BREEAM Travel Statements and Travel Plans
As part of a planning application a development may be required to achieve a certain level of breeam (building research establish environmental assessment method) accreditation..
Evidence is required to achieve credits in a number of topics, which contribute towards an overall BREEAM score, ranging from ‘Very Good’ (55 points) to ‘Outstanding’ (85 points). The ‘Transport’ topic is weighted at 10%, meaning it can contribute ten points towards the overall BREEAM score.
Cole Easdon can help with the BREEAM standard TRA 01 Transport Assessment & Travel Plan which can earn the development up to two credits out of 12 available for Transport overall.
Despite the title above, the BREEAM guidance actually requires a Travel Assessment or Travel Statement depending on the scale of development. Either way, the report is worth up to two credits. The content of a Travel report differs from the standard Transport Assessments and Transport Statements we produce on a daily basis, with additional content required including detailed analysis of travel patterns and attitudes towards sustainable modes, access for disabled persons on and off the site and a public transport accessibility index score.
Up to ten additional credits can be obtained from the Travel Plan which will include objectives and targets to be achieved over a five-year term, details of amenities within 500m, a public transport accessibility score, measures, including those that may lead to additional credits in the future, and details of a monitoring regime.

BREEAM Tra 05 Travel Plan
This BREEAM Travel Plan was provided for the Assisted Living Extra Care, part of the development to be operated by McCarthy & Stone, produced in accordance with the requirements of BREEAM 2011 New Construction and the requirements of Tra 05 within the Transport section of the assessment, with the following aim:
"To recognise the consideration given to accommodating a range of travel options for building users, thereby encouraging the reduction of user reliance on forms of travel that have the highest environmental impact."

Encon Associates produced a detailed Travel Plan to demonstrate compliance of Tra 05 to achieve one credit towards the BREEAM 2011 New Construction Assessment of the development:

What is a Travel Plan?
A Travel Plan is a package of measures that promotes the choice of travel for employees, residents and visitors and seeks to alleviate the impact of single occupancy car travel on the local environment. Travel plans are aimed at commuting and work-based travel, to encourage staff, residents and visitors to choose alternatives to single occupancy car use and to reduce the need to travel to and from their work or visitor destination.
A Travel Plan can cover issues such as encouraging and promoting the use of public transport, the provision of cycling facilities, establishing car sharing databases and highlighting health issues. It encourages employees and visitors to share their car, walk, cycle or use public transport, whilst retaining a realist approach in encouraging travel change.

Green Travel Plans
Why do you need a green travel plan.
A Green Travel Plan is required where environmental considerations are necessary for the Considerate Constructors Scheme, or other environmental standards, such as BREEAM.
The Travel Plan records and monitors travel to and from site by all personnel and visitors for all reasons and the data are used in the site carbon footprint calculations.
It is also a means of promoting car-sharing or carpooling and use of public transport by site personnel, thus demonstrating a reduction in the site’s carbon footprint.
Green Travel Plans are required for compliance with BREEAM Tra 05 Travel Plan standard . They are also required for compliance with BREEAM Man 03 Construction Site Impacts Standard . This covers the monitoring, recording and reporting of energy, water and transport consumption data.
Other plans which are required for BREEAM Man 03 include Water Management Plans , Energy Management Plans , Carbon Monitoring Procedures , Responsible Sourcing of Site Timber , Environmental Management Systems and Traffic Management Plans . The latter are also required for BREEAM Tra 05 .

We have a project (assessed under RFO 2014) where a travel plan was completed, but not a TS as it wasn't required for planning purposes. Do you think it would be acceptable for all of the content needed (as per criterion 2) could be added as an addendum or would a brand new document have to be issued.
