Major overhaul of Winnipeg Transit routes in 2025 a 'huge' but needed change: transit advocate

Major changes to the city's transit route system next year were up for discussion at city hall on Tuesday, and while some are in favour of the overhaul, not everyone is on board.

The Winnipeg Transit master plan's  recommended primary transit network  would have buses operate high frequency routes along major roads, while feeder routes would run along smaller streets and connect with the primary lines where riders can transfer.

Released in 2021,  the master plan  lays out a 25-year vision that aims to nearly triple the number of households living within walking distance of a frequent bus route — meaning a bus arriving every 10 minutes during rush hour and 15 minutes the rest of the day — to 58 per cent from the current 21 per cent.

The changes would be implemented on June 29, 2025, when ridership is lower, according to Winnipeg Transit.

"This is all because we want to deliver better transit service," Coun. Janice Lukes, chair of the public works committee, told reporters at city hall on Tuesday. "We want to have higher frequency. We want to have more dependable service."

The first phase of the plan still needs to clear the executive policy committee and city council. If that happens, Lukes says, the city will try the new routes for a year before making any changes. 

"Sometimes you have to make the decision: bite the bullet, do the routes, deal with the feedback and fix it if it needs to be refined," she said. "Nothing we implement ever will be perfect."

The No. 10 bus route — which runs through Wolseley, into downtown and then St. Boniface — will be eliminated under the new plan. Instead, No. 28 would run down Arlington, onto Wolseley Avenue and run across the Maryland bridge.

That change would mean Wolseley resident Kathryn Martin would have to walk 20 minutes to catch the bus, she told the committee.

"So I'm supposed to — in -40 [C] — walk to Portage Avenue to catch a bus on the corner of Portage and Arlington, because that's the only stop that has the faster buses and has a shelter?" Martin said. "I don't know how that is even a conceivable idea in winter."

Martin says that would be even harder for people with reduced mobility, adding the city didn't do enough consultations.

'Exactly what needs to be done'

Brian Pincott, a spokesperson for the board of Functional Transit Winnipeg, says he doesn't share the same concerns about the cancellation of the No. 10 bus.

"This is an integrated, linked network, and the moment you start whittling away at any one of those links, the whole thing could fall apart or not function very well," he said Tuesday.

"I think what Winnipeg Transit is presenting, which is essentially taking the system that we have right now and blowing it up and starting over again, is exactly what needs to be done."

However, Pincott said, the plan is a "huge" change that Winnipeggers will need to get used to.

"The bus stop is not going to be where it used to be, and the bus route is not going to be the same one that [you're] used to."

Detailed schedules will be shared in April 2025, Winnipeg Transit says. The proposed route changes will not cost the city more, as the new network will use the same number of service hours as the existing system.

However, Lukes says, the city needs to hire more bus drivers amid an ongoing shortage.

She called Tuesday's discussion transit route overhaul a "finale" of many years of consultation.

15 killed as bus carrying seniors collides with semitrailer

TORONTO — A semitrailer collided with a bus carrying mostly senior citizens on a rural highway in Canada on Thursday morning, killing at least 15 people and injuring 10, authorities said, in one of the deadliest road accidents in the country’s recent history.

The bus, carrying passengers heading to a casino, was struck by the semitrailer at an intersection along the Trans-Canada Highway near Carberry, Manitoba, roughly 105 miles west of Winnipeg, police said.

Most of the victims were from the nearby city of Dauphin. The bus passengers ranged in age from 58 to 88 years old and included 19 women and six men, Superintendent Rob Lasson of the Manitoba RCMP Major Crime Service told reporters on Friday.

He said that the deceased passengers haven’t been identified individually.

“Our most heartfelt sympathies are with the families who have learned today that their loved one died in this horrific collision,” Lasson said Friday, adding that the “investigation is still ongoing with lots of work to do.”

Prime Minister Justin Trudeau called the collision “incredibly tragic.”

“I’m sending my deepest condolences to those who lost loved ones today, and I’m keeping the injured in my thoughts,” he said in a tweet. “I cannot imagine the pain those affected are feeling — but Canadians are here for you.”

Lasson told reporters Friday that a dash-cam video from the semi truck and witness statements appeared to indicate that the bus entered the road where the truck had the right of way. He said police have spoken to the truck driver, but have not interviewed the bus driver, who is hospitalized.

“We are not assigning culpability or laying any blame at this time,” Lasson said.

He said that authorities had seized both the semitrailer and the bus and were determining whether the latter had a data recorder that could help answer several key questions, including the speed of the vehicle and its mechanical status.

The deadly collision has stoked memories of the catastrophic junior hockey team bus crash in neighboring Saskatchewan five years ago that killed 16 players, coaches and staffers and injured 13 others.

The April 6, 2018, collision between a tractor-trailer and a bus carrying members of the Humboldt Broncos junior A team was one of the deadliest road crashes in Canadian history. The truck driver pleaded guilty to 29 counts of dangerous operation and was sentenced to eight years in prison.

“This incident does have echoes of the tragic collision that happened in Humboldt, Saskatchewan, and we are very much aware of that,” Lasson said Thursday. “We have already linked into the investigators in Saskatchewan who have firsthand experience.”

Canada suffered its deadliest road crash in October 1997, when a bus carrying seniors on a Thanksgiving Day fall foliage tour failed to negotiate a turn in Les Éboulements, Quebec, smashed through a guardrail and plunged 60 feet down a ravine , killing 44.

“I don’t believe we’ve had a mass casualty traffic accident like this in Manitoba,” Lasson said Thursday.

Shawn Young, chief operating officer of the Health Sciences Center, a trauma hospital in Winnipeg, told reporters Friday that six of the 10 injured are in critical care at the facility with injuries he called “significant.” He said many of the injuries were orthopedic in nature and had required surgery.

“Age does have a big impact on our ability to withstand injuries like this,” he said. “It will impact their recovery. It will impact their outcomes as well. This is an elderly cohort of patients, so the recoveries will be long, and of course, could be complicated.”

Kathryn Braun, director of the office of the chief medical examiner in Manitoba, said that three investigators are working full-time on gathering information that might help identify the victims.

The victims couldn’t be identified visually, Braun told reporters on Friday, because most had “significant facial trauma. Investigators must rely on fingerprint analysis, dental records or features of medical histories such as the serial numbers of hip replacements.

“The worst possible outcome for us is to mistakenly identify someone and give wrong information to families,” he said, adding that he hopes to have each of the victims identified by the middle of next week.

Braun has been working in forensic pathology for nearly three decades.

“There hasn’t been an event like this in that time,” he said.

An earlier version of this article said that 15 people were killed in a Saskatchewan bus crash five years ago. Sixteen were killed. The article has been corrected.

Divers find remains of finnish wwii plane that was shot down by moscow with us diplomat aboard.

HELSINKI (AP) — The World War II mystery of what happened to a Finnish passenger plane after it was shot down over the Baltic Sea by Soviet bombers appears to finally be solved more than eight decades later.

The plane was carrying American and French diplomatic couriers in June 1940 when it was downed just days before Moscow annexed the Baltic states. All nine people on board the plane were killed, including the two-member Finnish crew and the seven passengers — an American diplomat, two French, two Germans, a Swede and a dual Estonian-Finnish national.

A diving and salvage team in Estonia said this week that it had located well-preserved parts and debris from the Junkers Ju 52 plane operated by Finnish airline Aero, which is now Finnair. It was found off the tiny island of Keri near Estonia’s capital, Tallinn, at a depth of around 70 meters (230 feet).

“Basically, we started from scratch. We took a whole different approach to the search,” Kaido Peremees, spokesman for the Estonian diving and underwater survey company Tuukritoode OU, explained the group’s success in finding the plane’s remains.

The downing of the civilian plane, named Kaleva, en route from Tallinn to Helsinki happened on June 14, 1940 — just three months after Finland had signed a peace treaty with Moscow following the 1939-40 Winter War.

The news about the fate of the plane was met with disbelief and anger by authorities in Helsinki who were informed that it was shot down by two Soviet DB-3 bombers 10 minutes after taking off from Tallinn’s Ulemiste airport.

“It was unique that a passenger plane was shot down during peacetime on a normal scheduled flight,” said Finnish aviation historian Carl-Fredrik Geust, who has investigated Kaleva’s case since the 1980s.

Finland officially kept silent for years about the details of the aircraft’s destruction, saying publicly only that a “mysterious crash” had taken place over the Baltic Sea, because it didn’t want to provoke Moscow.

Though well documented by books, research and television documentaries, the 84-year-old mystery has intrigued Finns. The case is an essential part of the Nordic country’s complex World War II history and sheds light into its troubled ties with Moscow. But perhaps more importantly, the downing of the plane happened at a critical time just days before Josef Stalin’s Soviet Union was preparing to annex the three Baltic states, sealing the fate of Estonia, Latvia and Lithuania for the next half-century before they eventually regained independence in 1991.

Moscow occupied Estonia on June 17, 1940 and Kaleva’s doomed journey was the last flight out of Tallinn, though Soviets had already started enforcing a tight transport embargo around the Estonian capital.

American diplomat Henry W. Antheil Jr., who is now considered one of the first U.S. casualties of World War II, was aboard the plane when it went down.

The 27-year-old Antheil, the younger brother of the acclaimed composer and pianist George Antheil, was on a rushed government mission evacuating sensitive diplomatic pouches from U.S. missions in Tallinn and Riga, Latvia, as it had become clear that Moscow was preparing to swallow up the small Baltic nations.

An Associated Press wire item dated June 15, 1940 noted that “Henry W. Antheil Jr. of Trenton, N. J., attached to the United States Legation in Helsinki, was killed in the mysterious explosion of a Finnish airliner yesterday.” In the U.S. media, Antheil’s death was overshadowed by much bigger news from Europe at the time: the Nazi occupation of Paris.

The U.S. Embassy in Tallinn has thoroughly documented and researched the case over the years.

Embassy spokesman Mike Snyder told the AP that “news of the possible location of the wreck of the Kaleva passenger plane is of great interest to the United States, especially since one of the first U.S. casualties of the Second World War, Diplomat Henry Antheil, occurred as a result of the plane being downed.”

Earlier this month, the U.S. ambassador in Estonia, George P. Kent, shared a post on X that included photos of Antheil, Kaleva and a memorial plaque by the American Foreign Service Association in Washington with Antheil’s name engraved in it.

Kaleva was carrying 227 kilograms (500 pounds) of diplomatic post, including Antheil’s pouches and material from two French diplomatic couriers — identified as Paul Longuet and Frederic Marty.

Estonian fishermen and the lighthouse operator on Keri told Finnish media decades after the downing of the plane that a Soviet submarine surfaced close to Kaleva’s crash site and retrieved floating debris, including document pouches, that had been collected by fishermen from the site.

This has led to conspiracy theories regarding the contents of the pouches and Moscow’s decision to shoot down the plane. It still remains unclear why precisely the Soviet Union decided to down a civilian Finnish passenger plane during peacetime.

“Lots of speculation on the plane’s cargo has been heard over the years,” Geust said. “What was the plane transporting? Many suggest Moscow wanted to prevent sensitive material and documents from exiting Estonia.”

But he said that it could have simply been “a mistake” by the Soviet bomber pilots.

Various attempts to find Kaleva have been recorded since Estonia regained independence more than three decades ago. However, none of them have been successful. Not even the U.S. Navy’s oceanographic survey vessel Pathfinder could locate remains of the plane in a 2008 search around the Keri island in a venture commissioned by the Estonian government from the Pentagon.

“The wreckage is in pieces and the seabed is quite challenging with rock formations, valleys and hills. It’s very easy to miss” small parts and debris from the aircraft, Peremees said. “Techniques have, of course, evolved a lot over the time. As always, you can have good technology but be out of luck.”

New video taken by underwater robots from Peremees’ company show clear images of the three-engine Junkers’ landing gear, one of the motors and parts of the wings.

Peremees and his group are “absolutely” convinced the parts belong to Kaleva because of the distinctive and recognizable design of the German-made Junkers Ju 52, one of the most popular European passenger and wartime transport planes in the 1930s and early 1940s.

The plane was operated by the predecessor of the Finnish national airline Finnair. Jaakko Schildt, chief operations officer of Finnair, described Kaleva’s downing as “a tragic and profoundly sad event for the young airline” that Finnair, then named Aero, was in 1940.

“Finding the wreckage of Kaleva in a way brings closure to this, even though it does not bring back the lives of our customers and crew that were lost,” Schildt said. “The interest towards locating Kaleva in the Baltic Sea speaks of the importance this tragic event has in the aviation history of our region.”

Peremees said his company would now focus on creating 3D images of Kaleva’s debris and discuss with Estonian authorities about the possibility of raising some of the items and, if found, the plane’s cargo and human remains.

Snyder from the U.S. Embassy in Tallinn said that Washington is closely monitoring the diving group’s efforts.

“We are following the investigation of the site and will be happy to discuss with our Finnish and Estonian (NATO) allies any developments resulting from recovery efforts,” Snyder said.

A stone memorial set up in the early 1990s to the victims of the Kaleva crash is located on Keri, and Helsinki’s old preserved Malmi airport terminal building, where Kaleva was supposed to arrive, has a memorial plaque set up in 2020 with the names of the victims.
