Washington residents will need REAL ID-compliant identification to fly starting October 2020

SPOKANE, Wash. - Officials with Spokane International Airport, the Washington Department of Licensing (DOL) and the Transportation Security Administration (TSA) today reminded Washingtonians that starting Oct. 1, 2020, travelers 18 years and older will need a REAL ID-compliant form of identification to board a commercial flight.

Congress passed The REAL ID Act in 2005. It enacted a recommendation from the 9/11 Commission that established minimum security standards for state-issued driver licenses and identification cards. The Act further prohibited federal agencies, including the TSA, from accepting state-issued driver licenses or identification cards that do not meet the minimum standards.

Larry Krauter, CEO, Spokane International Airport stated, "We are working closely with our partners at the Department of Licensing and TSA to make sure that Washington state residents are prepared for the full implementation of REAL ID as related to air travel.  We want to ensure a smooth transition over the next year so that we avoid serious disruptions to travel plans, particularly during the busy 2020 Holiday travel season.  Given our substantial growth, our screening checkpoints are challenged when everything is going well, and we want to avoid passengers being turned away at the checkpoints because they do not have a REAL ID compliant license or other alternative like a U.S. passport."

Now is the time for residents to plan ahead and be ready to ensure compliance with REAL ID requirements. A Washington driver license that is REAL ID-compliant will have the words “Enhanced Driver License” across the top of the credential.  

“We want Washington residents to be ready, and this is a reminder you have one year to look at your identity document options and determine which one best fits your lifestyle,” said Teresa Berntsen, DOL director. “You may already have the travel ID you need if you have one of many REAL ID compliant documents, or Washington’s enhanced driver license or ID card.  We’ve been using our ID2020 campaign to help educate our residents on the various options, and we strongly encourage them not to wait until 2020 to make a decision.”

Travelers can show any REAL ID-compliant identification at the TSA security checkpoint. TSA maintains a full list of acceptable forms of identification . There are a variety of identity documents that can be used to board an airplane or enter secure federal facilities, including:

  • U.S. or foreign passport
  • U.S. passport card
  • Military ID
  • DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
  • Enhanced driver license
  • Transportation Worker Identification Credential

Washington’s enhanced driver licenses (EDLs) and enhanced ID (EIDs) cards are REAL ID compliant, valid for air travel within the United States, and can be used to cross the borders of Canada and Mexico by land or sea. Some commonly needed documents to get an EDL/EID are certified birth certificate, U.S. passport, or military ID. A  full list of document options to obtain an enhanced driver license or ID card is available on the DOL website.

“The majority of people who travel domestically provide their driver license to the TSA officer at the security checkpoint to confirm their identity,” said Lorie Dankers, a spokeswoman for TSA. “This time next year, the requirements will have changed and TSA officers will be prohibited from accepting identification from a traveler that does not meet the federal REAL ID standards. TSA strongly encourages the public to take steps now to ensure their identification will allow them to fly on Oct. 1, 2020.”

REAL ID is intended to improve the reliability and accuracy of driver licenses and identification cards while inhibiting the ability of terrorists and others to evade detection by using fraudulent identification.

Signs are posted at airports nationwide reminding the public that REAL ID-compliant licenses or other acceptable forms of identification will be mandatory for air travel beginning on October 1, 2020. TSA also maintains a list of Frequently Asked Questions on REAL ID.

How to get a REAL ID and use it for travel

The REAL ID Act is a law that sets higher security standards for state-issued driver's licenses and identification cards (IDs).

Why upgrade your license to a REAL ID?

Beginning May 7, 2025, if you have not upgraded your driver’s license or state-issued ID to be REAL ID-compliant, you will not be able to use it to:

  • Board federally regulated commercial aircraft
  • Access federal government facilities or military installations
  • Enter nuclear power plants

Check to see if your license or state ID is already REAL ID-compliant

If your driver's license or state ID has a star in the upper right-hand corner, it is already REAL-ID-compliant. There is nothing more you need to do.

How to get a REAL ID

When you apply for or renew your driver’s license or state identification card, you can choose to make it REAL ID-compliant. Find and visit your state's driver's licensing agency website to see what documentation you will need. Your new card will have the REAL ID star marking at the top right.

Do you need a REAL ID to fly?

If you do not upgrade your license or state ID, you can use a passport or one of these other acceptable forms of identification to fly . 

Can you still get a non-REAL ID-compliant license or state ID?

You will still be able to get a driver's license or state ID card that is not REAL ID-compliant. But you will not be able to use it for air travel or to get into federal facilities or military installations. Update: What REAL ID means for Washington state

Legislature has left action until next year on complying with 2005 federal law.

OLYMPIA — More than two dozen states and territories aren’t in compliance with a 2005 federal law that requires state driver’s licenses and ID cards to have security enhancements and be issued to people who can prove they’re legally in the United States. But Washington is one of just four states and one territory that haven’t received a compliance extension from the federal government, meaning millions of residents who currently have standard Washington driver’s licenses now need additional ID for access to some military bases, and will eventually be required to show additional documentation for air travel unless the Legislature acts.

Lawmakers in Washington have put off dealing with legislation to address REAL ID until next year, a year before the state’s residents may be required to show additional identification if they want to board a commercial aircraft.

Here’s a look at the federal law, what Washington has and hasn’t done, and the potential impacts:

Real ID Act

The law was passed by Congress after the 2001 terrorist attacks to strengthen rules for government-sanctioned identification. The 2005 law sets minimum standards for government-issued identification such as driver’s licenses that are required to enter certain areas in federal buildings or board commercial airplanes. Those standards include requiring applicants to provide proof of identity and legal US residency and requiring states to use counterfeit-resistant security features in the IDs.

More than 20 states and the District of Columbia have met the federal standards, according to the Department of Homeland Security’s website ( 1.usa.gov/239cQiA ). Nearly 30 states and U.S. territories are not in compliance, but federal agencies can continue accepting licenses from those states because they have been granted extensions by the federal government that will expire later this year, unless they are renewed.

Washington, Illinois, Minnesota, Missouri and American Samoa are out of compliance and do not have extensions.

Why isn’t Washington state in compliance?

Washington is the only state in the country that does not require proof of legal presence in the U.S. to get a standard state driver’s license or ID. However, the state does offer, voluntarily and at an extra cost, enhanced driver’s licenses and IDs that require proof of U.S. citizenship and are valid under the federal law.

As of this month, more than 530,000 Washington residents have gotten an enhanced driver’s license or enhanced ID card, with the vast majority of those being licenses. There are about 5 million people in the state with standard licenses, and about 600,000 with regular ID cards.

New Mexico previously had also not required proof of legal presence for its licenses, but this year it revised its driver’s license law, putting it in compliance with REAL ID. Under the new law in New Mexico, the state joins other states that give restricted licenses to people who can’t prove they are in the U.S. legally.

What lack of compliance means for Washington state

Eventually, Washington residents who only have standard licenses will need additional ID in order to board commercial aircraft. Already, they are no longer able to use their standard state driver’s licenses as identification to get a visitor’s pass onto Joint Base Lewis-McChord or the Yakima Training Center. As of April 1, people who don’t have an enhanced driver’s license have had to show additional forms of ID, like a passport or permanent resident card to gain access to those locations. The restriction applies to companies with employees who need unescorted access, as well as those seeking access to visit friends, family, the museums or other locations at the sites. Under an updated schedule released by the federal government late last year, Washington residents will need additional identification to board commercial flights starting on Jan. 22, 2018. Residents of other states that currently have extensions will have until Oct. 21, 2020 ( 1.usa.gov/1mJIGPf ).

What is the state doing?

Lawmakers have struggled over the past few years to even introduce a bill. Last year, the federal government granted the state an extension through October 2015 after state officials proposed a plan to the Legislature that would create a two-tiered licensing system that would keep the current enhanced license but would also create a standard state license that would indicate it is not valid for federal purposes.

But that measure never gained traction, and the Legislature adjourned in July without passing anything related to REAL ID. The federal government last October then denied the state’s request for another extension. No legislative action was taken during the most recent legislative session, but Republican Sen. Curtis King, chairman of the Senate Transportation Committee, has promised lawmakers will address the issue next year. King has already introduced Senate Bill 6678 and said he plans to hold work sessions on the measure this summer. Last month, King also wrote to the Department of Homeland Security to request a compliance extension for the state, based on the newly introduced legislation that creates the two-tier system.

“I recognize we can no longer wait on this matter,” King wrote, asking that the extension be granted “in order to minimize impacts to Washington residents as we engage in legislative deliberations to move our state into federal compliance.”

King has not yet received a response from the federal government. A DHS spokesman said that the letter has been received and that the state’s compliance status is under review.

The Washington State Department of Licensing (DOL) issues driver’s licenses and identification (ID) cards for people residing in Washington State. A driver’s license provides permission to drive in Washington and serves as official identification. The ID card does not authorize driving but serves as official identification. It can be useful to have legal identification from Washington for activities such as banking, domestic travel, proving your age (such as at 21-and-over venues), etc.

Here’s where you can use your iPhone as your digital driver’s license or ID so far

Apple announced plans to turn the iPhone into your driver’s license all the way back in 2021. Plane tickets, movie passes, and credit cards were already digital. Now it was time to digitize government-issued identification cards.

So far, only a few U.S. states actually let you add your driver’s license or state ID to Apple Wallet. However, there are more states without Wallet support where your iPhone can still become your driver’s license.

What’s the benefit of making your driver’s license or state ID available in Apple Wallet? For now, it’s very similar to using Apple Pay to checkout at a store.

Rather than presenting your physical driver’s license or state ID at TSA checkpoints in airports, simply tapping your iPhone or Apple Watch on an NFC reader can validate your identity. Boarding passes have long turned digital, and driver’s licenses are catching up.

There doesn’t seem to be a race to complete or even start the transition to digital IDs, though. For now, three states support IDs in Wallet.

You can add your ID to Wallet on iPhone in these states, according to Apple:

Apple said in 2021 that Connecticut, Iowa, Kentucky, Oklahoma, and Utah were also committed to support the feature. For now, it’s easy to find news coverage for states committing to digital ID support since 2021 without a solution in 2024.

While j ust a few states support IDs in Wallet so far, there are many more additional states and territories that are at various levels of exploring support. Beyond TSA support, IDs in Wallet could be accepted in banking, enterprise, and more.

While national support for IDs in Wallet may take years, more states officially offer digital IDs on iPhone sans Wallet support. States with mobile ID apps on iPhone include:

  • Mississippi

These states have mobile apps that let you use your digital ID with contactless terminals. The setup process may require registering your phone number, scanning the front and back of your physical ID, and verifying with a selfie. Users can then “certify” their digital ID to be used for TSA, age verification, and more.

Digital IDs aren’t just more convenient. When supported, a user can verify their age for age-restricted purchases like alcohol without revealing personal information like their birth date or home address, for example.

Digital ID pilot airports

While only four airports accept IDs in Wallet , there are many more field assessment pilot airports that accept digital ID apps . The TSA lists these locations, although TSA PreCheck is required:

If you don’t live in one of the few states that support digital IDs, you’re probably asking yourself when your state will make the list. Legislative bodies in each state and territory must propose and pass their own laws allowing digital driver’s licenses. This process is probably the biggest bottleneck.

Once legal, state officials must agree on how best to implement digital IDs. Companies like IDEMIA are making this process more straightforward, but each state tackles issues like support and security separately.

Last time I flew out of PHX, I got all excited to use my iPhone to get through security. I have TSA precheck, and I when I approached the agent desk with phone in hand, I asked her how to use my digital ID. She said, "I need your physical ID." I responded with, "I thought we could use Apple Wallet in this airport?" And she said, "Sometimes. But not today." 🤷‍♂️

Several states have already legalized digital driver’s licenses and state IDs but do not have a solution in place. Laws have been passed as recently as 2021, 2022, and 2023.

Some states are testing small pilot programs before officially launching support. Most states that offer digital ID support do not charge for access, but some states do charge a one-time fee of $10 or an annual fee of $2.

Having your driver’s license available in Apple Wallet on your iPhone without downloading something from the App Store is ideal scenario. If you’re wondering when your state will make the leap, it’s helpful to be familiar with digital ID laws in your state as well as recent news coverage about progress toward implementation. This data will give you the best information for managing your expectations.

You can renew online if you meet all these requirements:

  • The passport you are renewing is or was valid for 10 years, and you are age 25 or older. 
  • We issued the passport you are renewing between 2009 and 2015, or over 9 years but less than 15 years from the date you plan to submit your application. 
  • You are not changing your name, gender, date of birth, or place of birth.
  • You are not traveling for at least 8 weeks from the date you will submit your application. We will only offer routine service , and the time it takes to get a passport will be the same as renewing by mail. 
  • You are applying for a regular (tourist) passport. You cannot renew a special issuance (diplomatic, official, service) passport online.
  • You live in the United States (either state or territory). You do not qualify to renew online if you live in a foreign country or have an Army Post Office (APO) or Fleet Post Office (FPO) address.
  • You have your passport with you, and it is not damaged or mutilated, and you have not reported it as lost or stolen. Keep your most recent passport and do not mail it to us. 
  • You can pay for your passport using a credit or debit card.
  • You can upload a digital passport photo.
  • You are aware that we will cancel the passport you are renewing after you submit your application. You cannot use it for international travel.

If you do not qualify to renew online, you may be able to renew by mail or in person at a passport agency or center .

After creating your account, click on the "Renew Your Passport" button on the home page to start your application.  

You can save your application and finish it at a later date. You have 30 days to complete your application after you start it. If you do not complete your application in 30 days, you will need to start over. 

Enter info about your most recent passport

At this stage, we check the passport(s) you are renewing against our records to see if you can renew online. 

  • Enter your information as we printed it on the passport you are renewing. 
  • Try again if you believe you should be eligible to renew online. We may be experiencing temporary, technical issues with our system.
  • If you are not eligible to renew online, the application will give you a list of reasons. Double check your information before re-entering it.

Validity of Most Recent Passport : Make sure your most recent passport is or was valid for 10 years. The passport must be expiring within one year or have been expired less than five years.  

Your Name : Check the spelling, capitalization, hyphens, and spacing between letters in your name and compare them to your most recent passport. 

  • If your last name is spelled "McDonald" but printed as "Mc Donald," (with a space), make sure you enter your name as "Mc Donald"(with the space included) on the application. 
  • If your last name is spelled “Smith-Jenkins“ (with a hyphen) and printed in your most recent passport with the hyphen, try entering your name as “Smith Jenkins” (without a hyphen) or "SmithJenkins" (with no space). We will add the hyphen to your name when we review your application. 

Passport Book, Passport Card, or Both Documents : You can renew passport books and passport cards online. If you want to renew a passport book but not a passport card, leave the card section blank on the application. If you want to renew a passport card but not a passport book, leave the book section blank.

Paying for your Passport

To complete your application, you must  pay all passport fees  using a credit or debit card. Click the “Sign and Pay” button which will take you to pay.gov where you will pay your passport fees.  

Confirming Payment

We will send you emails about the status of your payment.

The first email will notify you that your payment is pending. The second email will confirm we processed your payment. If we are unable to process your payment, you will receive an email asking you to login to your account and pay again.  

Check your spam or junk folder if you do not see the emails in your inbox.

When you complete your application, you will need the passport you are renewing on hand. Keep your most recent passport. Do not mail it to us, or try to use it to travel since we will cancel it. 

One week after you apply, go to our Online Passport Status System to enroll in more emails about the status of your application. We will notify you when your application is in process, approved, and when we send your passport. We will also notify you if we need more information to process your application.

How to get support

Request faster service or change your mailing address.

If your travel plans change, you may request expedite service for an extra $60, or 1-2 day delivery of your completed passport book for an extra $21.36. One-to-two day delivery is not available for passport cards. We only send cards via First Class Mail.

If you are changing your mailing address, please note your new address must be in the United States (either state or territory). You cannot use an Army Post Office (APO) or Fleet Post Office (FPO) address.

Call the National Passport Information Center at  1-877-487-2778  . Provide your application number, or your last name and date of birth.

After you contact us, you won’t see any changes to your application in your MyTravelGov account.

Respond to a request for more information

Follow the instructions in the letter or email. You must respond within 90 days of the date on the letter or email. Our  Respond to a Letter or Email webpage  has tips and reminders on how to respond.

There are two different paths for support:  

Technical Support for your Account : Contact the Login.gov team if you need help changing your password, verifying your account, or changing your account information.  

Customer Support for your Passport Application : Contact us at 1-877-487-2778 if you have an issue completing your passport application, or you want to upgrade to expedited service, 1-2 day delivery, or change your mailing address.

Routine:  6-8 weeks*

Expedited: We do not offer this service if you are renewing online. Mail us your application and supporting documents. 

Urgent Travel:  We do not offer this service if you are renewing online. Make an appointment at a passport agency or center.

*Mailing times are not included in  processing times . Processing times only include the time your application is at one of our passport agencies or centers. The total time to get your passport includes both processing and mailing times.

    The enhanced driver license/ID is Washington's REAL ID-compliant form of identification. Many other states have chosen to offer a REAL ID card with a star marking. The EDL/EID bears a U.S. flag marking instead of a star. For domestic air travel, the EDL/EID and REAL ID card are equally acceptable.
