The currency in Dubai is the dirham, which is shortened to AED (United Arab Emirates Dirham). One dirham is divided into 100 fils. The dirham has been pegged to the US dollar since 1997, meaning the exchange rate never changes. One US dollar is worth AED3.67.

With a coastal location on the Arabian Peninsula, Dubai enjoys a warm climate all year. The ‘winter’ months last from October to May with warm temperatures ranging from 20–35°C (68–95°F).

Dubai is a cosmopolitan city and a diverse melting pot where almost all attires and cultural expressions are accepted. Swimwear is permissible at beaches, waterparks, public pools and spa areas but is not considered appropriate in areas such as business districts and shopping malls.

Marhaba! Dubai is a warm and friendly city and you will come across many people who will greet you with a smile and wish you well. A handshake is customary, but do note it is typically accepted that this should be initiated by women.

Public displays of affection are best kept to a minimum. Holding hands is acceptable, but kissing and hugging in public areas is not permitted.

Alcohol is served in licensed establishments such as hotels, bars and specialised shops to those over 21 years of age. However, drunk and disorderly conduct and drunk driving are not acceptable. Use or possession of illegal drugs is also strictly prohibited.

Many medicines used worldwide are readily available in pharmacies and hospitals across Dubai, but as in most countries, there are some medications which are restricted or prohibited for use in the UAE.

The UAE Ministry of Health and Prevention (MOHAP) has full details of controlled or prohibited medications, plus information on what documents you need to carry with you if you need to bring a controlled medication into Dubai. MOHAP also issues a permit to import medicines into the UAE, which you can apply for on their website .

While the permit is optional, it is strongly recommended to obtain it prior to your trip as it will help ensure you have all the correct information and documents. You must also bring your official prescription from the issuing authority of where you are receiving treatment. Please note you can carry medicines for a maximum period of three months. If you have any questions, or want to check the status of a particular medication, contact your local UAE embassy, or get in touch with MOHAP .

To tip or not to tip? The short answer is, there are no rules when it comes to tipping in Dubai. How much you tip varies from profession to profession, and is also largely down to personal preference. It is customary to offer a little extra in most cases, but it certainly isn’t compulsory. Everyone arrives in Dubai with their own customs and expectations, but one thing that's always consistent is the high level of service.

Things to Know Before Applying for UAE/Dubai Tourist Visa

Getting a Visit Visa for UAE is pretty easy as it takes only a few days. But at first glance, it may seem complicated because you need a sponsor:

  • From someone who is presently residing in UAE. It can be a friend, a relative, colleague, or an acquaintance;
  • An airline like Etihad or Emirates,
  • Or Travel agency.

2, 3, and 4 are easy to find so no need to worry if you don’t know anyone from there.

Different Types of UAE/Dubai Tourist Visa

You have to know first about how long exactly you will be staying in Dubai and who will sponsor you. You can check the visa that’s applicable to you here .

Transit Visa

A transit visa is for 96 hours of stay valid for 14 days from the date of issue. Remember that you should have a confirmed onward ticket to your next destination and a confirmed hotel reservation in the UAE. You must also leave the UAE within 96 hours of arrival.

Visit Visa (Short term/Long term)

A visit visa is a visa by a family member, relative, or friend. The short term visit visa is valid for 30 days. And the long term is for 90 days.

Tourist Visa

A tourist visa is under the visit visa. Anyone from around the world can obtain this visa. This type of visa will grant you up to 30 days to stay in the UAE. It requires a sponsor; either UAE airlines, hotels, and tour operators.

Main requirements in applying for UAE/Dubai Tourist Visa

  • A scanned copy of your passport’s bio page and last page – your passport must be valid for 6 more months from the date of intended travel;

Philippine Passport

  • Scanned colored passport-size photo with white background;
  • Completed application form;
  • Visa fee; and
  • Lastly, if someone will sponsor your trip from the UAE, you will need a copy of their Resident Visa and their Emirates ID Card.

Supporting Documents for UAE/Dubai Tourist Visa

  • Round Trip flight ticket – required if you’re getting your visa through a specific airline;
  • Hotel bookings – required if you’re getting your visa through a hotel;
  • If you’re traveling with your minor child, the minor’s birth certificate; and
  • If applying for a transit visa: a hotel reservation and onward/return flight ticket.

Rent A Flight

NOTE: If you’re booking through a travel agency, it’s possible that they will require you to provide additional documents.

And that’s it! When you have all the documents, just send them to your sponsor and let them process the tourist visa for you!

1. How will I know if a hotel can sponsor me?

Just visit their website. If there’s nothing written, then you can send them an email directly.

2. Can I renew or extend a Visit Visa?

Visas can be extended for up to 30 days twice. You’ll need to apply at EChannel or  GDFRA .

3. Can I work in UAE with my Tourist/Visit Visa?

No, don’t do it, it’s illegal.

4. Is it advisable to get the services of a travel agency?

If you do not have any friends or relatives in the UAE who can sponsor you and if you don’t want to apply with hotels/airlines, then you don’t have a choice but to avail of their services.

5. Can I apply even when I’m out of the country?

One of the highlights of last year for me was my short stop in the United Arab Emirates (UAE). I was there for two reasons: to visit one of my closest friends, who moved to Dubai a few years ago, and to take advantage of a stopover. I was coming from a longer trip around Morocco and Turkey, and my flight back to Manila (Philippines) was connecting at Dubai Airport, so I decided to just seize the opportunity and stay there for over a week.

UAE Visa is probably the easiest visa we got. It was expensive, but it was relatively effortless, especially given that we have a friend in Dubai, who served as a sponsor.

Yep, sponsor. If you’re applying for a UAE Visa, you need a sponsor. It can be a family member, a colleague, or a friend. This will make things a lot easier. If you don’t know anyone there, an airline, hotel, or travel agency can sponsor you.

In the beginning, we had a difficult time figuring out the process. There’s just so much info online and they somewhat say different things because they serve their own interest. For example, some UAE-based airlines also offer visa services but they require flight tickets booked with them. Dozens of hotels are also authorized to process visas, but many of them require that book rooms with them (for obvious reasons). In this post, I’ll try to summarize everything so you have all possible options.

WHAT'S COVERED IN THIS GUIDE?

Who needs a UAE Visa?

Since I am a Philippine passport-holder, I had to secure a visa first before entering UAE. Not everyone needs a visa, though.

  • If you’re a citizen of any member-state of the Gulf Cooperation Council (GCC), no visa is needed . Here are the six GCC members: Bahrain, Kuwait, Oman, Saudi Arabia, United Arab Emirates, Qatar*. I’m putting an asterisk on Qatar because although it is a member, its diplomatic ties with UAE and other members have been severed in a rift that began in June 2017.
  • Visa-on-arrival is available free-of-charge for the citizens of the following countries : EUROPE: Austria, Belgium, Denmark, France, Germany, Italy, Luxembourg, the Netherlands, Norway, Portugal, Switzerland, Sweden, UK, Czech Republic, Lithuania, Hungary, Latvia, Estonia, Ireland, Greece, Finland, Spain, Monaco, Vatican, Iceland, Andorra, San Marino, Liechtenstein, Poland, Slovenia, Slovakia, Malta, Cyprus, Croatia, Romania, Bulgaria, ASIA: Brunei, Hong Kong, Japan, Malaysia, Singapore OTHERS: United States, Australia, New Zealand

For the rest of us, a visa is required.

Note that this doesn’t get affixed to your passport. A regular 30-day tourist visa must be used within 60 days from the date of issuance.

TYPES OF UAE VISA

Travelers visiting the UAE for leisure has three visa types to choose from depending on your purpose and travel duration.

  • Visit Visa , if you’re traveling to UAE to visit an immediate family member who is a resident of the UAE (sponsor). The family member must be earning more than AED 4000 or AED 3000 + accommodation. The sponsor should be the one to apply for you.
  • Tourist Visa , if you’re visiting a distant relative or friend or if you don’t know anyone there. The regular single-entry visa can let you stay for up to 30 days, although a multiple-entry visa is also available. If you know someone in UAE, it would be faster and easier if they apply for you. But if you have no connections, you can get a visa via an airline, hotel, or travel agency. (More info about that below)
  • Transit visa , if you’re visiting UAE for at least 8 hours but not longer than 4 days (including the arrival and departure days). This can also be pre-arranged. This visa can be used within 14 days from the issue date.

Here’s a quick summary of the validity, maximum number of days allowed, and costs per visa type. I’m also indicating a range of prices per type. Rates vary greatly, depending on where you apply.

None of these visas can be extended.

In June 2018, the UAE Government approved the waiving of fees for transit visas for 48 hours. However, I have no idea about details of this: until when it will be implemented or what requirements are needed. The announcement, however, states that transit visa may be extended for up to 96 hours for a fee of AED 50.

Important : In a memo released on June 2, 2017 , Dubai’s Immigration has ordered agencies to stop accepting applications for 90-day visit visas from Filipino and Pakistani citizens for the next 3 months. Not sure if this will be restored in the future but until further notice, this option is no longer available for travelers from the Philippines and Pakistan. Update (Oct 2018): This has been restored.

UAE VISA REQUIREMENTS

The following are the required documents when applying for a UAE visa. These are the basic requirements.

Your sponsor may add more. For example, if you book your visa via Etihad Airways, they will ask for Etihad flight tickets. If you book with a hotel, they can demand that you reserve a room with them. Travel agencies often don’t have these extra reqs, but as I scanned prices, I found theirs to be a bit more expensive. Some agencies ask for flight and reservations too, some don’t. The agency where we applied didn’t ask for these so we didn’t submit.

Anyway, here are the required documents when applying for a UAE (Dubai) visa:

  • Clear scanned passport copy (the bio page and the last page). Must have at least 6 months validity.
  • Scanned colored passport-size photo . 4.3 x 5.5cm. White background. At least 80% of your face must be visible.
  • Accomplished application form . It is usually the sponsor (travel agency, host) who does this.

If you’re sponsored by someone in the UAE , they will also be asked for a copy of their Resident Visa and their Emirates ID (resident card).

If you’re a parent traveling with a minor (18 years old and below), you must also submit a copy of birth certificate of the minor

If applying for a transit visa , a hotel reservation and onward flight ticket are usually collected too.

Additional requirements for visit visa

Additional requirements if visiting immediate family:

  • If sponsored by a wife or husband : marriage contract attested from Ministry of Foreign Affairs or UAE Embassy
  • If you’re a minor getting sponsored by a parent in UAE , attested birth certificates
  • If your relationship with sponsor cannot be proven from family names displayed on the sponsor’s and the invited relative’s passports: Relationship proof attested from the Embassy
  • If your sponsor works for a private company : Attested work contract
  • If your sponsor is a UAE government employee : a salary certificate

Optional Documents

The following documents are NOT required. These are often ignored, but the travel agency or sponsor may ask for in order to speed up processing of your visa.

  • If you have traveled to UAE within the past year , a copy of the entry and exit stamps on your passport
  • If you have traveled to the USA, UK, Schengen countries, Canada, Russia, Australia or New Zealand within the past 5 years, submit a copy of your visas.

WHERE TO SUBMIT YOUR UAE VISA APPLICATION

Once you have all the documents, it’s time to find a “sponsor”.

Like I said earlier, a sponsor can be a family member or a friend living in UAE. It will be much faster if they take care of the application. Just send them your papers. But if you don’t know anyone there, an airline, hotel, or travel agency in UAE can serve as your sponsor.

UAE-based Airlines

  • Etihad . You can apply here .
  • Emirates . More info here .

Most 3-star hotels (and up) are able to process UAE visas. So if you’re already eyeing a hotel, send them an email if they also offer visa services because there’s a big chance that they do.

You may also check their official website. For example, Jumeira Group — which owns and runs the Burj Al Arab, Jumeirah Beach Hotel, Jumeirah Emirates Towers Hotel, Madinat Jumeirah, Jumeirah Living World Trade Centre Residence, Jumeirah Creekside Hotel — provides plenty of visa info on their website. If you would be staying at any of them, you may apply here .

UAE Travel Agencies

In our case, my friend in Dubai who took care of our application went to a travel agency and it went smoothly. We didn’t run into any problem. You can also avail of their services if you don’t know anyone. Here are the details of the agency that processed our application:

Hi Ann. To be honest, in our case, we didn’t present the original pink visa, just a printed out online copy. We didn’t run into any trouble. However, we also heard stories (other travelers) na hindi daw nga tinanggap kung hindi original. So my advice is to just get the original copy to be safe.

hi…. i just want to know what is a “PINK VISA”, i got mine with the help of a travel agency and they only gave me a copy that looks like the one you posted on a short bond paper size. is there any other copy? and also is it ok if i fold the paper in an envelope size for easy carrying?

Hi Mia! The pink visa is the original copy of the visa. We’ve heard from other commenters that Immigration asks for this, but in our experience, we just presented a printed our copy of the visa emailed to us and they accepted it. So we’re not sure if it’s really a requirement. If you can secure a pink copy, that would be best.

You will still need a visa. Best if yung parents nya ung magpo-process kasi andun na sila.

But please make sure you also secure a DSWD clearance since you’re traveling with a minor without either parent.

Hi Po. Good evening. I have a questions po. This year lang Month of May pumunta kami ng Foreigner Boyfriend ko sa Hongkong, Thailand, at Singapore. And this coming October po pupunta po kami ng Dubai with his mom for 7 nights and 8 days. Tapos doon na po kami magkikita sa Dubai at wala po akong work kasi nag aaral po ako. Kumbaga ayoko na syang pumunta pa ng PHILIPPINES because malayo na kasi pag nag travel pa sya papuntang Philippines bali 48 hours na in one way, aside sa 15 hours from their home to dubai. Hi Jheyann, the validity of the visa is different from the duration of stay. The length of stay depends on what you’re applying for. The standard visa is good for a 30-day stay. A 90-day-stay visa is available now too, but I think you have to justify why you need to stay that long.

Hi my bf currently suffered from a serious car accident in abu dhabi, thank God he survived. But I think he is going through depression ever since the accident. He is not in good terms with this family and so he’s been badly asking me to visit him there in UAE. Hi Chacha, I don’t think your income matters in the visa application. Your occupation will be displayed on your visa, but they usually don’t ask for proof.

However, even if you’re able to get a visa, you still have to go through PH Immigration, which is by far stricter. If you’re unemployed and your destination is Dubai, you’re likely to undergo secondary inspection because UAE is a “hotspot” destination for them. In this case, you will have to provide proof of your relationship with sponsor and proof of employment/financial capability of your sponsor.

Ideally, to be safe, mas okay if you have a letter of invitation. But in reality, madalas, they don’t look for this document. Pero if matapat ka sa strict na officer or if pagdudahan ka nila, they can ask for an invitation.

Types of Dubai visas

Before you start applying for a Dubai visa, you need to find out what types of visas you need. There are some multi-entry or one-entry visas that allow you to visit the country for a specific purpose, such as tourism, visiting a friend or relative, exploring business or employment opportunities, studying and transit. Here are the types of Dubai Visas you can apply for.

Transit visa

Transit visas are available for travelers staying in the UAE for less than 48 or 96 hours. It’s okay for you to apply for one through an airline based in the UAE or a travel agency. Or you can get one on arrival when you fly with an airline based in the UAE. However, transit visas are not extendable or renewable, meaning you must leave Dubai within 48 or 96 hours. Otherwise, you may be fined for it.

Tourist visa 

The multiple entry 5-year tourist visa allows tourists to enter the UAE multiple times on self-sponsorship and stay in the country for 90 days on each visit. It can also be extended for a further 90 days. You can only apply for this type of tourist visa through airlines, hotels and eligible travel agents.

Jobseeker visit visa

You can be granted a visit visa to look for a new job opportunity without requiring a sponsor in the country for a one-time trip. This visa allows you to stay in the UAE for 60, 90 or 120 days. 

Visiting visa to explore investment opportunities

This visit visa to explore investment opportunities allows foreigners to enter Dubai easily without the need for a sponsor or host. This encourages investors and business people to explore investment opportunities in the UAE. With this visit visa, you can stay there for 60, 90 or 120 days.

eVisa for GCC residents

GCC residents and their companions need to apply online for a visa which is valid for 30 days and is extendable once for 30 days. And they must get the same before they arrive in the UAE. 

Dubai visa requirements

If Filipinos want to travel to Dubai, they need to apply for a tourist visa. Before you start applying for your tourist visa, you must first meet the Dubai tourist visa requirements.

  • A Filipino passport with more than 6 valid months validity on arrival date in the UAE, and the passport must have two blank pages.
  • A passport-compliant color photograph with a height of 4.5 cm and a width of 3.5 cm.
  • A return flight ticket, travel bookings or hotel bookings to prove your trip.
  • Sufficient funds with a bank balance of $4,000 or its equivalent in foreign currencies within 6 months to make sure you can cover the cost during travel.  
  • A letter of invitation from friends or family members (if applicable).
  • NSO Birth Certificate when traveling with minors.

You will need to provide some additional documentation, depending on where and which visas you are applying for. In addition, when you apply online, you must convert them into digital formats.

How much is a Dubai visa?

The visa fees for a Dubai visa depend on which tourist visa you are applying for. Here you can check the price below according to the UAE government portals:

  • 30-day tourist visa single entry: AED 250 or approximately PHP 3750
  • 30-day tourist visa multiple entries: AED 690 or approximately PHP 10,350
  • 90-day tourist visa: AED 600 or approximately PHP 9000
  • 90-day tourist visa multiple entries: AED 1740 or approximately PHP 26,100

The basic visa fees in PHP depend on the current conversion rate and it changes at any time. If you apply for a tourist visa through visa agents, they will charge you an additional service fee, such as Atlys.

How long is the visa process?

The visa processing time will depend on how to apply for your tourist visa. Normally, it takes about 2-5 business days, such as Emirates. Some services can even provide an urgent and express visa within 30 minutes, such as Atyls. Therefore, you should apply for your visa 14 days before your travel date. 

How to apply for a Dubai visa?

According to the rules, you can get your Dubai visa through many ways, such as airlines, hotels, visa agencies, or online UAE visa portals. Here you can get your visa through the UAE visa portals.

UAE visa portals

  • Launch the UAE Visa Service.
  • Select the appropriate visa type and complete the application form.
  • Review the documents you submitted.
  • Pay your application fee by credit card, debit card or Paypal.
  • Receive the digital Dubai tourist visa from an email and print it out.

If you are outside the Philippines, you can apply for a Dubai visa through a visa agency-Dubaivisaonline

Dubai evisa application form

  • Visit Dubaievisaonline .    
  • Select the Philippines in the country of residence and the country where you currently live, and click on the visa type and duration you wish to apply for, then click on “PROCEED TO APPLY.”    
  • Fill out the Dubai visa application form and upload the required documents.
  • Pay your visa fees via Paypal/Credit/Debit Card, then you will receive a payment confirmation and application ID in your email.
  • Once the visa is approved, download and print it on paper. You can travel with this visa.

All Dubai visas are UAE visas, as Dubai is part of the UAE. All UAE visas are not Dubai visas. There are 7 independent emirates in the UAE, such as Dubai, Fujairah, Ras AI Khaimah and others. When you apply for a visa to Dubai, the Emirate of Dubai will issue the application visa. 

Can Filipino citizens apply for a visa on arrival?

No. Philippine citizens are not allowed to obtain a Dubai visa upon arrival at an international airport in the UAE. You must apply for a Dubai tourist visa before traveling to the UAE.

If you are from the following countries, you can obtain a visa on arrival in Dubai :

Australia, Austria, Bahrain, Canada, China, Denmark, Estonia, Finland, France, Germany, Hungary, Kuwait, Iceland, Ireland, Italy, Japan, Latvia, Malaysia, Malta, Monaco, New Zealand, Norway, Oman, Poland, Saudi Arabia, Singapore, South Korea, Spain, Sweden, Switzerland, The Netherlands, United Kingdom, etc.

How to extend the Dubai visa?

If you want to stay in Dubai for longer, you can extend your tourist visa for the same period. Bring your passport copy, a scanned copy of your passport-size photo and the sponsor’s document (copy of passport, Emirates ID) and visit the nearest Amer Service Center. There you need to submit the application and required documents to the customer service employee and pay the visa extension fee of AED 1100. Or you can apply for it through the UAE government portal or the General Directorate of Residency and Foreigners Affairs-GDRFA.

What if my Dubai visa expires?

If you stay in Dubai but your visa expires, you will need to pay an additional AED 100 fine when you leave at the border crossing point. You will also be charged AED 50 per day for overstaying. If you want to find out how much you owe in the overstay fine, you can check it out on the GDRFA and ICP websites. Don’t overstay in Dubai, otherwise, you will get a huge fine for it.

How can I check my visa status?

If you urgently need a visa, you can track your visa application. Prepare your application number, reference number payment date (if possible) first. Track your visa application through the Directorate General of Residency and Foreigners Affairs-Dubai when you apply for a Dubai visa. Or you can check the status of the GDRFA service through the DubaiNow app.

What to do if a Dubai tourist visa is rejected?

Unfortunately, your Dubai tourist visa has been rejected. Don’t be discouraged, reapply it immediately. There are a number of possible reasons why your Dubai visa is refused, such as typo errors in name or passport number, inappropriate passport size photo, applicants with criminal records, applicants with unskilled occupations, or a single female under 24. You can ask the requesting agency for assistance in submitting new and correct documents. Double-check all required valid and legal documents when submitting them.

If my visa is not approved, will I receive a refund?

No.  If your visa application is not approved, you cannot get a refund from the UAE immigration authorities. But if you paid a security deposit, you will receive the refund after 4 working days.

When is the best time to visit Dubai?

It depends on the purpose of your visit to Dubai. If you want to experience exciting events and activities, the best time to visit Dubai is from November to April. Of course, if you don’t like peak travel, September and October are also ideal for those who want to avoid crowds. Maria, a Filipina nanny, has a brother who is supposed to come this week to visit her in Dubai. All expenses have been taken care of by her Emirati employer – visa has been released; tickets purchased. The visiting brother already has a place where he can stay.

But there’s a dilemma: Maria’s brother could be offloaded at the Philippine airport for not presenting an affidavit of support and guarantee (AoSG).

AoSG is a document required by the Philippine immigration to prove that a Filipino UAE resident can sponsor a visiting family or relative's stay in the country. It can be easily obtained from Philippine missions in the UAE but there is a prohibitive condition requiring expats who are single to show a proof of having at least Dh10,000 monthly income before he or she can sponsor a family member to visit the UAE.

Part of the AoSG that Filipinos like Maria will have to sign is a “guarantee that (the visiting family member/s) shall not in any way or manner whatsoever be a public burden or ward in the UAE or any country en route from or to the Philippines.”

AoSG also serves as an assurance that “all financial support to pay for the food, accommodation and travel, including airfare for return to the Philippines, medication and hospitalisation, and other expenses, debts, and obligations incurred including but not limited to immigration fines and penalties” will be covered by the sponsoring relative.

Unfair condition

“But all expenses have already been taken care of by my kind employer,” Maria told the Khaleej Times . “This is a very rare opportunity for my brother to come to Dubai and it’s unfair that I could not bring him here because I’m just a nanny and my salary is below Dh10,000.”

This issue was also raised by migrant rights advocate Barney Almazar. He said: “The issue of AoSG as a mandatory requirement for Filipinos seeking permission to travel abroad will always spark a discourse on the delicate balance between ensuring the welfare of Filipinos overseas and safeguarding their fundamental constitutional right to travel.”

“While acknowledging the government's commitment to protecting Filipino citizens abroad, it is essential to critically examine whether the current requirement aligns with the principles of proportionality and reasonableness – the key tenets of a valid exercise of police power as enunciated by the Philippine Supreme Court, added Almazar, who is also director at the corporate-commercial department of Gulf Law in the UAE, Philippines, UK and Portugal,

Arbitrary requirement

Almazar explained the constitutional right to travel is implicitly protected under the due process clause. Restrictions on this right must be carefully examined to ensure they are reasonable – not arbitrary – and have legitimate governmental objective.

Every person has the right to travel. “The right to travel is not a mere luxury. It is a conduit for personal growth, economic development, and cultural exchange. The imposition of a mandatory affidavit of support and guarantee appears to be a broad measure that raises questions about its necessity and its impact on the right to travel.

“That the traveller will not be a public charge is the primary concern of the UAE, and not the Philippines. If the UAE government has issued a visa to the traveller allowing entry to the Emirates, the Philippine immigration must respect that.”

Almazar continued: “Under UAE immigration regulations, if the tourist is found to have no apparent means of subsistence, he can be deported and his sponsor shall be financially responsible for him, not the Philippine government. Moreover, the AoSG is not a legally enforceable document in the Emirates. It is the visa sponsor and not necessarily the person who issued the affidavit who will bear the responsibility for the tourist.

No empirical evidence

Almazar said the Philippine government has not provided any empirical evidence showing the direct correlation between prevention of human trafficking and AoSG.

AoSG was first introduced in 2002 to purportedly curb human trafficking. It was rescinded following allegations of falsification and redundancy but was eventually reinstated. In 2022, a total of 32,404 Filipinos were withheld at the airport. Of these, only 472 were reported to be victims of human trafficking or illegal recruitment; 873 produced fraudulent documents; while 10 travellers were found to be minors who sought to work abroad, the Philippine Bureau of Immigration reported.

Balancing safety and right to travel

Almazar and Maria said the Philippine government should scrap AoSG. “A careful reassessment of the AoSG requirement is not a call for unchecked travel but a plea for a balance that respects individual liberties while fulfilling the government’s duty to protect its citizens,” Almazar noted.

He added: “We should shift from mandatory to voluntary registration of Filipino travellers. The system of exit pass and submission of AoSG are merely ways of collection, exchange and verification of information.

“If the government will ensure that the traveller’s rights are respected, Filipinos like Maria’s brother, will have no fear of being offloaded and this will encourage full disclosure of their travel/work information which the government can use to monitor and protect OFW abroad," said Almazar.

“There are so many ways to protect the travellers from the dangers of human trafficking. Curtailing the right to travel is not one of them.”

  • In case the application is for an employee then they need to provide a letter from the employer highlighting his or her position in the company
