buildings or military installations. Driving under the influence of alcohol or drugs could land you immediately in jail.

The Philippine Bureau of Immigration (BI) may consider the participation of foreigners in demonstrations or political rallies in the Philippines to be a violation of the terms of admission. Foreign nationals who participate in demonstrations, political rallies, or other activity deemed anti-government in nature may be detained and deported for violating Philippine immigration laws.

In the Philippines, any adult in the company of a minor under 12 years old who is not related within the “fourth degree” may be subject to a severe penalty. U.S. citizens should be aware of this law both to avoid unlawful behavior and to protect themselves against potentially frivolous accusations.

Arrest Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. See our  webpage  for further information.

Counterfeit and Pirated Goods:  Although counterfeit and pirated goods are prevalent in many countries, they may still be illegal according to local laws. You may also pay fines or have to give them up if you bring them back to the United States. See the  U.S. Department of Justice website for more information.

LGBTQI+ Travelers: There is no prohibition on entry into the Philippines by LGBTQI+ individuals. Transgender travelers should be aware that immigration officials may require supporting documents if the gender in the traveler’s passport does not reflect the gender expression of a transgender person. According to Philippine law, an individual’s sex must match that assigned at birth as reflected on the official birth certificate, even in cases of post-operative sex reassignment.

Same-sex relationships are not illegal in the Philippines, but they lack legal recognition. No federal law prohibits discrimination against LGBTQI+ individuals. Several cities, however, have passed local ordinances protecting LGBTQI+ rights. Despite these legislative efforts, LGBTQI+ individuals continue to face discrimination and harassment.

Travelers with Disabilities:  Streets, buildings, and public transportation may lack facilities for persons with disabilities. Most public buildings are inaccessible to persons with physical disabilities or mobility impairments.  Government efforts to improve access to transportation for persons with disabilities are limited due to weak implementing regulations.

There are local stores in the Philippines for durable medical equipment (DME) and some pharmacies also carry limited medical supplies and equipment.

Ambulance services are not widely available, and training and availability of emergency responders may be below U.S. standards. Not all ambulances are equipped with state-of-the-art medical equipment.

We do not pay medical bills.  Be aware that U.S. Medicare/Medicaid does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance.  For more information about TRICARE medical services overseas (a health care program for uniformed service members, retirees, and their families), including possible vaccinations, please visit their Tricare-overseas website . 

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. We strongly recommend supplemental insurance to cover medical evacuation.

Always carry your prescription medication in original packaging, along with your doctor’s prescription. Check with the Philippine Bureau of Customs to ensure the medication is legal in the Philippines.

Vaccinations:  Be up-to-date on all  vaccinations  recommended by the U.S. Centers for Disease Control and Prevention.

The U.S. Embassy maintains a  list of doctors and hospitals  in the Philippines. We do not endorse or recommend any specific medical provider or clinic.

Health facilities in general:

• Adequate health facilities are available throughout the country but health care in rural areas may be below U.S. standards.
• Public medical clinics lack basic resources and supplies.
• Hospitals and doctors often require payment “up front” prior to service or admission.
• Patients bear all costs for transfer to or between hospitals.
• Psychological and psychiatric services are limited, even in the larger cities, with hospital-based care only available through government institutions.
• Hospitals usually require advance payment or proof of adequate insurance before admitting a patient.  
• U.S. citizens have lodged a large number of complaints about unethical business practices, prices, and collection measures against some of the  hospitals in the Philippines. Travelers should make efforts to obtain complete information on billing, pricing, and proposed medical procedures before agreeing to any medical care.  
• Be aware that some hotels or resorts may have exclusive agreements with medical providers, which may limit your choices in seeking emergency medical attention. 
• Medical staff may speak little or no English. 
• Generally, in public hospitals only minimal staff is available overnight in non-emergency wards. Consider hiring a private nurse or having family spend the night with the patient, especially a minor child.

Medical Tourism and Elective Surgery:

• U.S. citizens have suffered serious complications or died during or after having cosmetic or other elective surgery.
• Medical tourism is a rapidly growing industry. People seeking health care overseas should understand that medical systems operate differently from those in the United States and are not subject to the same rules and regulations. Anyone interested in traveling for medical purposes should consult with their local physician before traveling and visit the  U.S. Centers for Disease Control and Prevention  website for more information on medical tourism.
• We strongly recommend  supplemental insurance  to cover medical evacuation in the event of unforeseen medical complications.
• Your legal options in case of malpractice are very limited in the Philippines.
• Although the Philippines has many elective/cosmetic surgery facilities that are on par with those found in the United States, the quality of care varies widely. If you plan to undergo surgery in the Philippines, make sure that emergency medical facilities are available and professionals are accredited and qualified. 

Pharmaceuticals:

• Exercise caution when purchasing medication overseas. Pharmaceuticals, both over the counter and requiring prescription in the United States, are often readily available for purchase with few controls. Counterfeit medication is common and may prove to be ineffective, the wrong strength, or contain dangerous ingredients. Medication should be purchased in consultation with a medical professional and from reputable establishments.
• U.S. Customs and Border Protection and the Food and Drug Administration are responsible for rules governing the transport of medication to the United States. Medication purchased abroad must meet their requirements to be legally brought back into the United States. Medication should be for personal use and must be approved for usage in the United States. Water Quality:

In many areas, tap water is not potable. Bottled water and beverages are generally safe, although you should be aware that many restaurants and hotels serve tap water unless bottled water is specifically requested. Be aware that ice for drinks may be made using tap water.

Air Quality:

• Air pollution is a significant problem in several major cities in the Philippines. Consider the impact seasonal smog and heavy particulate pollution may have on you and consult your doctor before traveling if necessary.

Travel and Transportation

Road Conditions and Safety:  Vehicle traffic is dense and unpredictable. The road system is frequently congested, and drivers are often undisciplined. Consider the risks of driving your own vehicle if you are not used to Philippine road conditions. Avoid driving off the national highways and other paved roads, especially at night. Be extra vigilant when crossing the street. Do not expect vehicles to stop.

Traffic Laws:  If you are involved in an accident, contact the local police, and attempt to stay inside your car until the police arrive before engaging with the other driver. Do not attempt to negotiate with drivers until police arrive. Drivers often ignore or do not yield to emergency vehicles, which may delay their arrival to the scene of an accident.

Always have a valid driver’s license and relevant documents with you when driving. Please review the following notices circulated by the Metropolitan Manila Development Authority (MMDA) to avoid scams and requests for bribes from apprehending officers:  List of Traffic Violations and Penalties,  No Contact Traffic Apprehension Policy,   and Procedure in Settling Traffic Violations  The MMDA also publishes guidelines on  what to do during vehicular accidents . 

Public Transportation:  Exercise caution while traveling by inter-island ferryboats or other public transportation. Avoid overcrowded or unsafe transport. There have been 19 major inter-island ferryboat accidents since 2012, two with significant loss of life. U.S. government employees are advised not to use inter-island ferry boat services unless they are the only means of transportation available. There have also been a series of bus accidents due to poor bus maintenance or driver error. While taxis are the recommended form of public transportation, there have been safety issues using taxis. How to Get S-PASS Travel Coordination Permit (TCP)

S-Pass is an online travel management system developed by the Department of Science and Technology (DOST) in line with the Inter-Agency Task Force on Emerging Infectious Diseases (IATF) Resolution No. 101.

If you plan on traveling, this website will allow you to check the latest travel policies implemented by the local government units (LGUs) of your destinations and whether or not you need to secure travel permits.

Your destination may be classified as RESTRICTED, UNRESTRICTED or UNRESTRICTED BUT PASSING THROUGH RESTRICTED.

• RESTRICTED – you need to create an S-Pass account to apply for a Travel Coordination Permit (TCP)
• UNRESTRICTED BUT PASSING THROUGH RESTRICTED – you need a Travel Pass-Through Permit (TPP)
• UNRESTRICTED (but not passing through any restricted area) – NO NEED for an S-Pass account, TCP or TPP.

How to Create an S-PASS Account

• On your internet browser, go to s-pass.ph .
• Click on REGISTER . The button is located just below the destination search box. You may also go straight to this page .
• Register using your mobile number. Enter your 10 digit mobile number and click NEXT .
• Create your password and fill in your personal details. Once you’ve filled in the details, click SUBMIT .
• Review your information. Double check all the information you provided. Then, complete the captcha and click CONFIRM .

How to Apply for a TCP (Travel Coordination Pass) for Restricted Areas

After you register, you may proceed with the process of applying for a TCP. Here’s how:

• Log in to your account. On the home page, you’ll find the LOG-IN button just below the destination search box. You may also go straight to this log-in page .
• Click on APPLY PERMIT. You’ll find the button under the ARE YOU TRAVELING header.

• Enter your current location and your destination. Places are labeled by province and city or municipality. For example, if you’re traveling to BORACAY, type AKLAN – MALAY because Boracay is in the municipality of Malay in the province of Aklan. Once you’ve entered the destination, you will see if you need to apply for a TCP and the other requirements. If you do, scroll to the bottom of the page and click APPLY FOR TRAVEL COORDINATION PERMIT (TCP) .

• Fill out the S-Pass TCP Application Form. The information you need to provide include: – Full name – Type of traveler (local/foreign tourist, returning resident, etc.) – Emergency contacts – Travel dates – Origin LGU details – Destination LGU details – Mode of transportation Answer the CAPTCHA and click PROCEED .

• Upload the required documents. You’re only allowed to upload one file per item, so when uploading multiple documents as one file (i.e. for OTHER DOCUMENTS), merge them as one file. Click SUBMIT .

You must submit your TCP applications at least 2 days prior to your arrival.

The applications are processed on weekdays, 8:00am to 5:00pm.

Frequently Asked Questions

The date of departure and date of arrival fields are confusing. what’s the difference.

The Date of Departure is the day you board the plane, ship or bus to your destination. The Date of Arrival is the day you’re expected to reach your destination.

For most domestic flights (that are not close to midnight), these are the same dates. For example, if you’re traveling from Manila to Boracay and you’re flight is scheduled to depart NAIA at 8am and arrive in Caticlan at 9am, then the dates are the same.

But there are longer journeys, especially those traveling by bus or those who will connect at another airport. In some of these cases, the date of arrival is different from the date you left your point of origin.

We get the confusion. It’s easy to assume that the Date of Departure is the date you leave the destination for your return trip, but that’s not the case. It’s the day you leave your point of origin.

I dont understand. You’re required to upload the swab test result at least two days before arrival date to get the the tp form, but the swab test they’re requiring should be taken two days before arrival date. So if my arrival date is on a saturday i should submit it on thursday but i can only get swabbes on thursday and results are usually given a day after. So how will it work?

This is still confusing. The one document direction makes for the confusion. What do you mean? You need a LGU residency approval form and results of your rt-pcr test included Also I’d cards etc How is this accomplished all in one document?

Hi Thomas, you may only upload one file per item. For example, for government ID section, one file. For vaccination card/RT PCR test, one file. For items that call for multiple documents at once, you may merge those documents into one file before uploading.

For example, in my case, they ask for hotel reservation and flight booking to be uploaded under one section, what I do is, I take a screenshot of the documents and merge them all as one PDF file (via Word or another app).

I am trying to register for an S-pass.under ” city/ municipality” why is Puerto Princesa not showing up? Can I just click on any Palawan municipality so I can register? Please advise

how are foreign non-filipinos supposed to register for the s-pass when we cannot select a region outside the Philippines in the personal details form?

Hi. I will be arriving from Canada in June. For my origin region, I just selected National Capital Region (NCR) as that is where Manila Airport is. What I’m trying to figure out is whether I have an “APPROVED SPASS”. I have registered, received a Personal QR code. Also, do I need a TCP for El-Nido, Palawan? There is no option to apply for a TCP in the SPASS website. It simply says that: For fully vaccinated tourists, requirements are Vax card & Approved S-PASS (Travel Coordination Permit).

This is where I’m stuck as well, there’s an option to apply for the TPP – Travel Pass Through permit but not for the TCP – Travel Coordination Permit. Did they ask you for a TCP in the end?

Hi Andrew, Manila doesn’t require it for travelers from Boracay. And as of July 2022, it’s no longer on the list of Boracay requirements either.

eTravel Pass

eTravel Pass is an online platform dedicated to passengers who arrive in or depart from the Philippines. The electronic system collects necessary visitors’ details, which are essential for speeding up border control and ensuring safety in the country.

At the moment, all travelers, including foreigners and Filipino nationals, who are considering visiting the Philippines, are required to complete the online registration for the eTravel Pass. No country in the world is currently exempt from this requirement.

For an issue-free journey, submit your eTravel Pass within 3 days of the intended trip date. Once the Philippine immigration authorities process your application, a receipt of your pass will be sent to you via email in the form of a QR code. This code is necessary to pass through the Philippine border control without any issues. It can be shown to the border officials either in a physical or digital form.

Important : The Philippines eTravel Pass is not the equivalent of a visa or eTA. All travelers are obliged to familiarize themselves with all entry requirements, as they may need to obtain other entry documents.

How to submit the eTravel Pass online

There are only three steps that you should have in mind once submitting your eTravel Pass online, including:

• Filling out an online form : You will be asked to provide some essential details such as your name, surname, passport number, etc. Make sure that all the data entered is error-free before you submit it for final approval.
• Upload supporting documents : Upload a previously prepared scan or good-quality photo of your bio-data passport page.
• Cover the processing fee : Choose one of the available methods (credit/debit card, PayPal, etc.) of online payment and pay the service fee.

Once you cover the payment fee, remember to refresh your email inbox. All the updates regarding progress in your application will be sent to you via email. The receipt of your processed eTravel Pass will also be sent electronically.

Since presenting an eTravel Pass QR code upon arrival in the Philippines is obligatory, you must be able to show it either on your mobile phone or present a printed copy.

Requirements to complete eTravel Pass for the Philippines

There are only a few requirements that must be met to successfully submit an eTravel Card for the Philippines. Before you start your application, make sure you have the following:

• an active email address that you frequently check
• any working electronic device with a stable Internet connection
• access to a valid means of online payment
• a digital copy of a valid passport that will not expire for at least 6 months beyond the travel date

Completing the eTravel application form also requires providing some details, including:

• personal data (name, surname, citizenship, passport number, occupation)
• address in the country of your permanent residence

Before submitting your application form, do remember to double-check the provided details, as any single typo or another mistake may result in delays in processing your eTravel Pass.

The eTravel is a Unified Electronic Travel Declaration Platform introduced by the Philippine authorities to collect data on travelers arriving in or departing from the country. The system facilitates border and health control and also serves as a source for economic analysis.

International travelers:    Yes, the Philippines is open to all international tourists. Foreigners from visa-required countries will not need an exemption document to enter the country but will still need to follow the immigration rules set by the government.

All inbound travelers will also be required to register via the eTravel Portal, which replaces the One Health Pass requirement. Travelers may register within 72 hours from their arrival in the Philippines or upon arrival. The pre-registration form may be accessed at etravel.gov.ph . For travelers who were not able to pre-register, there will be special lanes set up for arriving passengers to comply with the eTravel registration.

Domestic travelers: Yes (to re-opened destinations only and with restrictions)

Traveling within the Philippines is allowed for tourists but is limited to select destinations and with restrictions.

Following these rules will reduce your chances of contracting the disease. 

Mask-wearing and the presentation of proof of full COVID-19 vaccination are no longer mandatory in tourist spots. For your own safety, it is still encouraged to wear a mask in crowded places.

Tourist spots are generally safe, but it’s always best to be alert, make sure all your belongings are secure, and be cautious when interacting with strangers.

Yes, because the United States of America is one of the non-visa required countries . But note that like all foreign visitors, US citizens must follow the other requirements set by the government.

Below are the following requirements for foreigners traveling to the Philippines:

Foreign nationals of non-visa required countries 

Registration via etravel.gov.ph . This must be filled out within 72 hours from their arrival or travelers can comply upon arrival at the special lanes for eTravel registration.

A ticket back to the port of origin or the next port of destination outside the Philippines scheduled within 30 from arrival. An Entry Exemption Document (EED) must be secured for those staying beyond 30 days.

Foreign nationals with valid and existing visas

Valid visa and/or ACR I-Card

A ticket back to the port of origin or the next port of destination outside the Philippines scheduled within the allowed maximum stay in the Philippines.

Proof of vaccination is not required to enter the Philippines, but it may be required when crossing local borders. An International Certificate of Vaccination (ICV) is accepted as proof of a traveler’s fully vaccinated status, but other documents may also be accepted in its place. These include a VaxCertPH digital vaccination certificate or a national/state digital certificate of the foreign government where they were vaccinated, which has accepted VaxCertPH under a reciprocal arrangement.

How to get an ICV

ICVs are issued by the country where you got the vaccine. If you got your vaccines in the Philippines, you can get your ICV by booking an appointment via icv.boq.ph . It costs PHP300, and a PHP70 convenience fee will also be charged. Alternatively, you can apply for a vaccination certificate via vaxcert.doh.gov.ph to prove your fully vaccinated status when entering the Philippines.

After you land in the Philippines, you need to follow the guidelines set by the IATF. 

A quarantine is not required for international travelers entering the Philippines, but a seven-day self-monitoring period is highly encouraged.

AirAsia - The airline has flights from China, Hong Kong, Malaysia, Singapore, South Korea, Taiwan, and Thailand.

China Airlines - The airline has flights from Taiwan.

Emirates -  The airline has flights from the United Arab Emirates.

Yes. Banaue is a municipality in the province of Ifugao. It is most famous for the Banaue Rice Terraces and Batad Rice Terraces, the latter being recognized as a UNESCO World Heritage Site .

Cagayan province is known for its natural attractions, including Palaui Island and Callao Cave. It is locted in the most northeastern area of the Luzon mainland.

Fully vaccinated children aged 12 to 17 are allowed entry into the province but they must be accompanied by a fully vaccinated adult at all times. 

Camarines Norte in the Bicol region is a province known for its pristine beaches, islands, and waterfalls. It is home to Calaguas Islands, a group of islands and islets featuring powdery white sand and clear waters.

Fully vaccinated* individuals may just present their vaccination card or certificate to be allowed entry into the province

Unvaccinated and partially vaccinated individuals must report to the Municipal Disaster Risk Reduction and Management Office of the LGU of their destination.

Camarines Sur in the Bicol region is a province known for its island-hopping destinations and watersports. Caramoan Islands, which is famous for its secluded white sand beaches and coves, is located in this province.

• Unvaccinated and partially vaccinated travelers must show a negative RT-PCR test result taken within 60 hours from arrival or a negative antigen test taken within 24 hours before arrival.

Children below 12 years old are not required to undergo testing provided that the parent or guardian they are traveling with is fully vaccinated.

Fully vaccinated* individuals from Alert Levels 1 and 2 are exempted from presenting a negative COVID-19 test result. They must instead present their vaccination card that shows their fully vaccinated status

Unvaccinated or partially vaccinated individuals and those coming from Alert Level 3, regardless of vaccination status, must show a negative RT-PCR test result taken within 3 days prior to arrival

Nueva Ecija Province 

Located in the Central Luzon region, the province of Nueva Ecija is home to Minalungao National Park and Pantabangan Lake.

Fully vaccinated* individuals are exempted from showing a negative COVID-19 test result and instead need to present a COVID-19 domestic vaccination card issued by a legitimate vaccinating establishment.

Nueva Vizcaya Province 

The landlocked province of Nueva Vizcaya shares Mount Pulag with Benguet and Ifugao. The province is also known for its Ammungan Festival.

Only fully vaccinated individuals* are allowed to enter the province for leisure purposes. They need to present a COVID-19 domestic vaccination card issued by a legitimate vaccinating establishment.

Occidental Mindoro is located in the western half of the island of Mindoro. Apo Reef, the world’s second-largest contiguous coral reef, can be found in the waters of the province.

Fully vaccinated* domestic tourists are exempted from presenting a negative COVID-19 test result. They should present a COVID-19 domestic vaccination card issued by a legitimate vaccinating establishment.

Unvaccinated and partially vaccinated domestic tourists need to present a negative RT-PCR test result taken within 48 hours prior to arrival

Foreign tourists need to provide proof of their fully vaccinated status and a negative RT-PCR test result taken 48 hours before arrival in the province. They also need to provide outbound tickets to their next destination and a passport that is valid for at least 6 months.

When booking tours, book with DOT-accredited tour operators or coordinate with the Municipal Tourism Office of your destination. DIY tours are not allowed.

Oriental Mindoro is located in the eastern section of Mindoro Island. The province is famous for its pristine beaches and beautiful waterfalls. The province also serves as the jump-off point for those who want to visit the majestic Mt. Halcon.

Oriental Mindoro Province travel requirements for leisure travelers:

Fully vaccinated* individuals are exempted from presenting a negative COVID-19 test result. They should present a COVID-19 domestic vaccination card issued by a legitimate vaccinating establishment.

Unvaccinated and partially vaccinated travelers need to present a negative RT-PCR test taken within 48 hours prior to arrival in the province.
