Greece to Fight Overtourism With Fees on Cruises and Crackdown on Short-Term Rentals

Greece's prime minister acknowledged there's an overtourism problem in his country that needs to be addressed but he thinks it's only confined to Santorini and Mykonos.

Greece plans to tax cruise passengers that step foot on the islands Santorini and Mykonos and ban new short-term rentals in three of Athens’ central districts, the prime minister announced on Saturday.

“A cruise fee is [going to be] imposed per passenger who disembarks in a port in Santorini and Mykonos,” said Greece Prime Minister Kyriakos Mitsotakis in a speech Saturday outlining his policies for 2025 .

The prime minister said he was concerned about “the image on some of our islands some months of the year due to cruise ships.”

The cruise fee will be 20 euros (around $22) during the peak summer season and the funds will be used to mitigate the impact of the increased traffic. “Cruise shipping has burdened Santorini and Mykonos and this is why we are proceeding with interventions,” said Mitsotakis, at a press conference on Monday, reported Reuters .

Santorini Mayor Nikos Zorzos has also proposed charging tourists an access fee, along with other measures to better manage tourism.

Mitsotakis also said he plans to increase  Greece’s climate crisis resilience tax . Between March and September, hotels charge their guests the tax. Misotakis said the funds raised will go toward supporting communities.

Greece has been one of the most popular destinations in Europe this year. From January to June, inbound travel to Greece reached 11.6 million, up 15.5% from last year, according to the Bank of Greece .

At the press conference, Mitsotakis said Greece doesn’t have a “structural overtourism” problem except for a few destinations. “Some of its destinations have a significant issue during certain weeks or months of the year, which we need to deal with,” he said.

Ban on New Short-Term Rentals in Athens

To ease rent inflation and increase the supply of housing, Mitsotakis announced new incentives, disincentives and restrictions for short-term rental owners.

Property owners who convert short-term rentals or previously unoccupied apartments into long-term housing will be exempt from rent taxes for three years. New taxes will also be imposed on short-term rental contracts through platforms like Airbnb.

New short-term rental leases will be banned in three central districts of Athens for at least one year. “The character of our neighborhoods must not be diluted nor should the right of profit of one prevent the housing of another,” said Mitsotakis.

At a follow-up press conference, the prime minister said the government will expand the ban to more districts in Athens if the number of short-term rentals exceed “a certain limit.”

Greece Introduces New Cruise Tourism Measures for Popular Islands

Greece has introduced new regulations aimed at managing the surge in cruise tourism on islands like Santorini and Mykonos. The measures include a proportional cruise passenger levy and limits on the number of cruise ships allowed to dock at these popular destinations simultaneously. Prime Minister Kyriakos Mitsotakis announced these steps during his speech at the  Thessaloniki International Fair  on September 8, 2024

A proportional Cruise Passenger Levy

One of the major announcements was the introduction of a proportional cruise passenger levy , focused on alleviating the strain on islands like Mykonos and Santorini.

According to the Prime Minister, a levy of 20 euros per passenger will be imposed during the high season on these islands, with lower levies applied at other ports based on their respective tourism demand. This move aims to reduce overcrowding during peak months when infrastructure is pushed to its limits. Mitsotakis emphasized that the levy would vary depending on the popularity and seasonality of the destination.

“This is a necessary step to help communities manage the increasing number of visitors while ensuring that the infrastructure can support them,” Mitsotakis said. A portion of the revenues generated will be reinvested into local projects to help offset the pressure that tourism places on these small island communities.

Limiting Cruise Ship Arrivals

Beyond the new levy, the Greek government will introduce further measures to limit the number of cruise ships allowed to dock at these islands simultaneously . This regulation aims to ensure that tourists paying premium prices for extended stays are not overwhelmed by large numbers of day visitors. Mitsotakis explained that this measure is part of a broader effort to enhance the quality of the tourism experience.

In a press conference following his speech, Mitsotakis stressed that while cruise tourism generates significant revenue, it also creates challenges for certain destinations. “ Our goal is not just to increase arrivals, but to enhance revenue . Fewer tourists spending more would be better for the sustainability of these destinations,” he said.

Tackling High Tourism Demand: A European Trend

The introduction of these measures in Greece follows a growing trend in Europe, where other popular destinations have taken similar steps to manage high tourism demand . Cities like Venice and Barcelona have also imposed taxes or caps on tourist numbers in an effort to protect their infrastructures and cultural heritage. By following this trend, Greece seeks to balance promoting tourism, which is vital to its economy, with preserving the unique appeal of its most visited locations.

These new policies reflect a shift in Greece’s tourism strategy, now focused on sustainable growth and long-term benefits for both local communities and the economy.

“By imposing a proportional levy and regulating cruise ship arrivals, Greece is taking decisive action to manage the pressures of crowded tourism while maintaining the country’s appeal as a top global destination,” Mitsotakis concluded. “It is important to maintain the charm and experience that make these destinations special, while also ensuring that local communities are supported and infrastructure is strengthened.”

Greece doubles down on its anti-cruise rebellion

• Greece will charge cruise passengers €20 ($22) to visit some of its most popular islands.
• The tax aims to curb tourism and protect local environments during summer.
• Other destinations like Venice have also implemented tourist levies to manage crowds.

Greece just announced a new plan to keep a handle on tourism.

Speaking at a trade fair in Thessaloniki over the weekend, Prime Minister Kyriakos Mitsotakis said he plans to introduce a €20 ($22) fee for passengers arriving at ports in some of its most popular islands such as Santorini and Mykonos during the peak summer months.

He also announced a one-year ban on new short-term rentals in three of the main areas of Athens, multiple news organizations reported .

Business Insider contacted the Greek government for further comment but didn't immediately hear back.

Cities, towns, and picturesque spots worldwide have been struggling with mass tourism , with locals and officials eager to make their areas more livable for residents.

Venice and Barcelona have introduced or raised tourist levies to reduce visitor numbers. New Zealand recently said it will triple its entry fee for foreign visitors to NZ$100 ($62).

Greece is the latest European country to impose measures to curb hoards of people arriving during the summer.

The Greek government also intends to moderate the number of cruise ships that dock simultaneously at certain ports to protect the local environment and combat water shortages on islands, per Reuters .

In 2023, 1.3 million people arrived at Santorini via around 800 cruise ships, according to data from the Hellenic Ports Association.

Mitsotakis said Sunday that part of the tourist tax revenues would be given to local communities to improve infrastructure, per Reuters.

But Greece's economy relies heavily on tourism. According to Bank of Greece data, the estimated travel expenditure of non-residents during their stay in Greece last year stood at €20.5 billion ($22 billion).
