Traveling to India - Revised Guidelines

Guidelines for International Arrivals (in supersession of guidelines issued on the subject on 22 nd December 2022)

Introduction

Ministry of Health & Family Welfare has issued ‘Guidelines for International Arrivals’ in context of COVID-19 pandemic and updated the same from time to time. The present guidelines are being revised in light of increasing trajectory of COVID-19 cases being noted in some countries across the world.

This document provides protocols to be complied by international travellers as well as points of entry (airports, seaports and land border) and shall be valid for all flights landing in India w.e.f. 1 st January, 2023 (10.00 Hrs IST) till further orders.

A.1. Planning for Travel

i. All travellers should preferably be fully vaccinated as per the approved primary schedule of vaccination against COVID-19 in their Country.

ii. Additional requirements apply to passengers in all international flights from certain high risk countries*. Such travellers would be required to:

   a. Submit complete and factual information in self-declaration form on the online Air Suvidha portal ( newdelhiairport.in ) before the scheduled travel, including last 14 days’ travel details.

   b. Upload negative COVID-19 RT-PCR report** on the Air Suvidha portal (The test should have been conducted within 72 hrs prior to undertaking the journey).

   c. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise

   d. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Government of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority for any post arrival requirement including home/institutional quarantine/ self-health monitoring, as warranted.

A.2. During Travel

iii. In-flight announcement about the ongoing COVID-19 pandemic including precautionary measures to be followed (preferable use of masks and following physical distancing) shall be made in flights/travel and at all points of entry.

iv. Any passenger having symptoms of COVID-19 during travel shall be isolated as per standard protocol i.e. the said passenger should be wearing mask, isolated and segregated from other passengers in flight/travel and shifted to an isolation facility subsequently for follow up treatment.

A.3. On arrival

v.  De-boarding should be done ensuring physical distancing.

vi. Thermal screening should be done in respect of all the passengers by the health officials present at the point of entry.

vii. The passengers found to be symptomatic during screening shall be immediately isolated, taken to a designated medical facility as per health protocol (as above).

viii. The following protocol post arrival shall also be followed:

   a) A sub-section (2% of the total passengers** in all incoming international flights) shall undergo random post arrival testing at the airport on arrival, irrespective of port of departure.

   b) Such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). They will submit the samples and shall be allowed to leave the airport thereafter.

   c) If such travellers’ samples are tested positive, their samples should be further sent for genomic testing at INSACOG laboratory network.

   d) They shall be treated/isolated as per laid down standard protocol.

ix. All travellers should self-monitor their health post arrival also shall report to their nearest health facility or call National helpline number (1075)/ State Helpline Number in case they have any symptoms suggestive of COVID-19.

* China, Singapore, Hong Kong, Republic of Korea, Thailand and Japan

** Children under 12 years of age are exempted from both pre-departure and post-arrival random testing. However, if found symptomatic for COVID-19 on arrival or during the period of self-monitoring period, they shall undergo testing and treated as per laid down protocol.

Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. See  CDC guidance  for more details regarding air travel requirements.

Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

  • Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
  • During border inspection, verbally attest to their COVID-19 vaccination status. 
  • Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Accepted Vaccines:

  • 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
  • 2 weeks (14 days) after your second dose of an accepted 2-dose series;
  • 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
  • 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022 

Q: new changes were recently announced. what changed on january 22.

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

  • Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
  • Children under 18 years of age;
  • Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
  • Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
  • Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
  • Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
  • Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
  • Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations? 

A: See CDC guidance for additional information on this topic. Note that the vaccine requirement does not apply to children under 18 years of age.

Q: Does this requirement apply to amateur and professional athletes?

A: Yes, unless they qualify for one of the narrow CDC exemptions.

Q: Are commercial truckers required to be vaccinated?

A: Yes, unless they qualify for one of the narrow CDC exemptions. These requirements also apply to bus drivers as well as rail and ferry operators.

Q. Do you expect border wait times to increase?

A:  As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.

To help reduce wait times and long lines, travelers can take advantage of innovative technology, such as facial biometrics and the CBP OneTM mobile application, which serves as a single portal for individuals to access CBP mobile applications and services.

Q: How is Customs and Border Protection staffing the ports of entry? 

A: CBP’s current staffing levels at ports of entry throughout the United States are commensurate with pre-pandemic levels. CBP has continued to hire and train new employees throughout the pandemic. CBP expects some travelers to be non-compliant with the proof of vaccination requirements, which may at times lead to an increase in border wait times. Although trade and travel facilitation remain a priority, we cannot compromise national security, which is our primary mission. CBP Office of Field Operations will continue to dedicate its finite resources to the processing of arriving traffic with emphasis on trade facilitation to ensure economic recovery.

Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?  

A:  The unvaccinated individual (if 18 or over) would not be eligible for admission.

Q: If I am traveling for an essential reason but am not vaccinated can I still enter?

A:  No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.

Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?

A:  Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.

Entering the U.S. via Air Travel

Q: what are the covid vaccination requirements for air passengers to the united states  .

A:  According to CDC requirements [www.cdc.gov/coronavirus/2019-ncov/travelers/noncitizens-US-air-travel.html | Link no longer valid], most noncitizens who are visiting the United States temporarily must be fully vaccinated prior to boarding a flight to the United States. These travelers are required to show proof of vaccination. A list of covered individuals is available on the CDC website.  

Q: What are the COVID testing requirements for air passengers to the United States?  

A:  Effective Sunday, June 12 at 12:01 a.m. ET, CDC will no longer require pre-departure COVID-19 testing for U.S.-bound air travelers.

The Administration will end the COVID-19 vaccine requirements for international air travelers at the end of the day on May 11, the same day that the COVID-19 public health emergency ends. This means starting May 12, noncitizen nonimmigrant air passengers will no longer need to show proof of being fully vaccinated with an accepted COVID-19 vaccine to board a flight to the United States. CDC’s Amended Order Implementing Presidential Proclamation on Safe Resumption of Global Travel During the COVID-19 Pandemic will no longer be in effect when the Presidential Proclamation Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic is revoked .

Acceptable Identification at the TSA Checkpoint

Adult passengers 18 and older must show valid identification at the airport checkpoint in order to travel.

  • Beginning May 7, 2025, if you plan to use your state-issued ID or license to fly within the U.S., make sure it is REAL ID compliant . If you are not sure if your ID complies with REAL ID, check with your state department of motor vehicles.  
  • State-Issued Drivers License or State-Issued ID
  • U.S. passport
  • U.S. passport card
  • DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
  • U.S. Department of Defense ID, including IDs issued to dependents
  • Permanent resident card
  • Border crossing card
  • An acceptable photo ID issued by a  federally recognized , Tribal Nation/Indian Tribe
  • HSPD-12 PIV card
  • Foreign government-issued passport
  • Canadian provincial driver's license or Indian and Northern Affairs Canada card
  • Transportation worker identification credential
  • U.S. Citizenship and Immigration Services Employment Authorization Card (I-766)
  • U.S. Merchant Mariner Credential
  • Veteran Health Identification Card (VHIC)

In coordination with its DHS counterparts, TSA has identified acceptable alternate identification for use in special circumstances at the checkpoint.

A weapon permit is not an acceptable form of identification. A temporary driver's license is not an acceptable form of identification.

Beginning May 7, 2025, if you plan to use your state-issued ID or license to fly within the U.S., make sure it is REAL ID compliant . If you are not sure if your ID complies with REAL ID, check with your state department of motor vehicles.

TSA currently accepts expired ID up to a year after expiration, for the above listed forms of identification. DHS has extended the REAL ID enforcement deadline to May 7, 2025. Learn more about REAL ID on  TSA’s REAL ID  webpage.

TSA does not require children under 18 to provide identification when traveling within the United States. Contact the airline for questions regarding specific ID requirements for travelers under 18.

Don’t Have Your Acceptable ID?

In the event you arrive at the airport without acceptable identification (whether lost, stolen, or otherwise), you may still be allowed to fly.

The TSA officer may ask you to complete an identity verification process which includes collecting information such as your name and current address to confirm your identity. If your identity is confirmed, you will be allowed to enter the screening checkpoint, where you may be subject to additional screening.

You will not be allowed to enter the security checkpoint if you choose to not provide acceptable identification, you decline to cooperate with the identity verification process, or your identity cannot be confirmed.

TSA recommends individuals without acceptable identification arrive at least three hours in advance of their flight time.

Names With Suffixes

TSA accepts variations on suffixes on boarding passes and ID. Suffixes are not required on boarding passes. If there is a suffix on the boarding pass, and there is not one on the ID or vice versa, that is considered an acceptable variation.

If your identity cannot be verified, you will not be allowed to enter the screening checkpoint.

After two years of the pandemic, India’s decision to resume regular international flights from March 27, 2022 provides much-needed impetus to the recovery of aviation economy . Air bubble flights, especially on nonstop routes between USA and India , cost almost double the fare for regular international travel. The preference for nonstop air bubble flights over one-stop flights shot up during the pandemic though it burnt holes into the pockets of travelers, as there was an apprehension about some unexpected regulations during transit in a third country or stricter post-arrival norms in India. The recommencement of scheduled passenger flights will gradually make things fall back in the pre-pandemic order.

New routes to India from USA in 2022

The resumption of scheduled international air travel to and from India is a green signal for United Airlines and American Airlines to launch much-awaited nonstop flights to Bangalore from the US . United Airlines’ SFO to BLR route, and American Airlines’ Seattle to BLR service were repeatedly deferred over the low demand for travel, limited number of flights in the air bubble corridor, and other pandemic-induced restrictions. With international passenger flight operations returning to the pre-pandemic schedule from March 27, 2022, the new flights – SFO to BLR and Seattle to BLR – are likely to take off in May and October 2022 respectively.

Increased service frequency and seat availability  

Indian government’s go-ahead for 100% recommencement of regular international civil flights will remove the existing cap on weekly services to and from India for foreign airlines. Reportedly, Emirates flights to India are being restored to the pre-pandemic frequency in a graded manner. Emirates, one of the largest foreign carriers flying to India, operated 172 weekly flights connecting nine major Indian cities with the US via Dubai before the pandemic. Air Canada is also up with its spring schedule of 21 weekly return flights to Delhi from Canada.

In view of capacity restrictions to be eliminated from March 27, 2022, Lufthansa and Swiss International Airlines are looking to double their flights to Delhi and Mumbai in the weeks after March end. Bangalore and Chennai will also see the scaling up of weekly frequency by Lufthansa . Delta Airlines, Air France , KLM, and Virgin Atlantic have also operated international flights to India in limited capacity as per the air bubble agreement. These four partner airlines are looking to restore their pre-pandemic schedule for India.

India will also see resumption of flights by Turkish Airlines in the days following March 27, 2022. Turkish Airlines repeatedly cancelled its bookings for India in view of Indian government having extended the suspension of regular international travel, both inbound and outbound. Notably, Turkish Airlines, other than Qatar Airways and Emirates, connects Ahmedabad with 12 destinations in the US.

International airfares unlikely to drop anytime soon

“Higher frequency means lower fares. The restart of regular international air travel will provide stimulus to the competition among foreign airlines ramping up their service to India. The escalating competition on the international front will curb fares for not only economy travel but also business class air tickets to India in the months to come,” said the chief market analyst from Indian Eagle.

He added, “However, there are contradicting reports on this. Some reports state that international airfares will drop by 30-40% over the capacity and routes being restored to the pre-pandemic times. According to other reports, the resumption of scheduled international flights will have a very little impact on airfares in the aftermath of the geopolitical conflict that has already escalated the aviation turbine fuel (ATF) cost to an all-time high. Apparently, jet fuel accounts for nearly 40% of an airline’s operating expenses. If the ATF price hike sustains in view of the soaring crude oil prices, this will rule out any possibility for international flight tickets to get 40-30% cheaper in the near future.”

No airline-specific restriction for Indian travelers

Indian passport holders had been subjected to airline-specific restrictions on boarding in India for a considerable period of time during the pandemic. Bound to the bilateral air bubble agreement with India, British Airways , Air France, KLM, Lufthansa and Virgin Atlantic barred Indian passport holders from boarding flights in India, as they were destined to travel beyond Europe. Only US citizens and/or their spouses were able to travel to the US via Europe. Most of the European carriers, except British Airways, have recently loosened the restriction as reported by travelers holding an Indian passport.

However, the US-bound Indians travelled on BA flights from India, which were either ticketed or operated by the codeshare partner, American Airlines . The termination of air bubble travel agreements is expected to lift airline-specific restrictions, starting on March 27, 2022.

Hi Natwar! If the US is the destination, you need to take an antigen or RT-PCR test any time the day before your international flight from New Delhi even though you are fully vaccinated. Do make sure to take the test at an ICMR-approved lab.

At the moment Lufthansa says I need an Indian entry visa because “international transfer via India is not allowed” I can’t get an India e-visa because I’m British – if transit via Mumbai will be available after 27 April it will save my flight.

A viral social media video revealed a passenger ’s “nightmare” first-class experience on Air India , after he found ripped furnishings, dirt around his seat and a broken in-flight entertainment system.

Entrepreneur Anip Patel posted a video on 17 September documenting his flight from Chicago to Delhi on an Air India flight in his first-class seat that cost $6,300.

What he found when he boarded the plane for his 15-hour non-stop flight was the cabin in “poor condition”, with the seat being “unclean, with leftover food and trash still in the cabin, and everything looked worn out or broken”.

Patel described it as “the worst first-class cabin I’ve ever been on,” showing clips of dirt and hair within the “gross” plug socket compartment.

“There were things moving in every compartment; everything was ripped, ruined or had mildew on it. I understand regular wear and tear, but this was next level,” Patel said in the video.

He also took close-up clips of stains and rips on the cabin furnishings, adding that “everything was broken” and said tape had been used to secure things in place.

Patel was also offered headphones for his seat, but once opened, he claimed they were untangled and had mildew on them.

Patel also claimed that there was also no wifi within the cabin and his in-flight entertainment system was not working, despite the flight attendant coming back four or five times to try and restart it.

Patel said he “raw-dogged” the entire 15-hour flight without internet access or entertainment.

The passenger also showed a clip of the onboard menu, which he said at first looked “very promising,” only to then find out that 30 per cent of the food items were unavailable, he claimed.

While there were only four passengers in first class, he said that the lack of food items meant that the menu ended up being first-come, first-served.

Patel said that ‘everything was ripped’ in his first class cabin seat

Despite the issues he had with the menu, Patel did admit that the soup he received was delicious and was the “only good thing on the flight,” and that the pyjamas and skincare that were provided were decent.

After posting the clips of his first-class flight with Air India, the video went viral on social media, amassing millions of views across different platforms.

Patel later added that after the video gained online traction, Air India gave him a full refund for his first-class seat.

“I did not file any complaint with Air India but through social media they saw this video – they called me today and refunded my entire flight they did make it right and it’s worth noting,” he wrote.

Patel’s viral video was posted the same day Air India announced it would start a $400m refurb of their 67 legacy aircraft in its fleet.

The revamp will include new seats, carpets, curtains, and upholstery in its 27 narrowbody Airbust A320neo aircraft, followed by its 40 widebody Boeing aircraft.

The Independent has contacted Air India for comment.
